“The program can’t start because api-ms-win-shcore-comhelpers-l1-1-0.dll is missing from your computer.” The api-ms-win-shcore-comhelpers-l1-1-0.dll error usually points to a Windows API-set contract, an incompatible application, or damaged system components rather than a DLL that you should download separately.
Which fix applies to you
Use the symptom that best matches your situation:
- Only one game or application fails: Repair or reinstall that program first, then verify its files through the launcher or storefront.
- Several programs fail: Repair Windows with DISM and SFC, then check Windows Update and storage health.
- The error appeared after an application update: The new build may require a Windows API that your installation does not provide, or the update may be incomplete.
- The error appeared after antivirus activity: Check quarantine and detection history before restoring anything.
- The application is older, portable, or unofficially repackaged: Check its Windows and CPU architecture requirements. Its bundled dependencies may be incorrect.
- The message says the file is “not designed to run on Windows”: Do not assume that the named API-set is the damaged file. Another dependency may be corrupt or the wrong architecture.
Do not begin by copying a replacement DLL into System32, SysWOW64, or the application folder.
What api-ms-win-shcore-comhelpers-l1-1-0.dll actually is
The filename follows Microsoft’s API-set naming convention. An API-set is a contract used by Windows software and the loader. It can be represented by a virtual alias rather than a standalone physical file on disk. Windows maps that contract to an implementation DLL according to the installed Windows version and edition.
Microsoft lists this API-set in its Windows API inventory and documents API-set names as aliases that the loader redirects to host DLLs. The related Shell/Core implementation family includes SHCORE.dll, which hosts Shell-related APIs. See Microsoft’s documentation on Windows API sets, API-set loader operation, and the API-set listing.

That explains why searching for an exact file named api-ms-win-shcore-comhelpers-l1-1-0.dll may not find anything. The absence of a literal file is not automatically proof that Windows is damaged.
A public Windows 8.1 inventory identifies this name as an “ApiSet Stub DLL” and associates it with version 6.3.9600.16384. That is inventory evidence for that Windows release, not a universal version specification for every Windows 10 or Windows 11 installation.
This is a Windows component contract. It is not a Visual C++ runtime, DirectX redistributable, .NET assembly, graphics driver, or game-specific library. An application may request it during startup because it was built against Windows APIs, because its manifest or packaging is damaged, or because it expects a newer Windows environment.
Read the exact error in context
You may see any of these loader messages:
- “The program can’t start because api-ms-win-shcore-comhelpers-l1-1-0.dll is missing from your computer.”
- “api-ms-win-shcore-comhelpers-l1-1-0.dll was not found.”
- “Error loading api-ms-win-shcore-comhelpers-l1-1-0.dll. The specified module could not be found.”
- “The file api-ms-win-shcore-comhelpers-l1-1-0.dll is missing or corrupted.”
- “api-ms-win-shcore-comhelpers-l1-1-0.dll is either not designed to run on Windows or it contains an error.”
- “The application was unable to start correctly.”
These are general loader patterns. They do not identify one particular game or installer as the cause.

Think about what changed immediately before the failure:
- Windows updated or rolled back
- The application or launcher updated
- A game was reinstalled to another drive
- Antivirus quarantined a file
- A cleanup utility removed system files
- Windows crashed or the storage drive began reporting errors
- A newer application was installed on an older Windows build
The one-program-versus-many-programs test is especially useful. A single failing application points toward its installation, compatibility, manifest, or private dependencies. Widespread failures point more strongly toward Windows corruption, malware, storage problems, or an architecture-wide issue.
Repair Windows components with DISM and SFC
Use this path when multiple applications fail, Windows recently crashed, or you suspect damaged protected files.
- Open Start.
- Type
cmd. - Right-click Command Prompt.
- Select Run as administrator.
- Approve the User Account Control prompt.
- Run this command:
DISM.exe /Online /Cleanup-Image /RestoreHealth
- Wait for DISM to finish. Do not close the window just because progress appears to pause.
- Run SFC afterward:
sfc /scannow
- Restart Windows and test the affected application.
Microsoft recommends DISM before SFC because DISM repairs the component store that SFC uses as a repair source. Microsoft’s complete procedure is in its guide to repairing missing or corrupted system files.
Do these 3 things before closing this tab:
1Clear out junk files and repair common Windows errors2Scan for outdated or missing drivers - takes under a minute3Repair Windows errors before they cause bigger problemsA successful result may say that SFC found no integrity violations or repaired corrupted files. If the application starts after the restart, the Windows component path was probably involved.

If DISM cannot obtain repair files through Windows Update, use a matching Windows installation source instead:
DISM.exe /Online /Cleanup-Image /RestoreHealth /Source:C:RepairSourceWindows /LimitAccess
Replace C:RepairSourceWindows only with a real path containing a closely matching Windows source. Do not paste that path unchanged unless it exists. Microsoft explains the source requirements in its documentation for repairing a Windows image.
Running SFC repeatedly without changing the repair source is unlikely to add anything. If the manual repair process is becoming guesswork, Outbyte PC Repair can scan for the system issues involved; its free scan shows what it finds, while repair actions are handled by the full version. It is optional, and an application that requires a newer Windows API still needs a compatible application or Windows version.

