The character usually meant is Yagrum Bagarn, the last known living Dwemer in The Elder Scrolls. “Last known” matters: Yagrum himself says he cannot be certain that he is the last.
Who is the last known living Dwemer?
Yagrum Bagarn is a Dwemer character encountered in The Elder Scrolls III: Morrowind. UESP describes him as “the last known living being of his kind.” UESP’s Yagrum Bagarn dialogue reference records his account of the Dwemer’s disappearance.
Is Yagrum Bagarn definitely the only Dwemer left?
No. Yagrum explicitly qualifies the claim: “I do not know for a fact that I am the last.” That makes “last known living Dwemer” more accurate than saying he is certainly the only one alive anywhere.
Why did Yagrum survive?
Yagrum says he was away from Tamriel in an Outer Realm when the Dwemer disappeared: “I was in an Outer Realm at the time, and when I came back, my people were gone.” He was not present to witness what happened.

What happened to the rest of the Dwemer?
Their fate remains unresolved. Yagrum says he cannot explain the disappearance from observation; possibilities he considers, including that Kagrenac’s work displaced or destroyed the Dwemer, are theories rather than confirmed answers. UESP’s Book of Morrowind Lore also recounts theories without establishing one as definitive.
