Yes, conditionally. A refurbished Dell OptiPlex can run a simple, low-motion YouTube stream from OBS, but the name on the case does not establish that a particular unit can encode continuously. Verify its exact hardware, test the intended stream for an extended period, and account for broadband, electricity, backup power and recovery—not just the desktop’s purchase price.
When an OptiPlex is a sensible choice
A refurbished OptiPlex may suit a fixed scene, a still image with audio, or a lightly animated loop at a modest resolution and frame rate. Such a workload is generally less demanding than gameplay or a scene with several animated sources, but this is a practical workload distinction, not a performance guarantee for any OptiPlex model. OBS rendering and encoding consume system resources, and the exact CPU, integrated graphics and encoder support matter. OBS’s encoding-performance guidance explains why encoding load and rendering load can cause problems.
Do not buy on the OptiPlex family name alone. The available evidence does not establish a particular model’s sustained OBS performance, continuous-duty lifespan or power draw. Treat the actual refurbished unit—not its model line—as the thing to qualify.
What to check before buying
- Exact processor and encoder: Ask for the CPU model and generation, integrated graphics, and supported hardware-encoding options. Confirm that the encoder you plan to use is available in your OBS setup.
- Memory and storage: Check installed RAM and SSD health; budget for replacement parts if needed.
- Condition and recourse: Ask about sustained thermal condition, noise, warranty and return window. A return period is useful only if it gives you time to test the real workload.
- Power and peripherals: Check the desktop’s measured wall draw under the intended workload and include the router and modem in any backup-power plan.
- Total cost: Include the desktop, upgrades, UPS, networking, electricity, broadband and the time or tools needed to monitor and recover a stream.
Set OBS for a conservative YouTube stream
Start with a modest output that your connection and machine can sustain. YouTube’s live encoder settings guidance says to choose quality for a reliable connection and provides these H.264 bitrate recommendations:

These are YouTube ingestion figures, not a promise that an ISP connection with the same upload rate will be stable. Leave headroom for normal variation; if upload fluctuates, try 720p30 rather than pushing 1080p30. Use the settings appropriate to your selected encoder and check YouTube’s current guidance when configuring the stream.
- Use H.264 with constant bitrate (CBR).
- Set a 2-second keyframe interval, as recommended in YouTube’s advanced settings.
- Use AAC or MP3 audio.
- Use RTMPS where supported by your encoder and YouTube workflow.
In OBS, select the intended encoder and set resolution, frame rate, bitrate, rate control and keyframe interval in the output and video settings for your version. Labels and available hardware encoders can differ by OBS version and machine, so verify the resulting stream in YouTube Studio rather than assuming a setting took effect. Create or select a YouTube live stream, copy its stream key into OBS’s stream configuration, and keep the key private. YouTube’s encoder setup guide covers creating a live stream with an encoder.

Test the actual unit and connection
- Build the real scene. Use the same video or motion, overlays, resolution, frame rate and audio you intend to run—not an empty OBS canvas.
- Use the intended connection. Ethernet is a practical choice between PC and router where available, but it cannot correct weak ISP upload capacity or an upstream outage.
- Run a representative extended test. Watch OBS’s rendering and encoding statistics and YouTube’s stream health throughout. A successful brief launch does not demonstrate round-the-clock reliability; YouTube recommends testing representative content and monitoring stream health.
- Check unattended behavior. Confirm the machine does not sleep, and review how operating-system updates, restarts and OBS recovery are handled. Test any restart or watchdog arrangement; it should restore transmission without creating a repeated failure loop.
- Keep a recovery path. Decide who or what will detect a dropped stream, restart it, and check that it is live again. Local encoding depends on the desktop, power and internet connection all continuing to work.
Plan for YouTube session limits
“24/7” needs an operating plan, not just an encoder left open. YouTube says completed live streams under 12 hours are automatically archived; that archive threshold is not a guarantee that one live session can run indefinitely. Estimate electricity cost with a meter and your bill
There is no defensible monthly OptiPlex electricity estimate without measuring the exact setup. Measure wall power after it reaches steady state, ideally with the desktop and any always-on networking equipment included. Then calculate:

Use your own current bill or DISCOM schedule. India does not have one household tariff applicable across states, utilities and consumption slabs; bills can also include fixed charges, taxes, duties, fuel adjustments or slab changes. The Central Electricity Authority tariff-and-duty reference lists state- and utility-specific values with varying effective dates. As a strictly local illustration, the Lakshadweep Department of Electricity’s FY 2026–27 normal domestic schedule lists ₹3.55/kWh for the first 100 units and ₹5.30/kWh for 101–200 units. A UPS can provide only the runtime it is sized to deliver. Include the desktop, router and any modem needed for internet access; backing up the PC alone will not preserve the connection. Choose capacity for the desired hold-up time and test how the whole setup behaves during a power interruption. Dell’s India guidance notes the local supply is 220–240 V, but does not specify OptiPlex stream power consumption or guarantee uninterrupted operation: Dell India power troubleshooting.

Even with a UPS, the stream remains dependent on broadband and upstream service. Ethernet can reduce one local wireless variable, but it cannot prevent ISP outages or improve the provider’s available upload capacity. Check the connection at the location where the PC will run, and test under the same conditions as the intended stream.
Compare local OBS with a cloud-running option
Running OBS on the OptiPlex gives you direct control over scenes and avoids a streaming-service subscription, but it makes the stream dependent on local hardware, power and connectivity, and leaves you responsible for restarts and monitoring. A cloud service shifts the always-on playback and recovery burden away from the home PC; compare recurring cost, scene control and the recovery process before choosing.

Copyright and monetization still matter
Hardware and a successful encoder test do not establish that the material is safe to stream or eligible for monetization. Make sure you have the necessary rights to every video, music track and other material in the loop, and review YouTube’s copyright and reused-content rules before leaving content on air.
