If only one program reports hevcdecoder.dll, repair that program as well, because the error may belong to its installation rather than to Windows itself.
What this file actually does
hevcdecoder.dll is associated with Microsoft’s H.265/HEVC Media Foundation decoder. HEVC, also called H.265, is a video format used by many modern cameras, phones, screen recorders, streaming sources, video editors, and games.
Windows applications can discover the decoder through Media Foundation APIs. Microsoft documents the decoder as a Media Foundation Transform that handles compatible HEVC content, including MP4 and M2TS material, under supported profile, chroma, and resolution constraints. The documented minimum client requirement is Windows 10. See Microsoft’s H.265 / HEVC Video Decoder documentation.
This is not a general-purpose third-party runtime that should be copied into every application folder. A program may display the filename because it expects Windows media components, because its own installation is damaged, or because a required Store package is unavailable.

Older Windows-era file records include 32-bit and 64-bit builds such as 10.0.10586.0, 10.0.14393.0, and 10.0.15063.0. Treat those as legacy metadata, not as current universal download targets.
On newer installations, Microsoft’s Store-based package is usually named HEVC Video Extensions. It can use HEVCDECODER_STORE.dll inside the protected WindowsApps directory instead of exposing the older hevcdecoder.dll in System32. These filenames are related to the same HEVC support path, but they are not interchangeable files for manual copying.
Causes by symptom

The exact wording varies. Common messages include “The program can’t start because hevcdecoder.dll is missing,” “The code execution cannot proceed,” “The specified module could not be found,” or “The file could not be loaded or is corrupt.” These are loader messages, not proof that the DLL itself is the root cause.
Fix 1: Install or reinstall HEVC Video Extensions
This is the safest first fix when Photos, Media Player, or another Windows media application cannot open an HEVC file.

- Open the official Microsoft Store page for HEVC Video Extensions.
- Select Get or Install.
- If prompted, sign in with the Microsoft account used by Microsoft Store.
- Wait for the installation to finish.
- Close and reopen Photos, Media Player, the editor, or the program that displayed the error.
- Test the same HEVC video again.
Microsoft also lists a separate HEVC Video Extensions from Device Manufacturer package. Availability and compatibility can vary, so do not assume that edition is available to every reader or device.
Do not expect the Store package to place a freely replaceable file in System32. Store applications are protected and may use HEVCDECODER_STORE.dll under WindowsApps. That is normal.
If the Store says the extension is already installed but the error remains:

- Select Apps.
- Select Installed apps.
- Find HEVC Video Extensions.
- Select its three-dot menu.
- Choose Advanced options.
- Select Repair.
- Test the affected application.
- If Repair does not help, return to the same page and select Reset.
Resetting can remove app data associated with the package, so use it after Repair.
When the Store will not install the extension
First clear the Store cache:
- Press Windows + R.
- Type
wsreset.exe. - Press Enter.
- Wait for the cache-reset window to finish and for Microsoft Store to open.
- Try the HEVC extension installation again.
Then check the following:
- Open Microsoft Store, confirm that you are signed in, and use the account associated with the purchase if the package requires it.
- Open Settings > Windows Update and select Check for updates.
- Install available updates and restart.
- Confirm that the system date, time, region, and network connection are correct.
- Try the Store installation again.
If Store licensing or networking fails, the displayed code may refer to the Store rather than to a damaged DLL. Repeatedly copying files will not repair that problem.
Fix 2: Repair the program that reports the error
If only one application or game displays hevcdecoder.dll, treat that program as the immediate owner of the failure.
For a Windows 11 application:
- Open Settings > Apps > Installed apps.
- Find the affected application.
- Select its three-dot menu.
- Choose Advanced options.
- Select Repair.
- Start the application and test the same operation.
- If it still fails, return to the page and select Reset, if available.
For traditional desktop software:
- Press Windows + R.
- Type
appwiz.cpl. - Press Enter.
- Select the affected program.
- Choose Repair or Change, if offered.
- Follow the installer prompts.
- Restart Windows and test the program.
If no repair option exists, uninstall the application, restart Windows, and reinstall it from the developer’s official installer. Do not use a DLL download site as a substitute for reinstalling the owning program.
For a game, open its official launcher and look for Verify files, Verify integrity, Repair, or an equivalent command. Let the process complete, then restart the launcher. If verification finds files it cannot restore, reinstall the game through the official launcher.
A Store codec can restore Windows media playback but may not satisfy an application that bundles its own decoder or expects a particular version. In that situation, reinstalling or updating the application remains the definitive fix.
Fix 3: Check 32-bit and 64-bit compatibility
The legacy records for this filename include both 32-bit and 64-bit builds. A 32-bit application and a 64-bit application do not use arbitrary DLL replacements interchangeably.

Do not choose a file based on its size, filename, or a download page’s “latest version” label. Do not copy a 64-bit file into SysWOW64 or a 32-bit file into System32 as an experiment. Those folders have specific Windows architecture roles, and manual placement can create a second error.
Instead:
- Identify whether the affected application is 32-bit or 64-bit from its official documentation or installer.
- Repair or reinstall that application using its official package.
- Install the correct Microsoft HEVC package through Microsoft Store.
- Restart the application and test again.
Reinstalling the package that owns the dependency lets Windows or the application installer select the appropriate architecture.

