A Steam download at 100% may still be unpacking, validating, or writing files to your drive. Before stopping it, check whether Steam is using the destination disk. If disk activity has stopped and the status does not change after a reasonable wait, work through the fixes below in order: restart Steam, clear its download cache, repair the library, then check the game files and storage.
First, check whether Steam is still processing the download
The network download reaching 100% does not necessarily mean installation is finished. Steam may still be allocating space, unpacking or decrypting data, validating files, or replacing existing files. A slow hard drive, nearly full drive, or antivirus scan can make this stage take longer than the download itself. If Steam’s disk-usage indicator is changing, or the destination drive is active, give it several minutes and keep watching. Large updates and slow or heavily scanned drives can take substantially longer; there is no universal wait time. Do not force-quit Steam while it is actively writing files unless there is a separate error or safety concern.
Check activity on your operating system
- Windows: Press Ctrl + Shift + Esc to open Task Manager. Check Steam’s Disk, CPU, and Network columns. For drive activity, open Task Manager → Performance → Disk and check the drive that holds the Steam library, not only the Windows system drive. Steam’s Downloads page may show disk use even when network speed is zero.
- macOS: Open Activity Monitor and check Steam-related processes under CPU, Disk, and Network. If you suspect storage trouble, inspect the target drive in Disk Utility.
- Linux: Use the desktop system monitor or, if installed, tools such as
iotop,iostat, anddf -h. Check that the library’s mounted drive has free space and is writable.
If there is no meaningful disk or CPU activity and nothing changes after a reasonable wait, move on to troubleshooting. If Steam displays an error such as “Disk Write Error” or “Content File Locked,” use the error-specific guidance below rather than treating the percentage as the diagnosis.

Restart Steam, then clear its download cache
Restart Steam and your computer
- Choose Steam → Exit; closing the window may leave Steam running in the background.
- Confirm Steam has exited, including from the system tray or background processes.
- Restart your computer, open Steam, and resume the download.
Valve includes restarting Steam and the computer in its installation and update troubleshooting guidance: Steam installation and update troubleshooting.
Clear the download cache
- Open Steam → Settings → Downloads.
- Select Clear Download Cache and confirm.
- Sign in again if Steam asks, then resume or restart the download.
This resets locally cached download configuration data so Steam can retrieve it again. You may need to start or resume the download afterward. It can help with a stuck client state, but it will not repair a failing drive, locked file, or inadequate free space. Repair the Steam library and check available space
Repair the library folder
- Open Steam → Settings → Storage.
- Find the drive and library containing the affected game.
- Select the three-dot menu (…) beside that library, then choose Repair Folder.
- Restart Steam and retry the download.
Library folders need suitable write permissions for installs and updates; Valve’s troubleshooting guidance includes repairing the library folder. If the option is unavailable or the problem returns, check whether the drive is mounted read-only, disconnected, or on an unreliable network share. Review security software’s quarantine history as well. Avoid changing folder ownership or permissions manually unless you understand the effects.
Check both the library drive and system drive
- Check free space on the drive that contains the Steam library and on the Windows system drive, where Steam or the operating system may need working space.
- Free additional space if either drive is nearly full. An update can need temporary working space beyond the final game size; the amount varies by game and update.
- Consider whether the library is on an external, removable, network, or cloud-synced drive. Disconnections, sleep settings, latency, and write permissions can interrupt file processing.
There is no reliable universal “extra space” figure: requirements depend on the game, update, file layout, and drive.

Try a different download region if the problem looks network-related
- Open Steam → Settings → Downloads.
- Under Download Region, choose the closest alternative region.
- Restart Steam if prompted and retry. If needed, test another nearby region.
Valve notes that regional content servers can be slow, overloaded, or affected by hardware problems, and advises trying the closest region and then the next closest if necessary: Steam download-region troubleshooting. This can help with a region-specific server issue, but it will not fix insufficient storage, broken permissions, or a failing drive.
Verify the game’s installed files
- Open Library, right-click the game (or select its gear icon), then choose Properties.
- Open Installed Files and select Verify integrity of game files.
- Wait for verification to finish, then retry the update or launch.
Verification is useful when a game is installed but will not update, Steam reports missing or corrupted files, the download returns to the queue after reaching 100%, or the game will not launch. Valve says the scan can take several minutes and may report files that failed validation; some local configuration files may intentionally differ, so that result alone does not prove the installation is damaged. See Valve’s file-verification instructions. Repeated failures warrant checking storage rather than repeatedly running the same scan.

Follow the displayed error and check the drive
When Steam shows an error, address it directly. Disk read/write errors, “Content File Locked,” “Corrupt Update Files,” and “Missing Downloaded Files” can point to different issues, including a process holding a file open, security software, permissions, or storage trouble.
For disk errors or “Content File Locked”
- Close the game and any related launcher that may still be running, then restart Steam.
- Review antivirus or endpoint-security quarantine and activity logs. Real-time scanning can temporarily hold newly changed files; Paradox’s support guidance describes this and other causes of locked-file and disk read/write errors: Paradox: disk read/write error or content file locked.
- If security software is involved, follow its vendor’s instructions for a narrowly scoped Steam-library exclusion only if appropriate. Do not leave protection disabled indefinitely.
- Check the drive for filesystem errors using your operating system’s tools. Back up important files before further testing if the drive reports repeated errors.
Also check for a full or disconnected drive, insufficient permissions, another application holding a Steam file open, or signs of failing storage. Avoid deleting files from Steam’s steamappsdownloading folder as a first response.

Test the game on another Steam library drive
- Open Steam → Settings → Storage.
- Select the + button to add or select another library folder.
- Install or move the affected game there, then retry the download or update.
Valve recommends testing another hard drive as part of installation troubleshooting: Steam installation and update troubleshooting. Use the result to narrow the cause:
- It works on the second drive: Check the original drive, filesystem, permissions, cable or enclosure, and security-software rules.
- It fails on every drive: Look next at Steam’s client state, network, operating system, or a game-specific issue.
- Only one game is affected: Verify that game’s files and check its developer support or community channels before assuming all of Steam is broken.

Steam’s Offline Mode guidance distinguishes “100% – Ready” from a guarantee that every launch requirement is satisfied: Steam Offline Mode and game readiness. Treat a failure to launch as a launch problem, not a still-running download.
Reinstall Steam only after the other checks
If the client itself may be damaged, reinstalling Steam is a last resort. First back up the game libraries and confirm the location of every library folder. In particular, preserve each steamapps folder. Valve has guidance for repairing Steam while preserving steamapps: Steam client repair guidance.
Do not casually use the operating system’s uninstall process: Valve warns that uninstalling Steam can delete game content. The exact risk depends on the installation and library locations, so verify your backups and the relevant Valve instructions before proceeding: Steam installation and update troubleshooting.

If the same failure continues on another library drive, or only one game is affected after file verification, contact Steam Support or the game developer with the exact error text and the affected game and drive. If multiple games repeatedly fail verification, files disappear, or the operating system reports drive errors, back up important data and investigate the storage hardware before repeatedly downloading updates. For a slow or unresponsive installation, SEGA’s support article also recommends cache and region checks: SEGA: installer or update will not complete or is slow.
