The PC remake in reports about Silent Hills’s P.T. is Unreal PT, a free fan-made recreation created in Unreal Engine by a developer known as RadiusGordello. It was reported in January 2019; it was not an official Konami release. Whether the original download is still available today has not been confirmed.
What Unreal PT is—and what it is not
P.T. was a playable teaser for the cancelled Silent Hills. It launched as a free PlayStation 4 download in August 2014. Konami removed it from the PlayStation Network in April 2015, after the project was cancelled, according to GamesBeat’s January 4, 2019 report.

Unreal PT was RadiusGordello’s fan-made Unreal Engine recreation for PC, reported as free to download in January 2019. GameSpot’s January 10, 2019 coverage described the project and listed its controls and minimum specifications. Those reports establish its historical release, not that the old download page still works now.
How the fan remake differed from P.T.
Unreal PT recreated the teaser rather than officially bringing the original PlayStation 4 game to PC. The contemporary reports also noted differences: GameSpot described Unreal PT’s ending as less random than the original, while GamesBeat said it omitted the large teaser-trailer reveal at the end. These are descriptions of the 2019 version, not claims about a current build.

Controls, VR, and reported PC requirements
GameSpot’s January 10, 2019 report listed mouse and keyboard, PS4 and Xbox One controllers, and VR motion controllers as supported input options. That makes a controller optional rather than a stated requirement. GamesBeat reported on January 4, 2019 that VR support was not working at the time; that dated note should not be treated as a current compatibility assessment.

These are not alternate names for the same release. In particular, the reported 2018 takedown concerns Qimsar’s project, not RadiusGordello’s Unreal PT.

The cited reports describe Unreal PT as a fan remake, not a Konami PC release. Konami’s October 19, 2022 announcement concerned an official remake of SILENT HILL 2 for PlayStation 5 and Steam. It is a separate game, not a PC release of P.T. or Silent Hills. The announcement is available from Konami.
