The character most players mean is Abigail, the teenage villager of Pelican Town who lives above Pierre’s General Store. The game describes her hair as blue or purple rather than green, so if it looks green to you, you are probably seeing the same character through a different color impression.
Who Abigail is
Abigail lives with her parents, Pierre and Caroline, in the apartment behind Pierre’s General Store in Pelican Town. She is one of the twelve villagers the player can marry, and she is not Caroline; Caroline is her mother. The Stardew Valley Wiki’s Abigail entry lists her family, her marriage eligibility, and her dialogue.
What the game says about her hair
The official wording does not use green. Two sources describe her hair in purple or blue terms:

The two descriptions disagree on blue versus purple, and neither mentions green. That disagreement is why a single color label is hard to pin down. Treat purple or blue as the in-game wording, and green as an impression that players sometimes report.

Why the mix-up happens
Players often confuse Abigail with other villagers who have unusual hair colors. The most useful check is to match the character’s role and home rather than the color alone. Abigail is Pierre and Caroline’s daughter, lives behind the general store, and is one of the marriage options. If a character you are looking for does not fit that profile, note the town location and whether she is a marriage candidate, then compare against that character’s wiki page. The sources reviewed for this article did not establish a second villager with green hair, so we cannot name one.
Abigail’s character in brief
In ConcernedApe’s developer description, Abigail may be found alone in the graveyard or outside in a rainstorm looking for frogs. The Stardew Valley Wiki lists her as friends with Sam and Sebastian. These details help confirm the identity when the color is in doubt.

About the game
Stardew Valley is an open-ended country-life role-playing game. The official About page says it was released on PC on February 26, 2016, and that more than 30 unique characters live in the valley. The page does not give a year for the About text itself, so the 2016 date refers to the PC release only.

The green-haired girl is almost certainly Abigail. The game’s own wording calls her hair purple or blue. If your memory says green, the answer is still Abigail, but check her Stardew Valley Wiki entry for the exact sprite you saw.
