api-ms-win-devices-config-l1-1-0.dll is a genuine Microsoft Windows API-set contract used for device and hardware configuration functions. If Windows says it is missing, cannot be loaded, or is corrupted, repair Windows first rather than downloading a replacement DLL.
What this file really is
The name is associated with the Windows Configuration Manager API family exposed through CfgMgr32. Programs use these APIs to inspect devices, device interfaces, and hardware configuration. Microsoft documents this API-set context for Windows 8 and later. Microsoft’s CfgMgr32 migration guidance explains the relationship between the API set and the device-configuration APIs.
Despite ending in .dll, this may not be an ordinary standalone DLL. Windows API-set names are logical contract names. The Windows loader uses the API-set schema to redirect that contract to the physical host DLL appropriate for the installed Windows edition. Microsoft notes that an API-set name may not correspond to a same-named file on disk. See Windows API sets and API-set loader operation.
That distinction matters. Searching System32 or SysWOW64 and not finding this exact filename does not, by itself, prove that Windows is missing a file.

Error messages you may see
The same underlying problem can appear in several loader messages:
- “The program can’t start because api-ms-win-devices-config-l1-1-0.dll is missing from your computer.”
- “Error loading api-ms-win-devices-config-l1-1-0.dll.”
- “The specified module could not be found.”
- “api-ms-win-devices-config-l1-1-0.dll could not be loaded.”
- “api-ms-win-devices-config-l1-1-0.dll is corrupted.”
- “The application was unable to start correctly.”
- “This application is not designed to run on Windows,” or a similar bad-image message.
These messages do not identify the complete cause. The named API-set can be the first dependency exposed by the loader while another application file or Windows component is also damaged.
Identify the scope before changing anything
Before repairing files, record:
- The exact program or game that fails.
- Whether you use Windows 10 or Windows 11.
- Your Windows version and build. Press
Win+R, typewinver, and press Enter. - Whether Windows is 32-bit or 64-bit. Open Settings > System > About and check System type.
- What changed immediately before the error, such as a Windows update, driver installation, cleanup utility, crash, or application update.
The pattern helps choose the right repair:
- Several unrelated programs fail: suspect Windows component corruption or an unsupported Windows release.
- Only one program fails: suspect its installation or another application dependency.
- The problem began after security software reported a detection: inspect Protection History before restoring anything.
- The problem began after a driver change: investigate that driver, but do not assume the API-set belongs to the driver.
Fix 1: Update Windows and restart
A program built for the Windows 8-and-later API-set environment may fail on an older or incompletely updated installation. Installing current updates also gives Windows the latest component-repair files.
- Open Start > Settings.
- In Windows 11, select Windows Update. In Windows 10, select Update & Security > Windows Update.
- Choose Check for updates.
- Install all available updates.
- Restart the computer, even if Windows does not immediately require it.
- Launch the affected program again.
If the error remains, continue to the component repair commands below.

If the program requires a Windows release newer than the one installed, update Windows to a supported release or install a compatible older version of the program. Do not copy API-set files from a different computer or Windows build.
Fix 2: Repair Windows with DISM and SFC
This is the main repair path when multiple programs fail, Windows features behave abnormally, or the error followed an interrupted update, crash, disk problem, or system cleanup.
Microsoft recommends running DISM before System File Checker because DISM repairs the component store that SFC uses as its repair source. Microsoft’s System File Checker instructions provide the same sequence.
Run DISM
- Open Start.
- Type
Command Prompt. - Right-click Command Prompt.
- Select Run as administrator.
- Approve the User Account Control prompt.
- Enter this command:
DISM.exe /Online /Cleanup-Image /RestoreHealth
- Press Enter and wait for the command to finish. Do not close the window while it is working.
A successful completion means DISM repaired or verified the Windows component store. It does not necessarily repair every protected system file, so continue with SFC.

In the same elevated Command Prompt, enter:
sfc /scannow
Press Enter and wait until verification reaches 100 percent. Then interpret the result:
- Windows Resource Protection did not find any integrity violations: protected files appear intact. Retry the affected program.
- Windows Resource Protection found corrupt files and successfully repaired them: restart Windows and test the program.
- Windows Resource Protection found corrupt files but was unable to fix some of them: restart and run DISM again, then repeat SFC. If it still cannot repair the files, use the recovery options below.
- The scan could not be performed: confirm that Command Prompt is running as administrator and retry after restarting.
This process may take time and may not display a smooth progress percentage. That is normal.
Repeating SFC and DISM without knowing what changed can make troubleshooting frustrating. Outbyte PC Repair can scan for the specific Windows repair issues involved, while its full version performs the repair; it is optional, and Microsoft’s built-in commands remain the appropriate first step.
Fix 3: Repair or reinstall the affected program
If only one application or game produces the message, its installation may be incomplete, or the displayed API-set name may be only the first dependency that failed.

