There is no documented command for a level 1000 enchantment in current Minecraft Java Edition: Mojang’s item-component reference sets enchantment levels from 0 to 255. For Java 1.20.5 and later, this command gives you a diamond sword with Sharpness 255:
/give @s minecraft:diamond_sword[minecraft:enchantments={sharpness:255}] 1
Bedrock Edition uses a different command, and Microsoft’s documentation does not confirm that level 1000 is accepted there.
Why the Java command stops at level 255
Java Edition stores item enchantments in the minecraft:enchantments component. Mojang documents its levels as integers from 0 through 255, so level 1000 is outside the documented range. The command above uses Sharpness 255, the documented upper bound for that component.
The square-bracket format applies to Java Edition 1.20.5 and later. Mojang’s 1.20.5 release notes introduced item components for commands such as /give, replacing the older item NBT syntax: Java Edition 1.20.5 release notes.

Use the current Java enchantment syntax
Java 1.21.5 simplified how enchantments are written inline. The command here uses that form, enchantments={sharpness:255}, rather than the earlier nested form enchantments={levels:{sharpness:255}}. Mojang documents the change in the Java Edition 1.21.5 release notes.

Older Java commands using curly-brace item NBT are version-specific; don’t paste them into current releases unchanged.

What to use in Bedrock Edition
Bedrock does not use Java’s square-bracket item-component command. Microsoft documents /enchant <player> <enchantmentName> [level] (or a numeric enchantment ID) for adding an enchantment to the player’s selected item. Cheats must be enabled, and the item to enchant must be selected. See Microsoft’s Bedrock /enchant command reference.
The reference describes an optional integer level but does not establish that level 1000 is supported. It also does not state a maximum level, so the documented information is not enough to promise that a level-1000 command will work in Bedrock.
