Where Is the Best Place to Start in Civilization VI? How to Choose Your First City Site

Settle on or near fresh water when a good option is close, check food and production in workable tiles, use the Settler Lens, and move only for a clear gain.

For most openings, found your first city on or near fresh water if a good option is within a few tiles, and make sure the tiles it can work offer a mix of food and production. Use the Settler Lens to compare candidate sites, and move only when the improvement is clear. A few turns spent hunting for a marginally better tile can cost more than the tile is worth. The best exact spot still depends on your map, your civilization, and the plan you have for the game.

Why the first city matters more than it looks

Your Settler is the unit that founds your first city, and that city’s position shapes growth, early output, and where your districts can go for the rest of the game. The official Civilization VI starter tips, distributed through Steam Community, put it plainly: the Settler “is important” to place well because a city needs a source of water for growth, resources for food and production, and landscapes such as mountains, desert, or rainforest that provide bonuses.

The Civilopedia’s city entry gives a shorter version of the same idea: cities should be built where there is plenty of food and production, with access to strategic, luxury, and bonus resources.

Start with water, then check food and production

Water is the most reliable first filter. Fresh water is generally a useful opening criterion, and the Civilopedia’s entry on the Settler Lens says the overlay helps show where water access is best. Coastal starts can suit some plans, but they are not automatically better than a river or freshwater site, so treat coastal access as a trade-off rather than a bonus.

Water alone is not enough. A city on a freshwater tile with little food or production nearby will grow slowly and build slowly. Look at the tiles the city can actually work in its first few turns, not just the centre tile, and ask whether they supply food and production together.

How to compare candidate spots

When you have two or three plausible sites, work through them in this order:

  1. Turn on the Settler Lens. It marks water access and shows which tiles are unavailable, so you can rule out sites quickly.
  2. Count the early yields. Look at the workable tiles around each candidate and note how many offer food and how many offer production. An attractive icon is less useful than a tile that feeds the city.
  3. Check resources and their conditions. Resources must be inside your borders, and some need a specific improvement before they deliver value. Do not discard a site only because a resource you cannot yet see is missing from the map.
  4. Look at terrain against your district plan. A site that is excellent for immediate growth may be poor for the districts you intend to build later, and the reverse can also be true.
  5. Decide whether the gain justifies moving. Only move when the better site is clearly stronger and the detour is short.

When to move and when to settle

Moving is worth considering when the alternative site is clearly better on water, food, or a key resource, and it is close enough that the trip does not eat into your early momentum. Settling on a decent site is usually better than wandering in search of a perfect one. An Apple editorial on the game makes the same point from a different angle: a starting area is usually at least somewhat habitable, and delaying the founding for too long can leave you behind.

No published source gives a universal number of turns or a yield threshold that tells you when to move. Judge each case on the map in front of you, and keep the delay short.

Scout before you settle

The map is only partly visible at the start. Some strategic resources do not appear until the relevant technology is researched, so a site that looks poor on turn one may be stronger once you know more. Xbox Wire’s first-50-turns guide, dated March 16, 2023, recommends scouting early to find resources, other civilizations, city-states, and barbarian camps. That information helps with safety in the early game and also with choosing where your second and third cities go.

Leave room for your civilization and plan

The first city is not judged by yields alone. If your civilization or victory plan depends on specific districts, a site with the right terrain nearby can matter more than a slightly higher food count. Use the early site as a base for the whole empire, not just the first twenty turns.

What is established and what is not

The guidance above is general. Official starter tips, the Civilopedia’s city and resource entries, Xbox Wire’s 2023 guide, and an Apple editorial support the criteria here: water, food and production, resources, terrain, scouting, and the cost of delay. They do not provide a fixed coordinate, a required tile type, or an exact movement rule. Game version, expansions, civilization, map type, and intended victory condition can all change which local site is best, and later patches can change how tiles and resources behave.

Players often phrase the question as “Where should I put my first city?” or “Is this a good place to build my first city?” Those questions are answered by the criteria above, applied to the specific tiles in front of you.
