If you can’t add a Sim in The Sims FreePlay, first check whether your town has reached its level-based population limit. You also need an available home, and you can’t begin another home build while one is already in progress. Check the population display and your homes before moving or deleting anyone.
Check your Sim Town population limit
EA’s Gameplay FAQ says the number of Sims you can have depends on your player level. Tap the person icon at the top of the screen to see your current population and its limit. If the town is full, you’ll need to reach a level that raises the limit, free a population slot, or use Lifestyle Points to unlock the next slot early.
Make sure you have a usable home
An available population slot is not enough by itself: you also need an empty home for the new Sim. On the Town Map, check for an empty house or a vacant lot. A vacant lot must have a home built on it before you can add a Sim. If a home is already under construction, wait for that build to finish; EA’s FAQ says you can’t add multiple homes at the same time.
If every home is occupied, free one carefully
EA’s FAQ says to make a house unoccupied and demolish it before rebuilding on that lot. You can make a home unoccupied by moving its resident in with another Sim or deleting the Sim. Both choices can have lasting effects in your town, so read the in-game confirmation prompt before proceeding.

Why might the visible Sim count be below the limit?
One player discussion on the EA Forums offers a possible explanation: a baby on the way may already count toward the population limit. A player who reported having 11 visible Sims at level 12 said pregnancy explained the apparently unused slot. Treat this as community guidance, not a rule confirmed in EA’s Gameplay FAQ; check the in-game count and limit first.
Choose the least disruptive fix

If the game still won’t let you add a Sim
Recheck the displayed population count and limit, look for an available home, and confirm that no home construction is still underway. If those checks do not account for the error, contact EA through its Sims FreePlay support page. The cited guidance does not establish that restarting or reinstalling the game will fix a population-limit or home-availability problem.
