If it appears when a game or application will not start, repair the affected program first, then repair Windows if more than one application is failing.
The name refers to Windows Side-by-Side and OLE Automation functionality. API-set names look like DLL filenames, but they are virtual loader aliases. On Windows 10 and Windows 11, an API-set contract may not exist as a physical file in C:WindowsSystem32 or C:WindowsSysWOW64. Windows resolves the contract through its API-set schema to an implementation component instead. Microsoft explains this behavior in its documentation on Windows API sets and API-set loader operation.
That is why copying a file with this name into an application folder is usually the wrong repair. The real problem may be a damaged application installation, corrupted Windows components, a runtime mismatch, antivirus interference, or a Side-by-Side configuration failure.
Fix 1: Verify or repair the affected application
Time needed: 5–20 minutes
Start here if only one game or program displays the error. A program can report an API-set contract failure when its installation is incomplete or another dependency beside it is damaged.

- Close the program and its launcher.
- Open the launcher or store where you installed it.
- Look for a command named Verify, Repair, Scan and repair, or Check files.
- Run that command and allow it to replace damaged or missing application files.
- Restart Windows and launch the program again.
For the Epic Games Launcher, open Library, select the three dots beside the game, choose Manage, and select Verify. Epic documents this file-checking process in its official verification instructions.
If the launcher has no repair option, uninstall the affected program from Start > Settings > Apps > Installed apps. Select the program, choose Uninstall, restart Windows, and install it again using the publisher’s official installer.
If this fixes the launch, the application installation was the likely cause. If the same error appears in several unrelated programs, do not keep reinstalling each program. Continue with the Windows repair steps below.
Fix 2: Install Windows updates and restart
Time needed: 10–30 minutes, excluding download time

A pending or failed Windows update can leave system components inconsistent. Install all available updates before running repair commands.
Windows 11
- Open Start > Settings.
- Select Windows Update.
- Choose Check for updates.
- Install every available update.
- Restart the computer, even if Windows does not immediately require it.
- Test the affected application.
Windows 10
- Open Start > Settings.
- Select Update & Security.
- Open Windows Update.
- Choose Check for updates.
- Install the available updates and restart.

If Windows Update fails repeatedly, record the displayed error and proceed to DISM. Do not interrupt DISM or shut down the computer while it is repairing the image.
Fix 3: Repair Windows with DISM and SFC
Time needed: 15–45 minutes
Use these commands when multiple applications fail, the issue began after an update or cleanup, or Windows reports missing or corrupted system components. DISM repairs the Windows component store first. SFC then checks protected system files against that repaired store.

- Type
Command Prompt. - Right-click Command Prompt and select Run as administrator.
- Approve the User Account Control prompt.
- Run this command:
DISM.exe /Online /Cleanup-Image /RestoreHealth
- Wait until DISM finishes.
- Then run:
sfc /scannow
- Restart Windows when both commands have completed.
- Test the application again.
Microsoft specifically recommends running DISM before SFC in its System File Checker and DISM guidance.

A successful result may say that the restore operation completed or that SFC found no integrity violations. If SFC reports that it found corrupt files and repaired them, restart before testing. If it says some files could not be repaired, run DISM again, restart, and repeat SFC once.
If DISM cannot obtain repair files through Windows Update, use a matching Windows installation source:
DISM.exe /Online /Cleanup-Image /RestoreHealth /Source:C:RepairSourceWindows /LimitAccess
Replace the example source with a genuine installation source matching the installed Windows version and architecture. Microsoft explains the requirements in its Windows image repair documentation.

Repeating SFC and DISM without understanding what changed can make troubleshooting tedious, particularly when Windows Update itself is broken. Outbyte PC Repair can scan for the conditions involved and show what it finds; the repair is performed by the full version, but it is not required, and reinstalling the affected game or application remains the definitive fix when that program is the source.
Fix 4: Match the actual runtime dependency
Time needed: 10–25 minutes
Do not install Visual C++ or DirectX merely because this API-set name appeared. Neither package directly installs ext-ms-win-sxs-oleautomation-l1-1-0.dll. They may repair a different dependency named in the same launch failure.
Read the complete error message and look for additional filenames.
If Visual C++ files are named
Install the official Microsoft Visual C++ Redistributable from the latest supported downloads page.
- A 32-bit application normally needs
vc_redist.x86.exe, even on 64-bit Windows. - A 64-bit application needs
vc_redist.x64.exe. - ARM64 applications use
vc_redist.arm64.exe. - Older applications may require older Visual C++ releases, which can remain installed side by side.
Install the architecture that matches the application, restart Windows, and test it. If the error names no Visual C++ file, this is not the first repair to choose.
If DirectX files are named
Use Microsoft’s DirectX End-User Runtime Web Installer, whose installer is named dxwebsetup.exe. This package supplies optional legacy files such as D3DX, XInput 1.3, and XAudio 2.7. It does not replace the Windows API-set system.
Run the installer, restart if requested, and launch the program again. If the game still fails, return to its launcher verification process.

