This guide focuses on Immortal Empires campaign play, as of Update 9.0 (September 2026). It explains how to compare factions and choose one for your goals, but does not assign unsupported S-to-C placements: the official sources available for this update document changes, not faction win rates or a verified power ranking.
Scope: Immortal Empires campaign, not ranked battles
Immortal Empires is a large sandbox campaign. The official Steam listing describes it as combining the campaign maps, races, and factions from all three games into one campaign. The same listing distinguishes campaign play from multiplayer battle modes, which is why a campaign recommendation should not be read as a ranked-battle ranking. Steam’s Total War: WARHAMMER III listing
This guide rates what matters in a campaign: surviving the opening, building an economy, fielding effective armies, and using a faction’s mechanics without excessive friction. It does not claim to measure multiplayer win rates or identify the objectively strongest faction. No official faction-performance statistics or published tier placements are established by the sources cited here.
How to read the tiers—and why this guide avoids false precision
A useful campaign tier list needs evidence for each placement, not just a memorable faction name. Compare factions across these factors:

#1 Best Overall
- Empire Total War Complete Edition
- Starting position and early threats: how manageable the first wars and nearby rivals are.
- Economy and development: how reliably the faction can support recruitment and expansion.
- Army strength and flexibility: whether its forces can handle varied threats and recover from setbacks.
- Campaign mechanics: whether its unique systems create meaningful advantages or additional demands.
- Execution and access: how much experience or specific paid content is needed to realize its potential.
These are evaluation criteria, not a claim that the game publishes comparative scores for them. A beginner-friendly pick may be easier to manage without being the highest-ceiling choice. A faction that excels after its mechanics come together may also have a difficult opening. Treat any uncited letter-grade list as an author’s judgment, not an official result.
What changed in the September 2026 update
Update 9.0, published by Creative Assembly in September 2026, contains faction-specific changes and updates Vampire Counts starting faction and lord effects. The Lords of the End Times expansion, released on 24 September 2026, brought a Vampire Counts rework and changes to Archaon’s campaign mechanics. These changes can affect how a campaign starts and develops, so older guides may not describe the current experience. Read the Update 9.0 release notes and the Lords of the End Times announcement for the documented changes.
Rank #2
- Games Workshop - Warhammer 40,000: Introductory Set (10 Edition - 2023)
- A great way to begin your journey into the Warhammer 40,000 hobby
- Includes basic rules for the game, plus dice, a gaming mat, reference sheets, and a range ruler
- 16 push-fit models make up two balanced starter forces - Space Marines and Tyranids, plus hobby supplies to build and paint them
The fact that a faction received a rework does not by itself show that it is now stronger or weaker than every other faction. The cited announcements do not provide a comparative campaign ranking, win rates, or a controlled faction test. Rankings that make those claims need separate, clearly described evidence.
Choosing the best faction for your campaign
If you are new to the game
Prioritize a faction whose opening situation and campaign systems you can understand and manage. Check its starting position, early threats, and the complexity of its mechanics before choosing. “Best for beginners” means approachable for your experience—not automatically the strongest at maximum potential.
Rank #3
- Warhammer 40,000
If you want a powerful campaign
Look for a strong combination of early survival, sustainable development, versatile armies, and useful campaign mechanics. The relative value of those strengths depends on your difficulty, campaign settings, and experience. Since the cited official material does not compare faction performance, it cannot substantiate a universal “best faction in Warhammer 3.”
If you want a challenge
Choose based on the kind of difficulty you enjoy: a pressured opening, limited room to expand, demanding mechanics, or the need to make a specialized army work. Challenge is not the same as weakness; a difficult start can lead to a rewarding campaign once you understand its demands.
If you mean competitive battles
Use a battle-specific ranking based on the relevant multiplayer format. Campaign advantages such as economic growth, starting territory, and long-term development do not transfer directly to a custom or ranked battle, where army selection and battle performance are the relevant questions. This guide does not rank factions for those modes.

Immortal Empires brings together campaign content from the trilogy, but that does not mean every player automatically owns every playable race or faction. The Steam listing notes that some playable races require ownership of earlier games or DLC. Check the listing and the content you own before using any list to decide what to play; a high placement is not useful if the faction is not available to you. Steam product and content listing

Keeping a faction list current
Use the game version and mode as part of any tier-list claim. For this guide, the reference point is Immortal Empires campaign after Update 9.0 in September 2026. Reassess rankings when later balance updates change a faction’s starting effects, mechanics, or roster; a patch note establishes what changed, not necessarily the size of its effect on overall campaign strength.
