Who Else But Us is a side quest in The Outer Worlds 2 that sends you through Skycutter A102 on Paradise Island. To complete it, find five Protectorate Armorial IDs, then return to the basement and use them to open the Protectorate Cadre Vestige. The route below follows GamesRecon’s walkthrough, updated July 19, 2026; encounter and item details are guide-reported rather than confirmed by an official quest guide.
How to start Who Else But Us
- Travel to Skycutter A102 on Paradise Island and enter the facility.
- Go down to the basement and deal with the two Raptidon Hunters described in the GamesRecon walkthrough.
- Examine the sealed chest beside the corpse labeled Protectorate Cadre Vestige. This begins the objective to find five IDs; the chest cannot be opened until you have them.
The first ID is on the corpse beside the Vestige, so you can begin collecting the required items immediately.
How to reach northern Paradise Island
GamesRecon describes three possible approaches to the northern part of Paradise Island. Their prerequisites may depend on your quest progress, and the guide does not establish that one route is faster or easier than the others.

Where to find all five Protectorate Armorial IDs
1. Basement: corpse beside the Vestige
Loot the corpse beside the Protectorate Cadre Vestige for the first Armorial ID and the Skycutter Entrance Key. Keep the key: it opens the door on the next part of the route.

2. Near the broken elevator
Go upstairs and use the Entrance Key to unlock the door. Pass through the broken window and search the body near the broken elevator for the second ID. GamesRecon reports an ambush nearby, so be ready for a fight as you move through this area.
3. Deck 3: Warden Gunner Aimes
Continue upward using the stairs and ladders until you reach Deck 3. The third ID is on Warden Gunner Aimes’s body on the upper catwalk.

4. Deck 6: Cadet Warden LaRue
From Deck 4, climb by way of the hanging catwalk route and ladders to reach Deck 6. Search Cadet Warden LaRue’s body by the elevator for the fourth ID and the Skycutter Lift Override Key. You need that key to operate the elevator terminal for the next stage.
5. Deck 7 exterior: Warden Engineer Hwan
Use the Lift Override Key at the elevator terminal. GamesRecon reports that restarting the lift takes a couple of minutes, during which Raptidons attack. When the lift is available, ride it to Deck 7, exit outside, and loot Warden Engineer Hwan’s body for the fifth ID and the Control Panel Schematics.

Open the Protectorate Cadre Vestige
With all five Armorial IDs collected, return to the basement chest beside the Vestige. Insert the IDs to unlock it and complete Who Else But Us.
Reported quest rewards
GamesRecon’s July 19, 2026 walkthrough reports 810 XP for completing the quest. It also lists a Trauma Kit, 934 Bits, an Advanced Decryption Key, and a Vestige Datapad – Cadre 618 as chest contents. These are guide-reported rewards; the available material does not confirm them against an official game source.
