That distinction matters: the project supplies a way to run the game’s code, but it does not include the original game assets. You need to provide those separately from a compatible Xbox 360 copy.
How the port works
According to the project README, Unleashed Recompiled uses XenonRecomp to recompile the game’s original PowerPC code into compatible C++, and XenosRecomp to recompile Xenos shaders into HLSL. In practical terms, static recompilation adapts the original game’s executable code and shaders for a different platform; it is not the same as emulating an Xbox 360.

The README documents support for Windows and Linux, along with these features:

Consult the project’s current documentation and release notes for requirements and compatibility information before setting up the port.

What you need from the original game
The project README says it does not provide game assets. It identifies a US or EU Xbox 360 copy of Sonic Unleashed as the required source and says the Japanese release is unsupported. Owning the compatible game is therefore necessary; the PC project is not a free, self-contained copy of Sonic Unleashed.
Check the region of your Xbox 360 copy before proceeding. The README does not identify the Japanese release as a supported source, and a game listing should be checked for region and condition rather than assumed compatible based on its title alone.
