In Sid Meier’s Civilization VII, players may call neutral hostile groups “barbarians,” but official update notes call them Independent Powers. City-States are a separate category: they are diplomatic entities whose bonuses are tied to the player’s Suzerain relationships. Treating the two as interchangeable leads to the wrong strategic question—whether to manage a military threat or invest in diplomacy.
What are Independent Powers in Civ 7?
Independent Powers are the factions players often mean when they say “barbarians.” For practical purposes, think of them as a military and map-management concern, not as City-States to collect diplomatic bonuses from. Their behavior and related mechanics can change with patches, so older advice and screenshots may not describe the build you are playing.

What the documented patches establish
The July 28, 2026 Update 1.4.2 notes say: “Independent Powers will no longer spam-build fortifications at the beginning of each turn.” This is a specific AI behavior fix, not a complete account of how Independent Powers attack, defend, or choose targets. The notes say the update was rolling out to all platforms; they do not establish that this is the latest build available at publication.
Earlier, the May 27, 2025 patch fixed several Independent Power issues: they no longer showed negative Influence costs when players tried to befriend them, distant-land civilizations were no longer valid targets for the Incite Raid ability, and duplicate Independent Powers no longer appeared. These dated fixes are a reminder to check the patch context before relying on an old cost, screenshot, or tactical tip.

How are City-States different?
City-States are diplomatic entities, and their type helps determine the bonus strategy they offer. The September 30, 2025 update added Diplomatic and Expansionist types and revised how bonuses stack. Its notes describe rewards for City-States the player is Suzerain of; consult the current in-game description for the exact effect and requirements in your campaign.
Examples from the September 30, 2025 update
- Diplomatic: examples included +1 Social Policy Slot and Influence boosts connected to diplomatic or espionage actions.
- Expansionist: examples included +1 Settlement Limit and effects involving food or population.
Those are examples from that dated update, not guaranteed current values. The same notes explain the design change: “We found City-State bonuses were too powerful and encouraged Suzeraining as many City-States as possible, over strategically choosing them based on bonuses.” Firaxis said the update made stacking bonuses require more Suzerained City-States of the same type and reduced some percentage bonuses, free Techs or Civics, and Building Yield bonuses.

Which should you prioritize?
Choose based on the problem in front of you and what the relationship costs. These are useful decision axes, not a fixed developer rule:
- Immediate military or map pressure: deal with the Independent Power situation that is disrupting your plans. Do not assume a City-State bonus will solve a military problem.
- Bonus type versus your strategy: compare a City-State’s current in-game bonus with the direction of your civilization. A Diplomatic or Expansionist bonus is worthwhile only if its effect helps your plans.
- Another Suzerain relationship versus other Influence uses: consider the opportunity cost before investing further. Because the September 2025 rework changed how same-type bonuses stack, pursuing every City-State is not automatically the best strategy.
How to check the rules for your version
Patch notes document dated changes; they are not a complete live rules reference. For exact costs, yields, and effects, check the in-game tooltip or Civilopedia, then confirm the game version and platform. The official notes reviewed here cover selected changes through Update 1.4.2 on July 28, 2026; later releases may have changed mechanics not covered by those notes. The May 27, 2025 notes also warned that some new abilities or effects might not appear until a new game starts or an existing campaign advances to its next Age. That was a dated compatibility caveat and may not apply unchanged to current builds.