Fix 5: Check antivirus quarantine
Time needed: 5–15 minutes
Security software can remove an application file or interfere with a program after an update. This is more likely when the error started immediately after a detection or quarantine event.
- Open Start > Settings > Privacy & security > Windows Security on Windows 11.
- Select Virus & threat protection.
- Choose Protection history.
- Review recent detections for the affected application.
- Restore a file only if you have verified that the detection is a false positive and the program came from its legitimate publisher.
- Reinstall or verify the application after restoring it.
- Run a full malware scan.
On Windows 10, open Windows Security from the Start menu, choose Virus & threat protection, and open Protection history. Microsoft warns in its Protection History documentation that Defender may detect a restored file again if the underlying threat remains.
Do not disable antivirus protection permanently or restore an unknown DLL downloaded from the internet.
Fix 6: Repair a Side-by-Side or assembly failure
Time needed: 15–30 minutes
Use this branch when Windows says:
- “The side-by-side configuration is incorrect.”
- An activation context could not be created.
- An assembly is missing.
- The error includes a manifest or Side-by-Side reference.
The sxs portion of the name relates to Windows Side-by-Side infrastructure. Microsoft documents Side-by-Side APIs as being implemented by Sxs.dll, but the API-set contract itself is a loader alias rather than a normal COM server.
To collect a trace:
- Open Command Prompt as administrator.
- Run:
sxstrace trace -logfile:sxstrace.etl
- Reproduce the application failure.
- Return to Command Prompt and stop tracing with Ctrl+C.
- Parse the trace:
sxstrace parse -logfile:sxstrace.etl -outfile:sxstrace.txt
- Open
sxstrace.txtand review the missing assembly, manifest, or architecture details.
Microsoft’s sxstrace documentation explains the command. Preserve the trace, the full error text, your Windows build, the application name, and the changes that preceded the failure before contacting the application publisher or Microsoft Support.
Fix 7: Use System Restore when the timing is clear
Time needed: 20–60 minutes
System Restore is appropriate when the program worked before a recent driver installation, update, cleanup, or software change and a restore point exists from before that event.
From Windows:
- Open Start and search for Create a restore point.
- Open the result.
- Select System Restore.
- Choose a restore point created before the error began.
- Review the affected programs and complete the restore.
- Restart and test the application.
If Windows cannot start normally, enter Windows Recovery Environment and select Troubleshoot > Advanced options > System Restore. Microsoft lists this path among its Windows recovery options.
System Restore does not replace personal files, but it can remove recently installed applications, updates, or drivers. If no suitable restore point exists, use a matching repair source or Windows’ repair-reinstall option rather than copying system files manually.

A driver is a low-probability cause unless the message names a driver DLL or the failure began immediately after a graphics, chipset, storage, or device-driver change.

To check for driver problems:
- Right-click Start and open Device Manager.
- Expand the relevant category, such as Display adapters.
- Look for a warning icon or a device that stopped working.
- Right-click the device and select Properties.
- Review the General and Driver tabs.
- Install the current driver from the hardware manufacturer if the device or recent driver change is implicated.
- Restart Windows and test the application.

Do not use Device Manager to replace random system DLLs, and do not reinstall a graphics driver unless the complete evidence supports that diagnosis.
Do not register, copy, or download this DLL
regsvr32 is not a general-purpose DLL repair command. It is intended for libraries that expose registration entry points such as DllRegisterServer. An API-set contract is a loader alias, so running:
regsvr32 ext-ms-win-sxs-oleautomation-l1-1-0.dll
does not repair Windows and may produce another error. Microsoft documents Regsvr32 and the DllRegisterServer entry point.
Avoid these common mistakes:
- Downloading the file from a random DLL website.
- Copying it from another computer.
- Placing it beside the game executable.
- Overwriting files in
System32orSysWOW64. - Mixing 32-bit and 64-bit files.
- Running registry cleaners or arbitrary repair scripts.
Those actions can introduce malware, use the wrong architecture, create “Bad Image” or 0xc000007b errors, and leave the original problem untouched. Use Windows Update, DISM, SFC, the affected program’s official installer, and Microsoft’s official runtime installers instead.
What caused the error
The most useful clue is the scope and timing:

The codes 0xc000007b and 0xc000012f describe broad loader or bad-image conditions. They do not prove that this particular API-set contract is the root cause.
FAQ
Is ext-ms-win-sxs-oleautomation-l1-1-0.dll a virus?
The name itself is a legitimate Microsoft API-set contract. A suspicious copy in an application folder can still be unsafe, so do not trust a downloaded replacement. Investigate the application, Windows integrity, and antivirus history instead.
Should I expect to find it in System32?
No. API-set contracts may be virtual aliases and may not appear as physical files on modern Windows. Their absence alone does not prove that Windows is damaged.

It is associated with Windows API-set and Side-by-Side functionality. Visual C++, DirectX, .NET, or a driver may be involved only if the complete error names a related dependency.
What if SFC says there are no integrity violations?
Treat the named contract as a symptom and inspect the application installation, other filenames in the error, launcher verification results, and any Side-by-Side message. A clean SFC result does not prove that a particular game installation is intact.
What if only one Windows user has the problem?
Test the application from a new Windows user profile. If it works there, the original profile may be damaged. This is a diagnostic comparison, not a replacement for repairing the application or Windows.
When should I contact support?
Escalate after preserving the full error text, application name, Windows build, recent-change history, sxstrace.txt if relevant, and any CBS repair logs. Contact the application publisher when only its program fails, or Microsoft Support when Windows components fail across multiple applications.
