Steam’s disk usage can fall to zero or remain far below your internet speed without being frozen. Steam may be unpacking, patching, installing, or verifying files locally. If the pause does not resolve, work through these fixes in order: clear the download cache, change download region, repair the library, verify the game, check storage space and drive health, and remove software that is locking Steam’s files.
Steam downloads are not limited by your internet connection alone. During an update, Steam may write, unpack, rearrange, patch, and verify large amounts of data. This is especially noticeable on mechanical hard drives, nearly full SSDs, or systems where antivirus and cloud-sync software are scanning the same files.
Before changing anything, open Steam’s Downloads page and watch whether the status changes between downloading, patching, installing, and verifying. A temporary drop in network activity while disk activity continues is normal. The fixes below target situations where the process remains stuck, repeatedly loops, or affects one or more games persistently.
1. Clear Steam’s download cache
A damaged or stale local download cache can interfere with downloads and updates. Clearing it makes Steam reacquire cached configuration data from its servers.

- Go to Settings → Downloads.
- Select Clear Download Cache.
- Confirm the prompt and sign in again if Steam requests it.
Clearing the cache does not remove installed games, but it cancels downloads currently in progress. Restart the affected download afterward. If the problem returns, change the download region before trying more invasive steps.
SEGA’s troubleshooting guidance and Fatshark’s Steam validation guidance both document clearing the download cache as a troubleshooting step.
2. Change Steam’s download region
Steam automatically chooses a nearby content-server region, but that region may be congested, slow, or experiencing a hardware problem. Switching regions changes the servers delivering the download; it does not change the game’s installation location.
- Go to Steam → Settings → Downloads.
- Open the Download Region menu.
- Choose another nearby region.
- Restart the download and compare its behavior.
Test several nearby regions rather than selecting a distant location at random. A different region can resolve a server-side slowdown, but it will not fix a failing drive, insufficient disk space, or files being locked by another application.
This step is also recommended in SEGA’s current Steam troubleshooting article, updated February 9, 2026, and its installer and update guidance.
3. Repair the Steam library folder
If several games on the same drive are slow to update or repeatedly fail, the library’s permissions or metadata may be the problem rather than an individual game.

In newer Steam builds:
- Open Steam → Settings → Storage.
- Select the drive containing the affected library.
- Open the drive’s … menu.
- Choose Repair Folder.
Older Steam support instructions may show the equivalent path as Steam → Settings → Downloads → Steam Library Folders, followed by right-clicking the library and choosing Repair Library Folder. The wording depends on the Steam client build.
The library must be writable for Steam to update files. Repair the library when multiple games on that library are affected; use file verification when the problem is limited to one game.

4. Verify the affected game’s files
When only one game is affected, compare its installed files with Steam’s expected versions. Steam can redownload files that are missing or damaged.
- Open Library.
- Right-click the affected game and select Properties.
- Open Installed Files.
- Select Verify integrity of game files.
Older Steam documentation calls Installed Files the Local Files section. During verification, disk activity may be high while network activity is low or absent. That is expected: Steam is reading and checking local data rather than downloading continuously.
If verification repeatedly finds problems, or if several games on the same library behave similarly, return to the library-repair step. A recurring issue across multiple games points more strongly to the library, drive, permissions, or background software.
5. Move the game to another or faster drive
Steam updates can be storage-bound even when your internet connection is fast. Patching may involve many random reads and writes, and mechanical hard drives can pause while performing that work. A different drive is both a workaround and a useful diagnostic test.

Move an installed game
- Go to Steam → Settings → Storage.
- Select the drive containing the game.
- Tick the game’s checkbox.
- Click Move.
- Choose another Steam library and confirm.
To add a destination, open Settings → Storage and select Add Drive or the + control, then select or create a library folder.
If the game updates normally on the second drive, the original drive, its filesystem, its connection, or its workload is implicated. If both drives behave the same way, investigate cache, region, library permissions, and background scanning instead.
6. Free enough space for Steam’s temporary work
The advertised size of a patch is not always the amount of free space Steam needs. Steam may need room to download data, unpack it, create temporary files, patch existing files, and verify the result. A drive can therefore appear to have enough space for the final update while still failing during installation.
Check the specific drive that contains the Steam library, not only the Windows system drive. If the library is on another disk, freeing space on C: may not help.

Nearly full SSDs can also slow down because less free space remains for internal caching and wear-leveling operations. Remove or move unused games and large files, empty the recycle bin, and retry the update with a meaningful amount of free space available. The exact amount required varies with the game and the way its files are patched.
7. Stop antivirus and cloud software from locking Steam’s files
Antivirus tools can scan Steam’s temporary and library files while Steam is trying to write them. Cloud-sync and backup programs can create similar contention. Steam libraries should not be placed inside synchronized folders such as Desktop, Documents, OneDrive, Google Drive, or Dropbox.

First, close unnecessary applications and restart Windows. A full restart can clear file locks, pending updates, stuck services, and memory pressure that restarting Steam alone may leave behind.
Add targeted Windows Security exclusions
If Windows Security is interfering, add exclusions for the Steam installation folder and each separate Steam library folder:
- Open Start and search for Windows Security.
- Select Virus & threat protection.
- Under Virus & threat protection settings, select Manage settings.
- Under Exclusions, select Add or remove exclusions.
- Select Add an exclusion → Folder.
- Add the Steam installation folder and each Steam library folder individually.
Do not exclude an entire drive unless it is dedicated to games. Exclusions reduce scanning protection for the selected locations, so keep them narrow and remove them if they do not resolve the issue. If you use third-party antivirus, backup, or synchronization software, use its own settings to prevent it from scanning or synchronizing the Steam folders.

Steam’s network speed and disk-usage figures do not need to match. A download can pause while Steam:
- unpacks compressed data;
- patches existing files;
- performs random reads and writes;
- waits for antivirus or backup software;
- verifies the installation.
Consequently, zero disk usage does not automatically mean Steam is frozen, and high disk activity with little network activity can be normal. Give a large update time to complete its current phase, especially on a hard drive. If there is no progress for an extended period, the same phase repeats indefinitely, or Steam reports an error, use the steps above and note whether the issue affects one game or the entire library.
Fixes to avoid treating as universal solutions
Some commonly repeated suggestions are not established by the support guidance used here:

- Do not disable Windows write caching as a default fix. It is not a verified Steam solution and may reduce write performance.
- Do not assume running Steam as administrator will solve the problem. Repairing the library or moving it out of a restricted or synchronized location is the documented approach.
- Do not delete
appmanifest_*.acffiles casually. These files record Steam’s installation state, and deleting them is not a recommended first-line fix. - Do not confuse clearing the download cache with uninstalling games. The documented effect is flushing cached configuration data and cancelling active downloads, not removing installed game files.
A quick decision path
- One game is affected: verify its files, then consider moving it to another drive.
- Several games on one library are affected: repair that library and check its available space and drive performance.
- All downloads are slow: clear the download cache and test another nearby download region.
- Disk usage drops during patching but later resumes: wait; Steam may be unpacking, patching, or verifying.
- Updates fail or loop repeatedly: check free space, repair the library, restart Windows, and investigate antivirus or cloud-sync locks.
