The red-haired guy most people mean is Diluc Ragnvindr, a Pyro swordsman in Genshin Impact. If you saw the figure while Venti was recounting Mondstadt’s ancient history, however, you may mean the separate Red-Haired Warrior.
Why Diluc is the likely answer
Diluc is a present-day character with red hair. Apple’s App Store editorial describes him as a red-haired swordsman and a Pyro character: “Fight with the elements”. For a general question about a red-haired male character, Diluc is the best match.
When the red-haired figure is someone else
Mondstadt lore also refers to an ancient figure called the Red-Haired Warrior, associated with the rebellion against Decarabian. The name is a title, not a confirmed personal identity in the available account. The Genshin Impact Wiki’s lore summary says the warrior’s descent from the Ragnvindr clan is heavily implied; it does not establish that the warrior is Diluc.
