modemui.dll is a genuine Microsoft Windows component called Windows Modem Properties, not a Visual C++, DirectX, or .NET runtime. If Windows says it is missing or could not be loaded, repair Windows first, then investigate the modem or legacy communications software that requested it.
What modemui.dll does
Windows uses modemui.dll for modem configuration dialogs and property pages. Modem installation information can reference these pages through INF entries such as ConfigDialog and EnumPropPages, so the error may appear when opening modem properties, installing a modem, or starting older dial-up or communications software.
It is a protected operating-system file associated with Microsoft Windows. It is not normally a file that belongs to a game or an independently installed application.
Typical file locations
On 64-bit Windows, the expected locations are generally:

The names are counterintuitive: on 64-bit Windows, System32 contains native 64-bit binaries, while SysWOW64 contains 32-bit binaries. The exact installed copy depends on your Windows version, architecture, servicing level, and whether the relevant modem components are present.
Public file indexes list historical examples such as Windows 7 version 6.1.7600.16385, Windows 8 version 6.2.9200.16384, Windows 8.1 version 6.3.9600.16384, and several Windows 10 builds. Do not choose a replacement by selecting the newest-looking version. Windows servicing must provide the copy matching your installed build and architecture.
Check an existing copy
- Open File Explorer.
- Browse to
C:WindowsSystem32. - Find
modemui.dll. - Right-click it and select Properties.
- Open the Details tab and check the description and company fields.
- Open Digital Signatures and inspect the signer.
A legitimate system copy should identify Microsoft-related Windows information and have a valid Microsoft signature. A filename alone does not prove that a DLL is safe.
Error messages you may see
Windows loader messages can include:
- “The program can’t start because modemui.dll is missing from your computer.”
- “There was a problem starting modemui.dll.”
- “Error loading modemui.dll.”
- “The code execution cannot proceed because modemui.dll was not found.”
- “modemui.dll is either not designed to run on Windows or it contains an error.”
- “modemui.dll is corrupted.”
“ The specified module could not be found” does not always mean that modemui.dll itself is absent. Windows may have found the named file but failed to load a dependency required by it. This is why copying a replacement DLL often does not solve the underlying problem.

Windows Update is the safest first step because system-file repairs and hardware-driver servicing are delivered through the operating system.
- Open Start > Settings.
- Select Windows Update.
- Click Check for updates.
- Install every available update.
- Restart the computer, even if Windows does not insist on it.
- Reopen the program or modem settings that produced the error.
If the message appeared immediately after an update, continue with the repair commands below. If the problem began directly after a particular update or driver change, System Restore may be more appropriate than repeatedly reinstalling files.
Fix 2: Repair Windows with DISM and SFC
Use these Microsoft repair tools when the file is missing, corrupted, quarantined, or incorrectly replaced. DISM repairs the Windows component store first. SFC then checks protected system files and can restore a correct cached copy.

Run DISM
- Open Start.
- Type
Command Prompt. - Right-click Command Prompt.
- Select Run as administrator.
- Approve the User Account Control prompt.
- Enter this command and press Enter:
DISM.exe /Online /Cleanup-Image /RestoreHealth
Wait for DISM to finish. It can take time and may appear to pause at a percentage. Keep the window open until it reports completion.
Run SFC
In the same elevated Command Prompt, run:
sfc /scannow
Wait until verification reaches 100 percent, then restart Windows and test the affected program again.
A successful repair may report that Windows Resource Protection found corrupt files and repaired them. If the result says no integrity violations were found, the problem may involve a dependency, modem driver, or legacy application rather than the file itself.

Target only modemui.dll
SFC also supports file-specific checks. In an elevated Command Prompt, use:

To scan and attempt repair of that copy, use:
sfc /scanfile=C:WindowsSystem32modemui.dll
Use the path for the relevant installed copy. On 64-bit Windows, a 32-bit application may involve the copy under SysWOW64.
If DISM cannot obtain repair files through Windows Update, Microsoft documents using a compatible repair source:
DISM.exe /Online /Cleanup-Image /RestoreHealth /Source:C:RepairSourceWindows /LimitAccess
C:RepairSourceWindows is only an example. Replace it with a repair source that matches your Windows edition, build, and architecture.

Fix 3: Repair the modem or communications device
Use this path if the error started after installing, removing, or updating a USB modem, cellular modem, dial-up modem, or other communications device.

- Right-click Start.
- Select Device Manager.
- Expand Modems, Ports (COM & LPT), or the category containing the affected device.
- Right-click the modem or communications device.
- Select Update driver.
- Choose Search automatically for drivers.
- Restart Windows and test the device.
If the update does not help:
- Return to Device Manager.
- Right-click the affected device.
- Select Uninstall device.
- Confirm the removal.
- Restart Windows.
- Allow Windows to detect and reinstall the device.
- If Windows cannot find a driver, download the matching driver from the modem or computer manufacturer.
The driver must match your Windows version and architecture. Do not substitute a 32-bit driver or system DLL for a 64-bit component.

