Varka is the best-supported answer if “person” means a human or knight. In character remarks, Mondstadt’s Grand Master is described as one of the region’s strongest people. Jean has a competing reputation as the strongest, though, and the story does not provide a definitive ranking of every human, divine, or supernatural being connected to Mondstadt.
Why Varka is the leading answer
Varka is the Grand Master of the Knights of Favonius, and remarks attributed to characters give him an exceptional reputation. Tartaglia reportedly calls him the “titan of the Knights of Favonius”; Barbara expresses confidence in his strength, while Eula suspects he held back during a sparring session. These are character impressions, not results from a formal contest or an objective measure of strength. The Varka storyline entry collects those reports.
His profile also presents him as a renowned Knight of Boreas and reports Jean describing him as a legend of his generation. That reinforces his standing among Mondstadt’s knights, but it does not establish that he outranks every exceptional being associated with the region. Varka’s profile supports the reputation claim, not a universal ranking.
Why Jean is also a contender
Jean has her own in-world claim: Paimon repeats a rumor that people in Mondstadt consider Jean the strongest. The same rumor appears in a conversation comparing Jean and Diluc. Because this is presented as what people say, it is evidence of Jean’s reputation rather than an official verdict about who would win. Jean’s profile preserves the rumor.
HoYoverse identifies Jean as Acting Grand Master, but that official character description establishes her role, not a strength ranking. HoYoverse’s Mondstadt character page provides that context.
Where Diluc fits
Diluc is a natural comparison because he is also associated with protecting Mondstadt, and the Jean rumor is discussed in a comparison involving him. HoYoverse’s character page describes Diluc as a protector of Mondstadt, but neither that description nor the available character remarks settle a Varka-versus-Jean-versus-Diluc contest. HoYoverse’s Diluc entry describes his role, not his relative strength.

No comprehensive ranking or named statistic measuring these characters’ strength is established by the available sources. The evidence supports a qualified answer based on reputation: Varka is the strongest-supported choice among humans or knights, Jean is a credible rival in Mondstadt’s own rumor mill, and the evidence does not decisively rank Diluc against either of them.
The scope matters, too. Calling Varka the strongest “person in Mondstadt” without qualification could imply that the claim includes divine or supernatural beings. The character remarks cited here do not prove that broader claim, nor do they document a formal match that settles the question.
