It hits in a 30 m (100 ft) line for 8d6 lightning damage, with a Dexterity save for half; a wizard with a level 3 spell slot can instead consume it to learn the spell permanently.
What the Scroll of Lightning Bolt does
Using the scroll takes an action and casts the level 3 evocation spell Lightning Bolt. The spell sends lightning through a 30 m (100 ft) line, dealing 8d6 lightning damage to creatures in its path. Each target can make a Dexterity saving throw to take half damage on a success. The item reference lists the scroll as Rare, weighing 0.02 kg (0.04 lb), with an in-game value of 100 gp.
The 100 gp figure is the listed item value, not a guaranteed price from a particular trader. The scroll is consumed when cast.
Who can use the scroll?
Any class can cast a spell from a scroll in Baldur’s Gate 3, without having the spell on its class list or spending a spell slot. Scroll use still requires the character to be able to cast spells: conditions such as Rage and Wild Shape prevent it. The caster’s proficiency bonus and relevant spellcasting ability modifier affect scroll spell attacks and saving throws; for multiclassed characters, the relevant ability depends on the most recently added class that grants a spellcasting ability. The game’s scroll rules also state that a scroll is not consumed if Counterspell blocks its spell.

Can Gale or another wizard learn Lightning Bolt from it?
Yes. A wizard who has an available level 3 spell slot can transcribe Lightning Bolt into their spellbook. Transcription consumes the scroll and costs 50 gp per spell level—150 gp for this level 3 spell—unless the spell matches the wizard’s subclass school, in which case the cost is reduced to 25 gp per level, or 75 gp total. The wizard can then prepare Lightning Bolt like other spells in their spellbook. Use it now or transcribe it?
The choice is between one immediate cast and a permanent wizard option. Casting is useful when the party needs the line attack now; transcription is for a wizard who has the required level 3 slot and wants access to the spell beyond this one use. The spell keeps the same 8d6 base damage and line shape when learned, and casting it with a slot above level 3 adds 1d6 damage per additional slot level. Whether to spend the scroll depends on the party, encounter, and whether another copy turns up.

Where to find the Scroll of Lightning Bolt
The item reference gives general acquisition routes: traders may sell it, it can appear in containers, and enemies may carry it. It does not establish a guaranteed location, an always-stocked seller, or a vendor restock schedule, so there is no verified fixed spawn to rely on.
