The official route is to join the Thieves Guild, which unlocks fences in several cities. If you don’t want to join the guild, PC Gamer’s April 23, 2025 guide names one non-guild fence, Manheim Maulhand at the Inn of Ill Omen.
Why regular merchants won’t buy stolen items
Bethesda’s support article explains the design directly: “Most NPCs in Justice Areas are law-abiding citizens. They know the difference between stolen items and legally obtained items.” A shopkeeper will not knowingly take goods you’ve stolen, so the game routes that trade through fences, characters who deal in stolen property.
How to get access to fences through the Thieves Guild
Bethesda’s official instruction is that fencing requires guild membership first. Its support article says: “To fence items, you need to first join the Thieves guild by finding Armand Cristophe in the Imperial City Waterfront District at midnight, in-game time.” Membership is what unlocks the ability to sell stolen items to fences in different cities.
- Travel to the Imperial City Waterfront District.
- Wait until midnight in game time. Armand Cristophe is only available at that hour, so plan around the in-game clock rather than the real one.
- Find Armand Cristophe and speak with him about joining the Thieves Guild.
- Once you are a member, ask Armand Cristophe about the Thieves Guild and then choose “Where can I find a fence?” PC Gamer says this lists the guild fences currently available to you and gives directions to them.
PC Gamer ties fence availability to your guild progress, so a fence you expect to see may not appear until you have advanced further in the guild.

Named fences by city
Bethesda’s support article names fences in several cities. The table below combines those names with PC Gamer’s guide, which adds locations and purchase limits for some of them. Purchase limits come only from PC Gamer’s April 2025 guide, which covers Oblivion Remastered; Bethesda does not publish them.

Ongar’s 600-gold figure is a secondary-source value. Treat it as a guide’s report for the Remastered version, not a rule Bethesda has published.

Selling without joining the Thieves Guild
PC Gamer’s guide identifies Manheim Maulhand, owner of the Inn of Ill Omen on the road between the Imperial City and Bravil, as a fence that does not require guild membership. The guide reports a 50-gold purchase limit for him. That figure, like Ongar’s, comes from PC Gamer’s guide and has not been confirmed in Bethesda’s support article.
If you want a quick sale without committing to the guild, Manheim is the only non-guild option named in the sources reviewed here. If you plan to keep fencing items over a long run, joining the guild gives you more places to sell.

Laundering and arrest risk
Bethesda says fences can launder a limited number of stolen items per day. Once laundered, an item no longer appears as stolen in your inventory, and it will not be lost if you are apprehended or killed by guards. The support article does not state the daily limit.
The original PC manual adds a separate warning: stolen items in your inventory are taken when you are imprisoned. Bethesda’s support page describes what laundering does, while the manual describes the penalty for going to jail with stolen goods. Together they make the practical rule clear: fence or otherwise secure stolen goods before you risk arrest.

Edition and version differences
Bethesda’s support article does not specify edition or platform. The original PC manual covers the original release only. PC Gamer’s guide is written for Oblivion Remastered, and the purchase limits and fence locations it reports should not be assumed identical across every edition and platform. If a figure in this article doesn’t match your game, check the guide or source for your edition.
