No joinable faction controls Ghost Revelry Hall in Where Winds Meet. Secondary guides describe it as hostile ground held by criminal gangs and haunted forces, not as a sect headquarters.
Why the Hall is not a faction base
Where Winds Meet has several organized groups that players can ally with, and the question often comes from players trying to work out whether Ghost Revelry Hall belongs to one of them. The guides reviewed for this answer do not place it under any formal sect. Nine Mortal Ways and Velvet Shade, the groups players are most likely to think of, are not described as running the Hall. The location is treated as a contested, dangerous site inside a quest rather than a place where a faction keeps its members or leadership.

That distinction matters. A faction stronghold would normally offer a recognizable hierarchy, trade or training, and a reason for repeat visits. Guides describe Ghost Revelry Hall mainly as a combat location where the quest takes you, so the practical question is who you are fighting, not who you are joining.
Who occupies the Hall
The guides describe the hostile human presence as criminal gangs or ruffians. The haunted forces that share the space are presented as a separate threat, and the story treats the two as parts of the same dangerous environment. Neither is described as a faction you can negotiate with or recruit from.

Where the Hall fits in the Unbound Cavern quest
Ghost Revelry Hall is part of the Unbound Cavern quest chain. One walkthrough says the route runs through rescuing a Nine Mortal Ways disciple, who then provides a key that lets you reach the Hall. That detail explains why a sect is linked to the location even though the sect does not hold it. The rescue is a step in the quest, and the key is the reward that opens the way forward.
Because this sequence comes from walkthrough descriptions rather than an official developer document, the exact order of steps may differ by game version or region. If your objectives or dialogue do not match these descriptions, follow the quest log, since it reflects your own game state.

The Dark Room and the Faceless
A separate walkthrough places the Dark Room inside the Unbound Cavern segment of the Accident main story and describes a fight against the Faceless there. The Faceless are the encounter associated with that room, not the owners of the Hall. Players who associate the Dark Room with Ghost Revelry Hall are picking up a real connection within the same story arc, but it does not establish control.
Why the question comes up
The question is commonly phrased as “Which faction controls Ghost Revelry Hall in Where Winds Meet?” One guide notes that players may encounter it as a World’s Digest Prize Quiz prompt or in Unbound Cavern objective text. A quiz answer or an objective line can make a location sound like it has an owner, which is one reason the question appears so often.

What is and is not established
- Two secondary gaming guides support the answer that the Hall is hostile territory, not a sect base. The guides’ wording is the basis for this article; no official developer statement on the Hall’s control was located.

- No patch-specific change to the Hall’s status has been established. Quest wording and translations can vary by version or region.
