msjter40.dll Is Missing: A Safe Repair Checklist for Windows

The program can’t start because msjter40.dll is missing from your computer.

msjter40.dll is a genuine Microsoft Jet 4.0 component, not a file you should normally download from a random DLL website. If Windows reports that msjter40.dll was not found, could not be loaded, or is either not designed to run on Windows, repair the older database application first, then check Windows components and the file’s architecture.

Which fix applies to you

Use the first description that matches what happened:

  • Only one old program fails: Repair or reinstall that program from its original installer. This is the most likely solution.
  • The error appeared after uninstalling database or Office software: Reinstall the affected application and check whether another program removed or damaged its Jet or MDAC dependencies.
  • Several unrelated legacy programs fail: Install pending Windows updates, then run DISM and SFC.
  • Your antivirus recently quarantined a system file: Review its protection history. Restore a file only through the security product if it is confirmed to be a genuine Microsoft-signed file.
  • The application is 32-bit: It needs the 32-bit Jet component, even when Windows itself is 64-bit.
  • The file exists but will not load: Check its path, Microsoft digital signature, application bitness, and dependent files. The named DLL may not be the only problem.
  • The program opens but cannot read its database: The issue may be an MDB format, permissions, a locked network file, or database corruption rather than a missing DLL.
  • You are considering the Access Database Engine: Do not treat it as a direct replacement for msjter40.dll. ACE and Jet 4.0 are related database technologies, but they are not interchangeable in every legacy application.

The common messages include:

  • Unable to Load Msjter40.dll
  • msjter40.dll was not found
  • The program can't start because msjter40.dll is missing from your computer
  • The code execution cannot proceed because msjter40.dll was not found
  • msjter40.dll is either not designed to run on Windows or it contains an error

What msjter40.dll does

msjter40.dll is described by Microsoft as the Microsoft Jet Database Engine Error DLL. It belongs to Microsoft Jet, the database engine used by older Access-era software and other applications that work with MDB databases.

This is a legacy 32-bit component. Microsoft identifies the file as x86, so a 32-bit application must load the 32-bit dependency even if it is running on 64-bit Windows. On 64-bit Windows, 32-bit system components are commonly associated with the SysWOW64 compatibility area. Older 32-bit Windows installations used System32. Do not decide whether a file is correct solely from the folder name.

Jet 4.0 was associated with Access 2000 and Office 2000-era database software. It can also be required by:

  • Older business and accounting applications
  • Custom programs built around MDB databases
  • Database utilities and report tools
  • Legacy installers
  • Applications that use Microsoft Data Access Components, or MDAC

The exact file presence and version depend on the Windows release, servicing history, and the application that installed it. Do not assume that every Windows 10 or Windows 11 installation contains the same Jet files.

Microsoft’s Jet security-update documentation identifies Msjter40.dll as an x86 file and lists a Microsoft-serviced example version and file size. That information confirms the file’s identity, but it is not a universal version target for every computer.

Fix 1: Repair or reinstall the application that fails

When only one older program displays the error, its own installation is the best place to start. The application may have a private copy of the Jet files, incomplete registry settings, or other missing dependencies that Windows repair tools cannot restore.

Try the built-in repair option

  1. Press Windows key + I to open Settings.
  2. Select Apps.
  3. Select Installed apps on Windows 11, or Apps & features on Windows 10.
  4. Find the program that displays the msjter40.dll error.
  5. Select the three-dot menu beside it, if present.
  6. Choose Advanced options.
  7. Select Repair.
  8. Start the program again.

If the program has no repair option, open its own installer or maintenance utility and look for Repair, Modify, or Fix installation.

A successful repair usually allows the application to start without the DLL message. If the program opens but cannot open its database, continue to the database checks later in this guide.

Reinstall from the original installer

If repair fails:

  1. Back up the application’s data and database files.
  2. Record any license or configuration information you need.
  3. Uninstall the affected program from Settings > Apps > Installed apps.
  4. Restart Windows.
  5. Run the original installer supplied by the software vendor.
  6. Choose the application’s normal installation location.
  7. Restart Windows again if the installer requests it.
  8. Test the program before restoring custom settings.

Reinstalling is safer than copying a DLL because it can restore the complete dependency set, application configuration, and registration entries expected by the program.

If the application is launched from a network share, install or repair it from the vendor’s supported local installer when possible. A network location can add permission, connectivity, and file-locking problems that look like a DLL failure.

Fix 2: Install Windows updates and repair system components

Use this fix when the file is missing from Windows, several older programs fail, or the problem started after disk corruption, an interrupted update, or a Windows upgrade.

Install pending updates

  1. Open Settings.
  2. Select Windows Update.
  3. Select Check for updates.
  4. Install all available updates.
  5. Restart Windows.
  6. Check for updates again after restarting.
  7. Test the affected application.

Updates can service protected Windows components, but they may not repair a private copy of msjter40.dll installed beside a third-party application’s executable.

Run DISM, then SFC

  1. Open Start.
  2. Type cmd.
  3. Right-click Command Prompt.
  4. Select Run as administrator.
  5. Select Yes if User Account Control asks for permission.
  6. Run this command:
DISM.exe /Online /Cleanup-Image /RestoreHealth
  1. Wait for it to complete. Do not close the window while it is working.
  2. Restart Windows if requested.
  3. Open an elevated Command Prompt again.
  4. Run:
sfc /scannow
  1. Wait until the verification reaches 100 percent.
  2. Restart Windows and test the application.

DISM repairs the Windows image that SFC uses as a source. SFC checks protected system files and replaces damaged copies when a valid repair source is available. Microsoft explains this process in its Windows image repair documentation and Windows upgrade repair guidance.

If SFC says it found and repaired corrupted files, restart before testing. If it reports that it could not repair some files, run DISM again, restart, and repeat SFC once. If the application still fails, repair or reinstall the application rather than repeatedly running the commands.

Fix 3: Check antivirus quarantine

Security software may quarantine a file after an update or a false detection. This is a possibility, not a universal explanation for msjter40.dll.

  1. Open Windows Security.
  2. Select Virus & threat protection.
  3. Select Protection history.
  4. Review recent detections involving the affected application or msjter40.dll.
  5. Do not restore the file merely because its name is correct.
  6. If it is identified as a genuine Microsoft system file, use the security product’s controlled Restore or Allow action.
  7. Update security definitions.
  8. Run a full scan.
  9. Start the application again.

If the file came from an unknown download, do not allow it through security software. A DLL with the correct filename can still be the wrong version, the wrong architecture, or malicious.

Fix 4: Verify the file’s location and signature

A file named msjter40.dll is not automatically genuine. Check where Windows finds it and whether Microsoft is the signer.

Open an elevated or normal Command Prompt and run:

where /r "%WINDIR%" msjter40.dll

Review the results carefully. A file inside a Windows-managed system directory is different from an unexpected copy in a temporary folder, Downloads folder, or unrelated application directory.

To check the signature:

  1. Right-click the file.
  2. Select Properties.
  3. Open the Digital Signatures tab.
  4. Select the signature.
  5. Select Details.
  6. Confirm that Microsoft is shown as the signer and that Windows reports the signature as valid.

The absence of a familiar signature display does not by itself prove that every historical copy is unsafe, but an unexpected unsigned replacement should not be copied into a system folder.

If the file is present and signed but the application still reports that it cannot load it, check the application’s architecture and other dependencies. Windows may name the first failed dependency rather than the underlying cause.

Fix 5: Confirm 32-bit and 64-bit compatibility

Microsoft identifies msjter40.dll as an x86 component. A 32-bit application needs a 32-bit Jet dependency. Installing a 64-bit database package does not turn it into a 32-bit Jet 4.0 replacement.

Check the failing program’s architecture through its documentation or installer. You can also inspect the executable with a trusted system or development utility that reports whether it is 32-bit or 64-bit.

Use these rules:

  • A 32-bit application needs matching 32-bit database components.
  • A 64-bit application cannot load a 32-bit DLL as its own dependency.
  • A 32-bit DLL placed beside a 64-bit program will not solve a 64-bit dependency problem.
  • Do not copy files between System32, SysWOW64, and application folders to experiment.
  • Do not mix Jet 4.0, MDAC, ACE, and Office components without confirming what the application supports.

Fix 6: Do not confuse ACE with Jet 4.0

Microsoft provides the Access Database Engine 2016 Redistributable in separate 32-bit and 64-bit packages. The downloads include files such as:

  • accessdatabaseengine.exe
  • accessdatabaseengine_X64.exe

These packages provide ACE and OLE DB connectivity, including providers used by newer Access-compatible applications. They should not be presented as a guaranteed replacement for msjter40.dll.

Before installing one:

  1. Check the application’s documentation.
  2. Determine whether it expects Jet 4.0 or ACE.
  3. Check whether the application is 32-bit or 64-bit.
  4. Check for existing Office installations and their bitness.
  5. Use the package your vendor specifically supports.

The official Access Database Engine 2016 download page is the safe source for that package. Microsoft also lists its support lifecycle. Do not install it solely because an error mentions msjter40.dll, and do not install obsolete XP-era Jet or MDAC packages on current Windows unless the application vendor explicitly requires and supports that environment.

Fix 7: Investigate a driver or hardware-software change

msjter40.dll is not a device driver. Device Manager is therefore not a direct repair for this file. However, if the error began immediately after installing hardware software, a scanner utility, printer package, or database-connected device application, the related application may have been damaged.

Check for driver changes as follows:

  1. Right-click Start.
  2. Select Device Manager.
  3. Expand the category related to the affected device.
  4. Right-click the device.
  5. Select Properties.
  6. Open the Driver tab.
  7. Review the provider, date, and version.
  8. If the problem started after an update, use Roll Back Driver when available.
  9. Otherwise select Update Driver, then Search automatically for drivers.
  10. Restart Windows and test the application.

For a manufacturer-specific device, download the driver only from the device maker or through Windows Update. Avoid replacing a Jet DLL as a substitute for fixing a damaged device application.

Fix 8: Check the database instead of the DLL

The DLL may load correctly while the MDB database fails because it is damaged, locked, inaccessible, or incompatible.

Try these checks:

  1. Copy the database to a local folder such as Documents.
  2. Make sure the current Windows account has permission to read and write that folder.
  3. Open the local copy instead of the network version.
  4. If the application provides Compact and Repair, run it on a backup copy.
  5. Check whether another user or process has the database open.
  6. Confirm that the application supports the database format.
  7. Ask the software vendor whether a newer database engine or application version is required.

If the local copy works, investigate the network share, permissions, file locks, and connectivity. If every database fails but the application itself opens, the problem may be in the database engine configuration or another missing dependency.

Why regsvr32 msjter40.dll is usually wrong

Do not routinely run:

regsvr32 msjter40.dll

regsvr32 is intended for DLLs that expose registration entry points such as DllRegisterServer. It is not a general-purpose missing-DLL repair command. Jet engine binaries are runtime components, not normally self-registering ActiveX controls.

A failed attempt may produce:

DllRegisterServer in msjter40.dll failed

That message does not prove that the file is missing, and it does not repair Jet. Use the application’s installer or Windows component repair tools instead. Microsoft’s regsvr32 documentation describes the utility’s actual purpose.

Avoid random DLL downloads

Do not download msjter40.dll from a DLL repository and copy it into System32, SysWOW64, or the application’s folder.

That approach can introduce:

  • Malware
  • An incorrect Jet or MDAC build
  • A 32-bit or 64-bit mismatch
  • A damaged or unsigned file
  • A file that conflicts with Windows servicing
  • The same missing registry or configuration problem that caused the error

The safe sources are Windows Update, Windows component repair, and the original application installer. Use Microsoft’s official download pages only when the application specifically requires a Microsoft package and the package matches its architecture and support requirements.

If nothing above works

Use the following escalation order:

  1. Restore the application from a known-good backup.
  2. Use System Restore to return Windows to a point before the failure.
  3. Contact the application’s vendor with the exact error text and application version.
  4. Ask whether the program requires Jet 4.0 specifically or supports ACE.
  5. Ask whether the vendor supplies a supported legacy compatibility environment.
  6. Consider replacing unsupported software if it cannot run safely on the current Windows release.

Historical Microsoft records associate Unable to Load Msjter40.dll with missing or corrupted MDAC components in older Access environments. The archived KB 827424 record and KB 318636 record are useful background, but old Windows XP-era repair packages should not be installed on modern Windows without vendor guidance.

Is msjter40.dll a genuine Microsoft file?

Yes. It is the Microsoft Jet Database Engine Error DLL and belongs to Microsoft Jet. Verify the file’s location and digital signature rather than trusting the filename alone.

Is msjter40.dll part of Windows?

Jet components have shipped with some Windows environments and have also been installed or serviced alongside Microsoft database software. File presence and version vary by Windows release, updates, and application installation.

Can I download msjter40.dll directly from Microsoft?

Usually not. regsvr32 is for self-registering DLLs, not ordinary Jet runtime components.

Why does the error appear after an application update?

The update may have left the installation incomplete, removed a private dependency, changed the application’s architecture, or exposed another missing file. Repair or reinstall the application first.

What if SFC repairs files but the program still fails?

SFC repairs protected Windows files, not necessarily a private DLL bundled beside an older application. Repair or reinstall the dependent program and check its other dependencies.

Is the database itself corrupt?

It can be. If the program starts but cannot open an MDB file, test a local backup copy, verify permissions, and use the application’s Compact and Repair function where available.
