Can you skip straight to Shadow?
Yes. The earlier games are recommended for story context, not established as a gameplay requirement. The official collection and the available Shadow FAQ do not say that you must finish either earlier game before starting Shadow.
If you play only one game before Shadow
Choose Rise of the Tomb Raider. The FAQ places Shadow roughly one year after Rise, making it the closest lead-in. It also describes Shadow as the end of Lara’s origin story, so playing both earlier entries gives that arc its full progression.

Which editions should you look for?
The Tomb Raider: Definitive Survivor Trilogy contains Tomb Raider: Definitive Edition, Rise of the Tomb Raider: 20 Year Celebration, and Shadow of the Tomb Raider: Definitive Edition. If you already own Shadow, you can look for the earlier games separately: Tomb Raider (2013): Definitive Edition and Rise of the Tomb Raider: 20 Year Celebration.
Crystal Dynamics says the 2013 Definitive Edition includes all DLC and digital companion materials. Confirm platform compatibility and edition contents on the specific store listing before buying; those details can vary by platform and listing.
