For most players, evolve Pikachu after it learns Thunderbolt at level 26. If you want Agility, wait until level 33, because Agility cannot be restored by the Move Relearner once Pikachu has evolved. Pikachu evolves into Raichu when exposed to a Thunder Stone, and that evolution has no level requirement, so the level you choose only controls which Pikachu moves you collect first.
Why level 26 is the default
Level 26 is the point where Pikachu learns Thunderbolt, one of its strongest electric moves. PokéTools’ FireRed Pikachu page lists Thunderbolt at level 26. Evolving at that point does not cost you Thunderbolt, because the Pokémon Database Generation III learnset for Raichu lists Thunderbolt among Raichu’s level-up moves at level 1. That makes level 26 a clean compromise: you have finished Pikachu’s core electric moveset, and you can evolve as soon as you want Raichu’s higher base stats, which PokéTools cites as the main advantage of the evolved form.

Recovering moves after evolution
Evolving does not lock out every Pikachu move. Per PokéTools, some moves can be taught to Raichu by tutor or TM, while others cannot be recovered at all.

The Move Relearner, located on Two Island in FireRed, only teaches moves from the current form’s level-up list at or below the Pokémon’s level. That rule is why Slam and Agility cannot be recovered once Pikachu becomes Raichu.
