No—not all five Attributes at once. Each Attribute has a cap of 20, but the official level-60 Build Planner shows 66 Attribute points, while five scores of 20 would require 100 points. If by “stats” you mean the five progression skills, those work differently: each has a level-60 cap and is not restricted by its corresponding Attribute.
What “stats” means in Cyberpunk 2077
The question has two possible answers because Cyberpunk 2077 separates Attributes from skills. Attributes are the five core scores you allocate points to. Skills are five progression tracks that level separately.

Why you cannot reach 20 in every Attribute
The arithmetic is straightforward: five Attributes × 20 points = 100 points, but the official Build Planner displays 66 Attribute points at level 60. That shared budget falls 34 points short of maxing the whole set. The planner is an official build-planning display, not a statistic about player saves.
Update 2.0 introduced a one-time Attribute reset, which lets you redistribute your allocation. A reset changes where points are assigned; it does not grant extra points, so it cannot overcome the total budget. CD PROJEKT RED’s Update 2.0 notes describe the reset.

Skills have separate caps
Update 2.0 added five skills: Headhunter, Netrunner, Shinobi, Solo, and Engineer. CD PROJEKT RED says they “are not restricted by their corresponding Attribute’s level,” and lists a maximum level of 60 for each. In other words, raising an Attribute is not a prerequisite that caps its related skill.
That does not prove that a single character can earn enough skill experience to bring all five tracks to level 60. The official notes specify each track’s cap, not whether every track can reach that cap in one playthrough.

Does Phantom Liberty add another Attribute?
No. Phantom Liberty adds a Relic-related skill tree, not a sixth Attribute. CD PROJEKT RED’s REDstreams recap says: “Although we’re not adding a new attribute, Phantom Liberty (or rather Songbird) will unlock a new skill tree related to the Relic.” Treat Relic progression separately from the five Attributes and their shared points.
