It depends on the game. Farfetch’d is the verified example for Pokémon FireRed and LeafGreen, where Pokémon Database’s community Q&A and The Pokémon Walkthrough Project both identify it as able to learn Cut and Fly. That does not make it the only answer, and it does not carry over to other titles. Compatibility is set per game, so the accurate answer starts with the game you are playing.
Why the answer changes from game to game
Cut and Fly were Hidden Machines (HMs) in the core-series games from Generation I through Generation VI. Bulbapedia’s HM reference covers that generational context, and its move references describe the HM history and game-specific status of each move. HM status and move compatibility both vary by title, so a Pokémon that learns a move in one game cannot be assumed to learn it in another.

Pokémon Database’s Gold, Silver and Crystal compatibility chart shows the same structure in practice: each game has its own list. When you read any compatibility entry, check the game named at the top of it before drawing a conclusion.
The verified example: Farfetch’d in FireRed and LeafGreen
In FireRed and LeafGreen, Farfetch’d can learn both Cut and Fly. Use it as a practical example, not as a complete list. The sources behind this answer do not enumerate every Pokémon that learns the pair in those games, and they say nothing about which Pokémon learn the moves in other titles.

Scarlet and Violet: the older HM pairing does not transfer
Move reference material for Cut states that the move is usable in Pokémon Scarlet and Violet, but that no available Pokémon can learn it. The question “which Pokémon can learn Cut” therefore has a different answer in those games, and the HM pairing logic from earlier titles does not apply. This article does not establish Fly’s compatibility in Scarlet and Violet, so do not assume the Farfetch’d pairing from FireRed and LeafGreen holds there.

How to check a specific Pokémon in a specific game
- Name the exact title first, such as FireRed, LeafGreen or Scarlet and Violet. A search for “Pokémon” alone cannot produce a valid answer.
- Open a move list or compatibility chart for that title on Bulbapedia or Pokémon Database, and look up Cut and Fly separately for the Pokémon you care about.
- Confirm that the Pokémon can learn each move in that title, and note the method the entry gives for learning it.
- Check whether the Pokémon is obtainable at the point in the game where you need the move. A compatible species you cannot reach yet does not solve the problem.
- Decide whether you can spare a move slot for each HM-style move, since using both moves on one Pokémon occupies two of its four slots.
What the sources do not establish
- A complete list of Pokémon that learn both Cut and Fly across all titles.
- A ranking of candidates for battles or team building. Searches such as “What is a good HM slave in FireRed and LeafGreen” show that players sometimes want a team pick, but the available evidence supports only the compatibility question.
- Any official statistic or named quotation. The Farfetch’d information comes from community references and game guides, not from a named official statement.
