It depends on which One Island visit you mean. On your first trip after Blaine, go to Two Island and then Three Island to rescue Lostelle. If you have already beaten the Elite Four and returned to One Island, speak to Celio at the Pokémon Network Center to start the postgame Ruby-and-Sapphire quest.
If this is your first trip after Blaine
Follow Celio’s initial errand: travel from One Island to Two Island, then continue to Three Island and rescue Lostelle in Berry Forest. This is the early Sevii Islands story, not the postgame quest.
If you are trying to reach Islands Four through Seven, you are looking for a later checkpoint. The Tri-Pass is for this initial island visit; it does not open travel to all seven islands.
If you have beaten the Elite Four
After entering the Hall of Fame and meeting the National Pokédex condition, return to One Island and talk to Celio inside the Pokémon Network Center. This starts the postgame quest to find the Ruby and Sapphire for the Network Machine.

Postgame route: Ruby first, then Sapphire
- Get the Ruby: Search Mt. Ember on One Island, then bring the Ruby back to Celio.
- Travel to the later islands: Use the Rainbow Pass, which opens travel among all seven Sevii Islands.
- Follow the Sapphire trail: Go to Dotted Hole on Six Island, then recover the Sapphire at the Rocket Warehouse on Five Island.
- Finish the errand: Return the Sapphire to Celio to complete the Network Machine quest. Walkthroughs describe the machine as enabling trades with the Hoenn games.
If the ferry will not take you to Islands Four through Seven
Check your pass and your progress. The Tri-Pass is for the initial One-to-Three Island visit; the Rainbow Pass is needed for travel among all seven islands during the postgame route. If you have not completed the initial errand, continue to Two Island and rescue Lostelle on Three Island before expecting the later-island route.
