ext-ms-win-kernel32-windowserrorreporting-l1-1-0.dll: Safe Repair

ext-ms-win-kernel32-windowserrorreporting-l1-1-0.dll is a genuine Windows API-set name, but it is not an ordinary application DLL. It is associated with the Windows Error Reporting portion of kernel32.dll, and Windows uses API-set names as loader contracts that redirect calls to a host DLL. Microsoft notes that an API-set name may not correspond to a physical file on disk.

That distinction matters. Do not begin by downloading this filename, copying it into System32, or installing Visual C++ redistributables. The correct repair depends on whether one program fails or several Windows programs fail.

Public Windows 8 inventories describe this as an “ApiSet Stub DLL” and generally place historical entries under %windir%System32. Those inventories are not Microsoft file manifests, so exact file sizes, hashes, versions, and architecture variants should not be treated as universal.

A reverse-engineered API-set history maps this contract to kernel32.dll and records it as discontinued in Windows 10. Microsoft’s official documentation establishes how API sets work, but not every historical filename detail. Therefore, a missing physical file on Windows 10 or Windows 11 does not by itself prove that Windows is damaged.

First decide whether the failure is local or system-wide

Before changing anything, record:

  • The exact error message
  • The name of the program or game that fails
  • Your Windows edition and build
  • Whether Windows starts normally
  • Whether other programs launch
  • Whether the failing executable is x86, x64, or ARM64
  • Whether Windows Security recently quarantined anything
  • Whether the issue began after an update, cleanup utility, driver installation, or software change

Then use this split:

  • Only one application fails: repair, verify, update, or reinstall that application first.
  • Several unrelated programs fail: repair Windows with DISM and SFC.
  • Windows itself will not start: use Windows Recovery options rather than manually replacing protected files.
  • The message actually names VCRUNTIME140.dll, MSVCP*.dll, a DirectX file, or a vendor driver DLL: troubleshoot that named component instead.

No reliable public evidence ties this API-set name to a particular game, installer, driver, or third-party application.

Fix 1: Repair or reinstall the affected application

When one program produces the error and other software works, the application is the most likely problem. Its files, manifest, dependency information, or installation may be damaged.

Repair a Microsoft Store or repair-capable application

  1. Open Settings.
  2. Select Apps.
  3. Open Installed apps.
  4. Find the affected application.
  5. Select its three-dot menu.
  6. Choose Advanced options.
  7. Select Repair.
  8. Start the program again.

Repair should preserve the application’s data. If the error remains, return to the same page and use Reset only if you understand that it may remove local app data.

Repair traditional desktop software

  1. Press Windows key + R.
  2. Enter appwiz.cpl.
  3. Press Enter.
  4. Select the affected program.
  5. Choose Repair or Change, if available.
  6. Complete the installer’s repair process.
  7. Restart Windows and test the program.

If there is no repair option, uninstall the program, restart Windows, and reinstall it from the publisher’s official installer. For a game, use the launcher’s Verify, Repair, or equivalent file-checking command before uninstalling it.

Check the application’s architecture

A 32-bit application can run on 64-bit Windows, but it still needs compatible dependencies and a valid application installation. Confirm the executable architecture from the application vendor’s documentation or installer details. Do not decide where to copy a DLL based only on a search result.

The x86/x64/ARM64 matching rule is important for Visual C++ redistributables, but it does not mean that downloading an API-set file for the same architecture will repair this error. If the application specifically reports VCRUNTIME140.dll, MSVCP*.dll, or another Microsoft runtime file, install the appropriate official Visual C++ package instead. Microsoft identifies the supported redistributable packages as vc_redist.x86.exe, vc_redist.x64.exe, and vc_redist.arm64.exe.

Fix 2: Repair Windows components with DISM and SFC

Use this step when several unrelated applications fail, Windows displays repeated “Bad Image” messages, or the problem began after system corruption or an interrupted update.

  1. Open Start.
  2. Type Command Prompt.
  3. Right-click Command Prompt.
  4. Select Run as administrator.
  5. Select Yes at the User Account Control prompt.
  6. Run this command:
DISM.exe /Online /Cleanup-Image /RestoreHealth
  1. Wait for DISM to finish. Do not close the window if progress appears to pause.
  2. Run:
sfc /scannow
  1. Wait until verification reaches 100 percent.
  2. Restart Windows and test the affected program again.

Run DISM before SFC. DISM repairs the component store that SFC may need as its source. Microsoft documents these commands in its guide to repairing missing or corrupted system files.

If DISM says that source files could not be found, install pending Windows updates and run the commands again. Microsoft also documents using a matching installation source with /Source:<path> /LimitAccess; the source must match the installed Windows edition, build, language, and architecture.

If SFC reports that it repaired corrupted files, restart and test again. If it reports that it could not repair some files, repeat the process once after Windows Update has completed. Persistent corruption may require an in-place repair installation or Windows Recovery.

Repeating SFC and DISM without checking their results makes it difficult to know what changed. Fix 3: Install pending Windows updates

An old application may reference a historical API-set contract, while a damaged or incompletely serviced Windows installation may fail to resolve it correctly.

On Windows 10 or Windows 11:

  1. Open Settings.
  2. Select Windows Update.
  3. Select Check for updates.
  4. Install all available updates.
  5. Restart when prompted.
  6. Check for updates again until none remain.
  7. Test the affected application.

Windows 8.1 users should be aware that Microsoft support ended on January 10, 2023. The historical Windows 8.1 Update package is KB2919355, but installing an old update does not make an unsupported operating system current or secure.

