It has since received a formal reply from the European Commission, but the signature milestone did not itself create a new law.
When did Stop Killing Games reach one million signatures?
The campaign passed the milestone during the signature-collection period in July 2025. The European Citizens’ Initiative Forum reported more than 1.1 million signatures by 4 July 2025, ahead of the collection deadline on 31 July. That was a campaign-period count, not the final verified total. The ECI Forum’s 4 July 2025 update recorded the early milestone.
How many signatures were verified?
Following verification, the European Commission reported 1,294,188 valid statements of support. The initiative also met the required minimum number of signatures in 24 Member States. These official results were reported when organisers submitted the initiative for examination on 26 January 2026. The Commission’s submission announcement gives the final count and geographic result.

What does the initiative ask the EU to do?
“Stop Killing Games” is the campaign name. The registered European Citizens’ Initiative is formally called “Stop Destroying Videogames.” It asks the European Commission to introduce a requirement for publishers selling or licensing videogames in the EU to leave those games in a functional state, preventing publishers from remotely disabling them. The request is about a proposed EU-wide requirement; it is not itself an existing rule. The Commission’s initiative record sets out the formal name and request.

What happens after an ECI reaches one million signatures?
A European Citizens’ Initiative is a mechanism for inviting the Commission to consider proposing EU legislation. Reaching one million valid signatures, alongside the required national minimums, triggers examination and a Commission reply. It does not automatically enact a law or require the Commission to adopt the organisers’ proposed policy. The Commission’s overview of how ECIs work explains the process.

The organisers submitted the verified initiative to the Commission on 26 January 2026. On 16 June 2026, the Commission announced that it had adopted its reply. The announcement confirms that procedural step and repeats the verified total and the 24-country result; it does not summarize the reply’s policy conclusions. The fact that a reply was adopted therefore should not be read as confirmation that a new law was proposed or enacted. The Commission’s 16 June 2026 announcement confirms adoption of the reply.
