Where does this choice happen?

Which option should you choose?
If you want Panam to join V
Ask her to come along. Romance-focused walkthroughs recommend this supportive response; VULKK’s Panam romance guide also recommends helping her settle the score with Kang Tao when that choice follows.
If you want her to stay with Mitch
Choose the stay-with-Mitch response if that is what you want in the scene. The reviewed walkthroughs list the alternative but do not establish that this single decision permanently closes Panam’s romance or blocks an ending. That does not prove the choice has no effect; it means the available guidance does not support treating it as a confirmed hard lock.

Already told Panam to stay?
Do not assume you have automatically lost access to a romance or ending. The available sources are secondary walkthroughs, not first-party confirmation of every quest flag, and they do not verify all patch- or localization-specific behavior. Continue the quest rather than relying on an unsupported guarantee either way. If you need certainty for your particular version, consult a current walkthrough that explicitly covers that version and choice.

The guides reviewed recommend inviting Panam along as part of romance-oriented play, but they do not show that this dialogue alone determines romance eligibility or ending access. A player asking whether choosing “stay with Mitch” ruins the romance is evidence of the concern, not evidence of the game’s outcome. Likewise, broad claims that this choice closes romance and ending paths are not substantiated by the more specific quest guidance.