If the application is old, check whether a newer version supports your Windows build. Compatibility settings may help in some cases:

  1. Right-click the application shortcut.
  2. Select Properties.
  3. Open the Compatibility tab.
  4. Select Run this program in compatibility mode for.
  5. Choose an appropriate older Windows version only if the application vendor recommends it.
  6. Select Apply, then OK.
  7. Test the program.

Do not enable compatibility settings randomly for system components or installers. If the application remains incompatible, contact its publisher or use a supported version.

Fix 4: Check Windows Security quarantine

Antivirus software can quarantine a file after a false positive, although an API-set name may be a loader contract rather than a standalone file.

  1. Open Start.
  2. Type Windows Security.
  3. Open it.
  4. Select Virus & threat protection.
  5. Select Protection history.
  6. Review recent detections.
  7. Expand any item associated with the affected program or Windows.
  8. Note the file path and detection details.

Restore a file only when you have verified that it is a genuine Microsoft-signed system file or a genuine file from the application publisher. Microsoft warns that restoring a real threat can put the device at risk. If the detection concerns an unknown DLL in an application folder, do not restore it simply because its filename resembles a Windows component.

Run a full scan after reviewing the history. If malware may have modified Windows files, disconnect from untrusted networks and use Windows Security’s available offline or recovery scanning options.

Fix 5: Use System Restore if the timing is clear

System Restore is useful when the error began immediately after a driver, update, cleanup utility, or software installation.

  1. Press Windows key + R.
  2. Enter rstrui.exe.
  3. Press Enter.
  4. Select Next.
  5. Choose a restore point dated before the problem began.
  6. Select Scan for affected programs if available.
  7. Review the result.
  8. Select Next, then Finish.
  9. Allow Windows to restart.

System Restore does not normally remove personal documents, but it can remove applications, drivers, and updates installed after the selected restore point. If Windows cannot boot, open Windows Recovery Environment and select Troubleshoot, then Advanced options, followed by System Restore or Startup Repair.

Fix 6: Investigate drivers only when the error points there

A driver is a lower-probability cause of this particular filename. Investigate drivers when the failure appears with graphics, audio, storage, chipset, or peripheral software and the error names a vendor DLL or device component.

Update or reinstall a device driver

  1. Right-click Start.
  2. Select Device Manager.
  3. Expand the category for the suspected device.
  4. Right-click the device.
  5. Select Update driver.
  6. Choose Search automatically for drivers.
  7. Restart Windows if prompted.

For a clean reinstall:

  1. In Device Manager, right-click the device.
  2. Select Uninstall device.
  3. Select the option to remove the driver package only if you have a replacement driver ready.
  4. Select Uninstall.
  5. Restart Windows.
  6. Install the current driver from the device manufacturer or computer maker.

What not to do

Do not download the DLL from a random archive

Third-party DLL archives can provide malware, the wrong Windows build, the wrong architecture, or a file that does not match the system’s servicing state. Because API-set names are virtual loader contracts, the requested name may not represent a file that should be copied into an application folder.

Use Windows Update, DISM, SFC, Windows Recovery, or the affected application’s official installer instead. Do not copy a file from another PC unless it matches the same Windows build, architecture, language, and servicing state and its Microsoft signature can be verified.

Do not run regsvr32 on this file

regsvr32 is intended for DLLs that export DllRegisterServer, commonly COM or ActiveX components. An API-set stub is not normally a self-registering component. Running regsvr32 will not repair API-set redirection and may produce another misleading error.

Do not install unrelated runtimes

Visual C++, DirectX, and .NET are not general-purpose DLL repair kits. Install them only when the actual error names a file from that runtime or the application vendor requires it. The DirectX End-User Runtime addresses legacy components such as D3DX, XAudio 2.7, and XInput 1.3, not this Windows API-set contract.

If the error remains

If DISM and SFC report no corruption, stop treating the filename as a missing standalone DLL. Examine:

  • The application’s manifest and launcher files
  • The application’s repair or verification result
  • Windows build and architecture
  • Application compatibility
  • Antivirus quarantine history
  • The exact executable that produces the error
  • Any other DLL named in the complete message

If many programs show “Bad Image” errors, prioritize Windows repair, recent updates, storage health, and malware checks. If Windows cannot boot, use Startup Repair, System Restore, or an in-place repair installation rather than modifying protected system folders.

FAQ

Is ext-ms-win-kernel32-windowserrorreporting-l1-1-0.dll a real DLL?

It is a real Windows API-set name and is described in historical inventories as an API-set stub. It is better understood as a loader contract than as a conventional application DLL.

Does it belong to Visual Studio 2015?

No reliable evidence supports that association. It belongs to Windows API-set infrastructure. Visual C++ errors usually name files such as VCRUNTIME140.dll or MSVCP*.dll.

Should I expect to find it in System32?

Historical Windows 8 and Windows 8.1 inventories list related entries under %windir%System32, but Microsoft says an API-set name may not correspond to a physical file. Its absence on a newer Windows version is not automatically a fault.

Is there a 32-bit and 64-bit copy?

Public inventories list historical 32-bit entries, but there is no authoritative Microsoft manifest confirming every architecture variant for every Windows release. Do not copy a file into System32 or SysWOW64 based solely on a DLL website listing.

Why does the message say the file is missing?

The loader may be unable to resolve an API-set dependency, or the application or Windows image may be damaged or incompatible. The wording does not prove that a physical DLL should be downloaded.

Will reinstalling DirectX or Visual C++ fix it?

Only if the actual error names a DirectX or Visual C++ file, or the application vendor specifically requires that package. Those runtimes do not generally repair a Windows API-set contract.

What is the safest first step?

If one program fails, use its repair, launcher verification, update, or official reinstall. If multiple programs fail, run DISM followed by SFC from an elevated Command Prompt.
