For the leaders’ meeting, if your priority is the least casualties, RPG Site recommends siding with Roosevelt and selecting “Perhaps the believers do not have to be our enemies” when prompted. These are separate decisions: the meeting resolves the faction conflict, while the datacore choice determines what happens to the Crucible afterward.

How to start Operation Starseed
Travel to the Charybdis system and approach Charybdis III. A distress call leads you to the Crucible, where the quest begins. Bethesda’s official overview also notes that completing the mission allows you to return to the Crucible to recruit Amelia Earhart.
Operation Starseed walkthrough
- Land at the Crucible on Charybdis III. Speak with Tobias, Ada Lovelace, and the leaders of the Crucible’s factions.
- Investigate the Facility. Find its seven clues and audio logs. The seventh, “Ada’s Diary – Heart of the Facility,” contains an encrypted override code. Pro Game Guides provides a room-by-room clue list if you need help locating them.
- Return to the Crucible and share your notes. Give the information to Franklin Roosevelt, Amanirenas, or Genghis Khan. This affects later dialogue, but it is not the final ending decision.
- Ask Ada about the encrypted code. Investigate the Bel V navigation beacon; it points you toward the Beagle in the Zelazny system.
- Board the Beagle and get the override code. Use the ship’s Datacore computer to download the Security Override code.
- Return to the Crucible for the emergency meeting. Resolve the leaders’ conflict, then ask Ada to decrypt the security code.
- Go back to the Facility. Enter the restricted wing, deal with its enemies, reach the Facility Datacore, and make the final choice.
The walkthrough route from Jemison in Alpha Centauri to Charybdis is Cheyenne → Denebola → Zosma → Charybdis. From Charybdis toward Bel, it gives Zosma → Ixyll → Bara → Bel; the beacon then points to Zelazny. Your available route may differ with ship range and systems already discovered.

Who should you tell about the Facility?
Choose any of the three leaders when you return with the notes. According to Pro Game Guides and RPG Site, this early decision changes dialogue but does not by itself determine the ending. The consequential faction choice comes at the emergency meeting.
Who should you side with at the leaders’ meeting?
There is no single “best” branch for every player; the recommendation depends on what you want from the confrontation. The guides differ in how they characterize peaceful outcomes, so treat their routes as recommendations rather than guaranteed results for every game state.

Roosevelt: guide-recommended for fewer casualties
For a low-casualty outcome, RPG Site recommends siding with Roosevelt and choosing “Perhaps the believers do not have to be our enemies” when that dialogue option appears. Its guide says this route kills Genghis Khan while sparing Roosevelt and Amanirenas. Pro Game Guides says you must persuade Amanirenas to remain at the Crucible for 20 years; if persuasion fails, she may become hostile. Genghis becomes hostile on this route.
Genghis Khan
Pro Game Guides says siding with Genghis can let Roosevelt withdraw peacefully, but Amanirenas becomes hostile. Choose this branch if you want Genghis’s faction to prevail and accept that tradeoff.

What should you choose at the Facility Datacore?
The three options have distinct consequences. The credit rewards below are reported by Pro Game Guides as quest rewards.

If you want the reported highest reward while preserving recruitment access and leaving surviving clones alive, choose Reboot and choose a new Super-Admin. Cleanse is the irreversible option to avoid if you want to keep the Crucible’s clone NPCs and recruit Amelia.

Yes. Bethesda says completing Operation Starseed allows you to visit the Crucible on Charybdis III to recruit her. At the datacore, avoid Full Project Cleanse: Pro Game Guides reports that it kills the clone NPCs and removes Amelia as a recruitable character.