An antivirus product can quarantine a component, especially after an application update.
- Open Windows Security.
- Select Virus & threat protection.
- Select Protection history.
- Review recent detections.
- Expand a detection related to the affected application or HEVC component.
Restore a file only when you can verify that it came from Microsoft or the application’s official signed package and that the detection is demonstrably false. Microsoft warns that restoring a genuine threat can put the device at risk. If the file came from an unknown download site, do not restore it. Remove it and reinstall the official package instead.
Run a full scan if the file disappeared unexpectedly or if other applications are also behaving abnormally.
Fix 5: Repair Windows components
Use Windows repair commands when multiple Windows features are damaged, updates fail, or system files are reported as corrupt. These commands are not a replacement for installing HEVC Video Extensions, and SFC cannot always restore a Store-installed decoder.

- Open Start.
- Type
Command Prompt. - Right-click Command Prompt.
- Select Run as administrator.
- Run this command:
DISM.exe /Online /Cleanup-Image /RestoreHealth
- Wait for DISM to complete.
- Run:
sfc /scannow
- Wait until verification reaches 100 percent.
- Restart Windows.
- Reinstall or repair HEVC Video Extensions and test the affected program.
Microsoft explains the procedure in its guide to using DISM and System File Checker. Run DISM before SFC because DISM repairs the component source that SFC uses.

When manually tracking component versions and repeating repairs becomes confusing, Outbyte PC Repair can scan for reported Windows problems and show what needs attention; repairs are performed by the full version. It is optional, and reinstalling the specific application remains the definitive fix when that program owns the failure.
Fix 6: Install Media Feature Pack on Windows N
Windows 10 and Windows 11 N editions omit some media technologies.
- Open Settings.
- Select Apps.
- Select Optional features.
- Choose View features or Add an optional feature.
- Search for Media Feature Pack.
- Select it and choose Next, then Install.
- Restart Windows.
- Install any required HEVC Store extension.
- Test the application again.
Microsoft’s Media Feature Pack guidance specifically identifies HEVC Video Extensions as an additional media component that may be needed.
Fix 7: Investigate driver or playback problems
A graphics driver is not the normal cause of a simple “DLL missing” message. Consider drivers only when the extension is installed and the application starts, but video playback shows black frames, crashes during hardware acceleration, flickers, or fails with rendering errors.
To check for driver updates:
- Right-click Start.
- Select Device Manager.
- Expand Display adapters.
- Right-click the graphics adapter.
- Select Update driver.
- Choose Search automatically for drivers.
- Restart Windows if a driver is installed.
For a clean vendor-supported update, use Windows Update or the graphics manufacturer’s official support page. Do not remove a working driver merely because hevcdecoder.dll was mentioned in an application message.
If manually checking several driver versions is slowing down the diagnosis, Outbyte Driver Updater can scan for driver issues and identify available updates; driver installation is performed by the full version. It is optional, and it cannot replace reinstalling an application that carries its own decoder.
Why regsvr32 and manual copying are wrong here
Do not run regsvr32 hevcdecoder.dll as a routine repair. regsvr32 expects a DLL that exposes the DllRegisterServer entry point. Media Foundation transforms are discovered and registered through Media Foundation mechanisms, not by blindly registering every DLL. Microsoft documents the relevant model through MFTRegister.

An isolated download may have the wrong architecture, an incompatible Windows build, missing dependencies, or malicious modifications. A Microsoft-looking filename is not proof that a downloaded file is genuine.
The safe sources are Windows Update, Microsoft Store, the official application installer, and the official game launcher.

If the error still remains
Use this order:
- Confirm whether the failure occurs in one program or across Windows media apps.
- Install or repair HEVC Video Extensions.
- Repair, verify, update, or reinstall the affected application.
- Check Windows Security Protection history.
- Run Windows Update.
- Run DISM followed by SFC.
- Check Windows N media components.
- Investigate graphics drivers only if the symptom is playback or rendering failure.
- Test another Windows user profile if the problem appears profile-specific.
- Contact the application or game publisher if its installer still reports the missing component.
Contact the publisher when the program explicitly requires a bundled decoder, fails after a verified reinstall, or produces an application-specific error unrelated to Windows media playback.
FAQ
Is hevcdecoder.dll a Windows file?
It is part of Microsoft’s HEVC Media Foundation support, but not every current Windows installation will expose that exact legacy filename in System32. Current Store delivery may use HEVCDECODER_STORE.dll inside WindowsApps.
Do I need the paid HEVC extension?
You need a compatible HEVC decoder, not necessarily a particular edition. Microsoft Store availability, pricing, and compatibility can change. Install the official package offered for your device and application.
Can VLC fix the missing DLL?
A player with its own codec stack may play HEVC video as a workaround. It will not repair a program that explicitly requires Microsoft’s Media Foundation component.
Should I download hevcdecoder.dll?
No. Downloading an isolated DLL risks malware, the wrong architecture, and an incompatible version. Restore the owning application or install the official Microsoft HEVC package instead.
Will SFC always fix this error?
No. SFC repairs protected Windows files, but a Store-installed codec or a damaged third-party application may require Store repair or application reinstallation.
When should I use System Restore?
Use it only when the failure began after a known system change and the official repair paths have not helped. System Restore is not a substitute for installing the correct HEVC package.