- Find the affected program.
- Select the three-dot menu beside it.
- Choose Advanced options.
- Select Repair, if available.
- Restart the program and test it.
If repair is unavailable or does not work, uninstall the program and reinstall it from the publisher’s official installer. Download the installer directly from the software publisher, not from a DLL library. Restart Windows before testing the fresh installation.

For a game, use the launcher’s file verification feature instead of replacing individual files:
- In Steam, open Library, right-click the game, choose Properties > Installed Files > Verify integrity of game files.
- In Epic Games, open Library, select the three dots beside the game, choose Manage > Verify.
If the application’s own documentation requires Visual C++ Redistributable, install the supported package from Microsoft’s Visual C++ downloads page. That runtime supplies MSVC dependencies, not Windows API-set registration, so it is not a general fix for this error.
Fix 4: Check Windows Security quarantine
Security software can quarantine a legitimate Windows component or an application-side file. This is possible, but the filename alone is not proof that a quarantined item is safe.
- Open Start and search for Windows Security.
- Open it and select Virus & threat protection.
- Choose Protection history.
- Review detections from the time the error began.
- Expand a detection and check its file path, threat classification, and action.
- Restore or allow the item only when you have confirmed it is a false positive.
- Run a full scan afterward.
Microsoft warns that allowing a genuine threat can expose the device. See Protection History in Windows Security.
If the quarantined path belongs to the application, reinstall that application after resolving the detection rather than copying the quarantined file manually.
Fix 5: Check drivers and hardware-related changes
Because this API family concerns device configuration, a driver update may be the event that exposed the problem. However, that does not mean api-ms-win-devices-config-l1-1-0.dll is a driver file.
Check Device Manager
- Right-click Start.
- Select Device Manager.
- Expand categories related to the hardware used by the affected program.
- Look for a yellow warning icon.
- Right-click a suspect device and choose Properties.
- Read the status on the General tab.
- On the Driver tab, use Roll Back Driver if the problem began immediately after an update and the option is available.
- Otherwise choose Update Driver and follow Windows’ prompts, or install the driver supplied by the computer or hardware manufacturer.
Do not use an arbitrary driver package simply because it mentions the missing filename. Match the driver to the exact hardware and Windows architecture.

Fix 6: Use System Restore after a recent change
System Restore can help when the error began immediately after installing a driver, application, or update.
- Press
Win+R. - Type:
rstrui.exe
- Press Enter.
- Select Next.
- Choose a restore point dated before the problem began.
- Select Scan for affected programs if available.
- Confirm the restore point and select Finish.
- Allow Windows to restart and complete the operation.
System Restore is not guaranteed to be enabled. It rolls back system files, settings, drivers, and affected installed programs, but it does not replace personal files. Microsoft explains the process in its System Restore guidance.

If DISM and SFC cannot repair Windows, use a repair reinstall rather than downloading system files individually.
On Windows 11, look for:
Start > Settings > System > Recovery > Fix problems using Windows Update > Reinstall now
This option reinstalls the current Windows version while preserving apps, files, and settings when it is offered by the installation. Follow the on-screen instructions and keep the computer connected to power.

If that option is unavailable, use Microsoft’s supported Windows recovery or in-place repair process. Back up important files first. A persistent repair failure can also indicate storage or filesystem corruption. When filesystem errors are suspected, Microsoft’s Windows update troubleshooting guidance includes recovery steps and the use of chkdsk /f C: where appropriate.
What not to do
Do not download the DLL from a random website
A downloaded copy may be malicious, the wrong architecture, from a different Windows build, or not useful because the API-set name is a virtual contract rather than a normal file. Copying it into System32 or SysWOW64 can create additional version and loader problems.

Do not run regsvr32
regsvr32 registers DLL components that expose registration entry points such as DllRegisterServer. It does not repair Windows API-set contracts. Microsoft documents the command’s purpose in its regsvr32 reference. Running it against this API-set name is not a valid repair.
Do not mix 32-bit and 64-bit files
A 32-bit program can run on 64-bit Windows, but that does not make arbitrary DLL substitutions safe. Architecture, build, signature, and API-schema compatibility all matter. Repair the operating system or reinstall the program using its correct official installer.
If the error still appears
After the repairs, identify the exact executable that fails. If only one program remains affected, inspect that program’s other dependencies and contact its publisher. Test a new Windows user profile if only one account has the problem, since a damaged profile or per-user installation can imitate a system-wide DLL fault.
If the error persists across unrelated programs, continue with Windows repair or recovery rather than repeatedly reinstalling applications. Malware, failing storage, and filesystem corruption can damage protected components, so run Windows Security scans and investigate disk health when other system errors appear.

Install pending Windows updates, restart, then run DISM followed by SFC. If only one game or application fails, repair or verify that program as well.
Does the error prove Windows is corrupted?
No. It may indicate Windows component damage, an unsupported Windows version, a damaged application installation, quarantine, or another dependency failure. The scope of the problem determines the most likely cause.
