German law restricts games through three different mechanisms: age ratings, indexing on the List of Media Harmful to Young People, and statutory restrictions on certain severely harmful or criminal content. Each one has different legal effects, so whether a particular game is “banned” depends on which mechanism applies, to which exact version, and on what date.
The short answer
Germany does not maintain a permanent, simple list of games that are illegal for all users. Calling a game “banned” without qualification usually blurs three outcomes that the law treats differently: a game that is rated for adults only, a game that is indexed as harmful to young people, and content that falls under criminal law. The only reliable way to answer the question for a specific title is to check the exact edition and its current status, not a historical list.
Three mechanisms that get called “banned”
Age ratings (USK labels)
According to the Federal Agency for Child and Youth Protection in the Media (Bundeszentrale für Kinder- und Jugendmedienschutz, BzKJ), computer and console games may be sold, lent or otherwise made accessible to people under 18 only when they carry a rating appropriate to their age group. An “18+ / no youth approval” label is an adult-only classification. It limits access by minors. It is not, on its own, a prohibition on adults buying or playing the game.
Indexing (Indizierung)
The BzKJ’s Review Board for Media Harmful to Minors can add a medium to the List of Media Harmful to Young People under §18 of the Youth Protection Act (Jugendschutzgesetz, JuSchG). The agency names several grounds for listing, including brutalizing effects, incitement to violence, crime or racial hatred, and certain depictions of minors in sexualized poses. Listing brings broad restrictions on distribution and advertising, particularly where minors could encounter the material.

The BzKJ’s English overview describes the practical effect in its own words: “This makes the medium inaccessible to minors but on the other hand ensures that adults are not excluded from using this medium.” The same overview explains that the decision is made “in a court-like procedure” by the Review Board as the central decision-making body. Indexing is therefore a case-by-case decision about a specific medium, not an automatic consequence of a rating or a controversy.
Severely harmful and criminal content
Under §15 of the JuSchG, physical media that are listed face specified restrictions on access by minors, on display, on retail and mail-order distribution, and on advertising. The same section also reaches certain severely harmful physical media even without a prior list entry, and media that are wholly or substantially identical to a listed work.

This does not mean that every indexed game is illegal for an adult to possess. Criminal-law prohibitions can apply separately to specific content, and those operate under a different legal logic from youth protection. Questions about a game’s status should therefore first identify which of these three mechanisms, if any, is involved.
Why old “banned games” lists mislead
Youth protection listings are not permanent. Under §18 JuSchG, a medium is removed when the conditions for listing no longer hold, and a listing loses effect after 25 years. An older classification can therefore be out of date, and a revised or re-released edition may have a different status from the version that was once listed. A game’s status is tied to the exact release, not just its title.

What the official statistics count
The BzKJ’s statistics page, which the agency dates to 31 August 2026, reports 348 entries in the games category. That category is broad. It covers video, computer and console games, online games, game apps and board games. The figure is therefore not a count of video games that are outright illegal for all users, and it cannot by itself establish the status of any individual title.
Historical examples and what they do and do not show
A 2020 legal review by Andreas Lober and Florian Jäkel-Gottmann, published by game, the German games-industry association, documents how older cases have changed. The examples below show why yesterday’s lists cannot be treated as current. They do not establish the present status of every version of these games.

The review is a useful record of how the system has changed. It is not a current list, and a title that was once restricted may now be available in some versions and not others.

- Pin down the exact release. Note the full title, the edition (base game, remaster, anniversary or special edition), the platform, and the release year. A PC release and a console port can have different legal histories.
- Check the age label. Look at the USK label on the packaging or the store page. A label of 18 with no youth approval means the game is restricted to adults, not that it is banned.
- Search the BzKJ’s List of Media Harmful to Young People. Check whether that exact title and version appears. If the listing refers to an earlier release, confirm whether a later version has been removed or is treated differently.
- Look for a delisting or a changed version. Under §18 JuSchG, removal is possible when the listing conditions no longer apply, and listings lapse after 25 years. Check whether either has happened.
- Consider criminal-law content separately. If the question concerns specific material inside a game rather than youth access, the issue falls under criminal law and needs its own assessment.
Two shortcuts do not work. A game’s age rating does not reveal whether it is indexed, and a missing storefront listing in Germany does not by itself establish a legal ban. Publishers and platform holders make availability decisions for their own reasons.

When the answer is still unclear after these steps, the BzKJ is the relevant official body for questions about indexing and age labels. Its guidance on games and its published statistics are the authoritative starting points, and they should be read alongside the specific statutory provision for the category in question.