An application may request an API-set contract that is supported by a newer Windows build than the one currently installed.
- Press Windows + I.
- Open Windows Update.
- Select Check for updates.
- Install all available updates.
- Restart, including when Windows does not immediately require it.
- Test the application again.
Check the application’s official system requirements as well. If it requires Windows 10 or Windows 11, unrelated runtime packages will not make it compatible with an unsupported operating system.
On Windows 11, persistent component problems may justify the built-in repair reinstall:
- Open Settings.
- Select System.
- Open Recovery.
- Find Fix problems using Windows Update.
- Select Reinstall now, if the option is available.
- Follow the prompts and keep the computer connected to power.
Microsoft describes this process in its guide to reinstalling the current version of Windows. It reinstalls the current Windows version while preserving apps, files, and settings where supported.
Repair or reinstall the affected application
If only one game or program fails, start here instead of replacing Windows files.
Use the launcher’s repair function
Common launchers provide a file verification or repair option.
- Close the game and its launcher.
- Reopen the launcher.
- Open the game’s library or installed-games page.
- Open the game’s Manage, Properties, or similar menu.
- Choose Verify files, Repair, or the equivalent option.
- Let the scan replace incomplete or damaged files.
- Restart the launcher and test the game.
The exact label varies by launcher. Back up saves and configuration files before uninstalling.

Reinstall from the official source
If verification does not help:
- Uninstall the affected application from Settings > Apps > Installed apps.
- Restart Windows.
- Download the current installer from the application developer or official storefront.
- Install the correct build for your Windows version and CPU architecture.
- Launch it once using Run as administrator if the program needs to create files in a protected location.
If the installer itself reports the same API-set error, the problem is more likely Windows compatibility or system corruption than a missing file inside the game directory.
Check antivirus quarantine
Security software can quarantine an executable or dependency after an update.
- Open Windows Security from Start.
- Select Virus & threat protection.
- Open Protection history.
- Review entries from the time the application stopped launching.
- Identify the affected application or Windows component.
- Restore a file only when you have confirmed the detection is a false positive and the file is from a trusted, digitally signed source.
- Update Windows Security and run a full scan.
Do not disable antivirus permanently to force an application to start. If a file repeatedly returns to quarantine, contact the application vendor or security-product vendor rather than downloading a substitute DLL.
Check Windows and application architecture
A 32-bit program and a 64-bit program can use different dependency paths. On 64-bit Windows, System32 conventionally contains 64-bit system components, while SysWOW64 contains 32-bit components. The directory names are confusing, so copying files between them is not a repair method.
Check the application’s documentation for its required architecture. If both 32-bit and 64-bit installers are offered, install the one intended for your system and the application. Repair Windows through DISM and SFC rather than manually moving API-set files.
You can confirm the operating system type through Settings > System > About > System type. A 32-bit application can run on 64-bit Windows, but that does not mean every dependency can be exchanged between architectures.
If the application depends on a separate runtime, install that runtime only from its official vendor documentation. Microsoft’s Visual C++ Redistributable documentation covers MSVC runtime libraries, not this Windows API-set contract. Installing VC++ or DirectX is therefore not the primary fix for this specific filename.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone.Do not use regsvr32 for this error
regsvr32 registers ordinary DLL or OCX components that expose registration entry points such as DllRegisterServer. An API-set alias is not an ordinary COM or ActiveX server.
Running a command such as this is not an appropriate repair:

It can produce another error without repairing the loader mapping. Microsoft explains the intended scope of DLL registration in its documentation about registering OCX and DLL files.
Update drivers only when evidence points there
A driver update is relevant if the failure began after a graphics, chipset, storage, or device software change, or if Device Manager reports a device problem. It is not a general solution for an API-set error.
- Right-click Start.
- Select Device Manager.
- Expand the device category related to the failing application, such as Display adapters or Storage controllers.
- Right-click the device.
- Select Properties > Driver.
- Note the provider and version.
- Use Update Driver, or download the correct package from the hardware manufacturer.
- Restart Windows and test again.
If driver maintenance means hunting through several hardware vendors and matching packages manually, Outbyte Driver Updater can scan for outdated drivers; its free scan reports what it finds, while driver installation is handled by the full version. It is optional, and repairing or reinstalling the affected application remains the definitive fix when that program is incorrectly packaged.
Escalate when DISM and SFC do not help
If DISM and SFC report no problems but one application still fails, focus on application compatibility, its launcher files, and the vendor’s supported Windows versions.

FAQ
Should I download api-ms-win-shcore-comhelpers-l1-1-0.dll?
No. Random DLL download sites sites can provide malware, the wrong architecture, or a file that does not match the loader contract. Use Windows repair, Windows Update, and the affected program’s official installer.
Is this file part of Windows or the game?
The name is a Windows API-set contract. A game or application can request it, but that does not make it a game-owned runtime file. The contract may not exist as a literal file on disk.

Will Visual C++ or DirectX fix it?
Not specifically. Those packages can repair separate dependencies, but Microsoft documents this name as part of the Windows API-set system, not as a VC++ or DirectX component.
What if only one game is affected?
Verify the game files, update it, and reinstall it from the official source if necessary. Also confirm that the game supports your installed Windows version and architecture.
What if every program is failing?
Prioritize malware checks, storage health, DISM, SFC, Windows Update, and System Restore. Persistent damage may require an in-place Windows repair.
Can I copy the file from another computer?
No. Windows versions, editions, architectures, and loader mappings can differ. Copying a file can hide the real problem or introduce a mismatched component.
