Class trainers were not added to the city until Cataclysm, so a Shattrath trainer listed in a search result belongs to a later game version.
Why Shattrath has no rogue trainer in TBC
In The Burning Crusade, Shattrath has no class trainers at all. A TBC-era guide explains that class trainers were not added there until Cataclysm (Wowhead TBC Rogue Guide).
That version distinction explains why some NPC listings appear to contradict the TBC answer: they cover later content rather than the original TBC-era city.
Rogue trainers listed in later versions
Later-version references name two rogue trainers in Shattrath: Windstalker Ifram and Pathstalker Arpalir. Their details should not be applied to TBC.

|---|---|
| Windstalker Ifram | Listed as a Shattrath rogue trainer; the cited reference does not state a more specific location or faction restriction (Warcraft Wiki). |

What to do if you need rogue training in TBC
Look for a rogue class trainer outside Shattrath in the relevant TBC-era zone. The city itself does not provide one, and the later-version NPC names above are not TBC options.
