The closest match to “the Russian arms dealer” is Anton Volkov, who appears in the East Berlin story of Call of Duty: Black Ops Cold War. The wording is not unique across the series: if you mean Call of Duty 4: Modern Warfare, the answer is Imran Zakhaev.
Anton Volkov in Black Ops Cold War
A transcript of the game’s East Berlin briefing identifies Volkov as a Russian arms dealer operating in the city and links him to Perseus. The briefing is set in the story’s 1981 context. Because the transcript is maintained by a fan wiki rather than published by Activision, it is best treated as a record of the in-game briefing, not an official publisher biography. See the East Berlin briefing transcript.
The CIA team’s effort to reach Volkov runs through his courier, Franz Kraus: the briefing describes tracking Kraus and acting on his connection to Volkov.
Why some players answer Imran Zakhaev
Activision’s official Call of Duty 4: Modern Warfare material describes Imran Zakhaev as an ultranationalist Russian arms dealer allied with Khaled Al-Asad. In the story, then-Lieutenant John Price and Captain MacMillan are sent to intercept, observe, and eliminate Zakhaev near Pripyat in 1996, but the attempt fails to kill him. Activision’s Al-Asad article and Captain Price article provide those details.

Do not confuse Imran Zakhaev with Victor Zakhaev
The rebooted Modern Warfare continuity introduces a related but distinct answer: Activision describes Victor Zakhaev as an ultranationalist Russian arms dealer and identifies him as Imran’s son. So the answer depends on which game and continuity you mean:
