If it is missing or cannot load, repair Windows first rather than downloading a replacement DLL.
The error may appear as:
- “The program can’t start because ext-ms-win-wsclient-devlicense-l1-1-0.dll is missing from your computer.”
- “ext-ms-win-wsclient-devlicense-l1-1-0.dll was not found.”
- “The procedure entry point could not be located.”
- “ext-ms-win-wsclient-devlicense-l1-1-0.dll is not designed to run on Windows or it contains an error.”
The filename is associated with Windows developer licensing. Microsoft documents those APIs as being implemented through WSClient.dll, with wsclient.lib used by developers. The ext-ms-win-* name is an API-set contract that Windows can route to an implementation DLL, as explained in Microsoft’s Windows API sets documentation.
Fix 1: Identify Windows and the file location
Time needed: 2 minutes
First confirm which Windows release is installed. Press Windows key + R, type winver, and press Enter.
Then open an elevated Command Prompt:
- Open Start.
- Type
Command Prompt. - Select Run as administrator.
- Approve the User Account Control prompt.
- Run these commands separately:
where /r "%windir%System32" ext-ms-win-wsclient-devlicense-l1-1-0.dll
where /r "%windir%SysWOW64" ext-ms-win-wsclient-devlicense-l1-1-0.dll
System32 is the normal native system directory. SysWOW64 contains 32-bit system components on 64-bit Windows. A 64-bit installation can therefore contain 32-bit Windows components.

Do not copy a file into the application folder simply because the application displayed the error. The application may only be the first program to expose a damaged or incompatible Windows component.
Historical file catalogs associate this API-set stub with Windows 8 and Windows 8.1, where records list it as a small 32-bit file. Those records are reference data, not a current Microsoft download specification.
Fix 2: Install Windows updates and restart
Time needed: 10–30 minutes, excluding download time
A missing system component can result from an incomplete update, rollback, or damaged component store.

On Windows 11:
- Open Start > Settings.
- Select Windows Update.
- Click Check for updates.
- Install all applicable updates.
- Restart, even if Windows does not immediately require it.
- Test the program again.
On Windows 10:
- Open Start > Settings.
- Select Update & Security.
- Choose Windows Update.
- Click Check for updates.
- Install the available updates and restart.
If the error began after a failed upgrade or rollback, do not assume the application itself is at fault. Continue with the servicing repair below.
Fix 3: Repair Windows with DISM and SFC
Time needed: 15–45 minutes
Microsoft recommends running Deployment Image Servicing and Management before System File Checker. DISM repairs the Windows image that SFC uses as its repair source.

- Open Start.
- Type
Command Prompt. - Select Run as administrator.
- Run:
DISM.exe /Online /Cleanup-Image /RestoreHealth
Wait for the command to finish. It may appear to pause for a while. Do not close the window during the scan.
Then run:
sfc /scannow
Restart Windows after both commands complete.
A successful result may say that Windows Resource Protection found corrupt files and repaired them. If SFC reports that it could not repair some files, restart and run it once more. Then test the affected application.

If DISM reports that source files could not be found, use a Windows installation source matching the installed edition, language, and build:
DISM.exe /Online /Cleanup-Image /RestoreHealth /Source:C:RepairSourceWindows /LimitAccess
Replace the example path with the actual matching repair source. Do not use an arbitrary ISO.
The official procedure is documented in Microsoft’s guide to repairing missing or corrupted system files. Microsoft also documents additional Windows image repair options.
Running DISM and SFC manually is safe, but repeating them without knowing whether the component store changed can be frustrating. If only one program reports this error, its installation may be damaged or incompatible with the current Windows release.

Try the built-in repair option first:
- Open Start > Settings.
- Select Apps.
- Choose Installed apps on Windows 11, or Apps & features on Windows 10.
- Select the affected program.
- Choose Advanced options, if available.
- Click Repair.
- Start the program again.
For software installed through a launcher, open that launcher and use its Repair, Verify, or Verify integrity of files command.
If repair does not help:
- Uninstall the program from Settings > Apps.
- Restart Windows.
- Download the installer from the software developer’s official source.
- Install the current version.
- Run the program once using Run as administrator if it requires elevated access.
Do not install Visual C++ Redistributables, DirectX, or .NET solely because the error mentions a DLL. Those packages are relevant only when the error also names a file such as MSVCP*.dll, VCRUNTIME*.dll, or another component they provide.
Fix 5: Check antivirus quarantine
Time needed: 5–15 minutes
Security software or an over-aggressive cleanup utility may have removed a protected Windows file. Do not restore an isolated DLL from an untrusted location.

Windows Security. - Select Virus & threat protection.
- Click Protection history.
- Review recent quarantined items.
- If a genuine Microsoft system file was identified and the Windows installation is trusted, follow Windows Security’s Restore option.
- Restart Windows.
- Run a Full scan from Virus & threat protection > Scan options.
Repairing Windows with DISM and SFC is preferable to recovering an isolated file. If the quarantine event is suspicious, remove the cleanup utility, complete a full malware scan, and repeat the servicing repair.
Fix 6: Check Windows features and compatibility
Time needed: 5–20 minutes
This filename is historically connected with Windows 8 and Windows 8.1 developer licensing. Microsoft later deprecated that developer-license model in Windows 10 and replaced it with Developer Mode. On current Windows, an old program may be requesting a contract that is not appropriate for its operating system.
You can test compatibility without copying files:
- Right-click the affected program’s shortcut.
- Select Properties.
- Open the Compatibility tab.
- Select Run this program in compatibility mode for.
- Try the Windows version recommended by the application’s vendor.
- Click Apply, then OK.
- Start the program again.
If the application requires an old Windows 8 or Windows 8.1 environment, compatibility mode may not be enough. Updating the application or moving to a supported replacement is safer than recreating an old API-set file.

Windows 8.1 support ended on January 10, 2023. If the problem is on that older operating system, repair the original installation or plan migration to a supported Windows release. Microsoft describes the transition from developer licensing to Developer Mode in its WindowsDeveloperLicense documentation.

Fix 7: Check Device Manager only when other hardware errors exist
Time needed: 5–15 minutes
This is not normally a device driver DLL. Driver updates are therefore not a first-line fix. Check Device Manager only if the same failure began with other hardware symptoms or yellow warning icons.
- Right-click Start.
- Select Device Manager.
- Expand categories such as Display adapters, Network adapters, and System devices.
- Look for a yellow warning icon.
- Right-click the affected device and select Update driver.
- Choose Search automatically for drivers.
- Restart Windows if a driver is installed.
Prefer the computer or device manufacturer’s official driver when Windows cannot find one. This remains optional because a driver update will not normally replace a damaged API-set component.
Fix 8: Use System Restore or repair media
Time needed: 20 minutes to several hours
Use System Restore when the failure started immediately after a cleanup utility, update, rollback, or other identifiable system change.
- Press Windows key + R.
- Type
rstrui.exe. - Press Enter.
- Select a restore point created before the problem began.
- Review the affected programs.
- Start the restore and allow Windows to restart.
If SFC cannot repair the file and no suitable restore point exists, use matching Windows installation media for an in-place repair. Keep the edition, language, and build aligned with the installed system.
Microsoft describes manual replacement of an unrepaired protected file, but that is an advanced recovery procedure requiring a known-good copy from the same Windows version. It does not mean downloading this filename from a random DLL site.

There is no verified Microsoft standalone redistributable or installer for ext-ms-win-wsclient-devlicense-l1-1-0.dll. Random DLL download sites can provide malware, a wrong Windows build, or the wrong architecture. A copied file may also create entry-point errors, “not designed to run on Windows” messages, or additional dependency failures.

The safe sources are:
- Windows Update
- DISM and SFC
- Matching Windows installation media
- System Restore
- The affected application’s official installer
Do not copy the file into C:WindowsSystem32 or an application directory unless an advanced recovery procedure has established that the file came from the exact matching Windows build.
Do not use regsvr32 for this file
regsvr32 registers COM DLLs that provide functions such as DllRegisterServer. An API-set stub is not normally a COM component. Running a command such as this will not repair Windows:
regsvr32 ext-ms-win-wsclient-devlicense-l1-1-0.dll
It may produce a module or entry-point error. Microsoft explains the relevant registration behavior in its documentation for DllRegisterServer.

FAQ
Is this a Visual C++ DLL?
No. The filename is an API-set contract associated with Windows developer-license functionality. A Visual C++ problem normally names files such as MSVCP*.dll or VCRUNTIME*.dll.
Is it required on Windows 10 or Windows 11?
Do not assume that a Windows 8 or Windows 8.1 API-set stub must exist on modern Windows. Windows 10 changed the developer-license model to Developer Mode. Investigate the old application, an incomplete upgrade, or Windows corruption before trying to recreate the file.
Should I download the file?

That application may be the first program to request a damaged or incompatible Windows contract. Its installation may also be incorrectly packaged. Repair Windows first, then repair or reinstall that application.
What if DISM and SFC both succeed but the program still fails?
The application may be incompatible with the installed Windows version or incorrectly packaged. Install a current vendor release, test compatibility mode, or contact the application’s developer.