Fix 4: Check Windows Security quarantine
Security software may remove or quarantine a genuine system file after detecting tampering, or malware may have modified a file that previously looked legitimate.
- Open Start.
- Search for Windows Security and open it.
- Select Virus & threat protection.
- Choose Protection history.
- Review entries involving
modemui.dllor system-file changes. - Note the original file location and the detection details.
- Run a Quick scan, followed by a Full scan if the alert is concerning.
Do not immediately restore the item. Restore it only if it was located in the expected Windows directory, has a valid Microsoft signature, and the security alert is clearly a false positive. DISM and SFC are usually safer ways to replace a quarantined or damaged protected file.
If Windows Security reports malware, follow the scan results and repair Windows afterward. A real filename does not make a modified copy safe.
Fix 5: Repair the old modem utility that triggers the error
If only one old program displays the message, the Windows component may be fine. The caller could be a legacy modem-management utility, an incomplete uninstall, or software that still expects an older communications device.
Try the program’s own repair option:
- Open Start > Settings.
- Select Apps > Installed apps.
- Find the affected modem utility.
- Select its three-dot menu.
- Choose Advanced options, if available.
- Select Repair.
- Restart and test the program.
If there is no repair option, uninstall the utility, restart Windows, and reinstall it from the original vendor media or official vendor source. Reinstall the related modem driver at the same time if the program controls a physical device.

A game or unrelated desktop application should not normally need modemui.dll. If a particular program requests it, identify that program in the error dialog, shortcut, startup entry, or Event Viewer rather than assuming the program owns the DLL.
Fix 6: Use System Restore after a recent change
System Restore is useful when the error began immediately after a driver installation, Windows update, or software change.
- Press Win+R.
- Enter:
rstrui.exe
- Press Enter.
- Select a restore point dated before the error began.
- Choose Scan for affected programs if available.
- Review the changes.
- Complete the restore and restart Windows.
System Restore normally preserves personal files while rolling back system files, settings, drivers, and installed programs. If no restore point exists, use DISM and SFC, then consider Windows recovery options or an in-place repair.
Why regsvr32 usually does not apply
Do not begin with:
regsvr32 modemui.dll
regsvr32 is for DLLs that provide registration entry points such as DllRegisterServer. Public export information for modemui.dll lists modem property and configuration functions, not the normal DllRegisterServer and DllUnregisterServer entry points.
You may therefore receive an error saying that the module loaded but the entry point was not found. That does not prove the file is corrupt. It means the command is not the correct repair method for this DLL.

What not to do
Do not download modemui.dll from a random DLL archive and copy it into System32, SysWOW64, or an application folder. That approach can introduce:
- Malware or a tampered file.
- The wrong Windows build.
- A 32-bit and 64-bit architecture mismatch.
- Missing dependencies.
- Signature and servicing problems.
- DLL search-order vulnerabilities.
It can also hide the real cause, such as a broken component store, damaged modem installation, or missing dependency. Use DISM, SFC, Windows Update, compatible installation media, OEM recovery media, or a verified matching Windows installation instead.

Visual C++ Redistributable, DirectX, and .NET are not established general fixes for this Windows-owned file. Install or repair those runtimes only when the actual application identifies one of them as its dependency.
If the file exists but Windows still reports it missing
Check the failure context rather than replacing the visible file:

- Check its Microsoft digital signature.
- Note whether the error affects 32-bit or 64-bit software.
- Check Event Viewer for the application or Windows loader error.
- Test whether the failure occurs only when a modem is installed.
- Repair Windows with DISM followed by SFC.
- Investigate dependencies if the message persists.
A dependency such as uniplat.dll or another required Windows library may be the actual component that failed to load. The named filename is not always the only damaged or missing file.

The genuine file is a Microsoft Windows component. Verify its location and Microsoft digital signature rather than trusting the filename alone.
Do Windows 10 and Windows 11 use the same modemui.dll?
The component and its role are Windows features, but the correct file depends on the installed Windows build, architecture, and servicing state. Do not copy a file between systems simply because the names match.
Why is modemui.dll in System32 on 64-bit Windows?
Windows uses System32 for native 64-bit system files and SysWOW64 for 32-bit system files under WOW64. The directory names are historical and confusing but intentional.

An old modem utility, startup entry, device package, or communications application may still be requesting the Windows modem-property interface. Identify and remove or repair that caller instead of installing modem software unnecessarily.
Will reinstalling Visual C++ fix it?
There is no reliable evidence that Visual C++ is the normal cause of a missing modemui.dll. Repair Windows first, then investigate the specific application or device that produced the message.
What if SFC cannot repair the file?
Run DISM again, confirm Windows Update works, and use a compatible repair source if necessary. If the component store remains damaged, use System Restore, Windows recovery options, or an in-place Windows repair.
