Neither Oracle Cloud Infrastructure (OCI) region is a proven winner for a 24/7 YouTube stream. Mumbai (ap-mumbai-1) and Hyderabad (ap-hyderabad-1) are both live commercial regions, and Oracle’s published pricing policy does not make one inherently cheaper. Oracle and YouTube do not publish a direct comparison of YouTube ingest latency or reliability between them. Test the same encoder setup from both regions, then choose based on measured stream health, capacity and your actual bill.

Oracle’s directory does not report measured latency to YouTube or compare packet loss, dropped frames or uptime for these routes. Mumbai’s listed Google Cloud interconnect only matters if your architecture uses that connection; it does not establish an advantage for reaching YouTube Live. Which region has lower latency or is more reliable?
The published information does not establish a universal answer to either question. City distance, a provider backbone description or the presence of a listed interconnect is not a substitute for testing the actual public-internet route from your encoder to YouTube’s ingest destination.
OCI lists one availability domain (AD) in each region. Each AD has three fault domains, which can help distribute instances across separate hardware groups for some hardware failures or maintenance events. Fault domains are not another AD, another region or proof of end-to-end 24/7 availability. Plan for process, host and network interruptions, and test recovery rather than treating a single-region deployment as guaranteed continuous service.

Test both regions with the same YouTube stream
- Confirm account access and capacity. Check that your tenancy can subscribe to the region and that the intended compute shape is available with sufficient quota. Trial, free-tier and pay-as-you-go tenancies are limited to one subscribed region by default; pay-as-you-go tenancies may request a limit increase. Universal monthly credit tenancies may subscribe to all publicly released commercial regions. Check your tenancy’s current limit and region availability in Oracle’s region documentation.
- Deploy matching test systems. Use the same compute configuration, operating system and encoder image in
ap-mumbai-1andap-hyderabad-1. Keep the configuration identical so the region is the main variable. - Configure the same YouTube output. Use the same codec, resolution, frame rate, bitrate, ingest destination and RTMPS settings. YouTube recommends RTMPS, constant bitrate encoding and a two-second keyframe interval (not exceeding four seconds). Keep stream keys secret; do not include one in logs, screenshots or a shared test document.
- Run a representative private or unlisted test. Include the audio and motion expected in the real stream, and run long enough to reveal sustained-throughput or reconnect problems. YouTube recommends testing before going live and matching bitrate to a reliable upload connection. Its encoder settings and bitrate guidance lists H.264 recommendations of 14 Mbps for 1080p30 and 17 Mbps for 1080p60. These are YouTube’s recommended encoder settings, not guaranteed network capacity or a cloud-cost estimate.
- Record comparable results. Track encoder-side dropped frames, reconnects, bitrate variation, network errors and CPU or memory pressure. Also note YouTube Live Control Room stream-health messages. Repeat at different times; one brief test is weak evidence for a continuous stream.
- Compare the bill for your design. Price the exact instance runtime, storage, IP and other selected services. Calculate outbound stream data from bitrate and runtime, allowing for protocol overhead and other outbound traffic, then verify the billing treatment in Oracle’s current estimator and pricing pages. Choose the region with the better observed result for this configuration, subject to capacity and cost.
Understand OCI pricing for a continuous stream
Oracle says OCI service prices are consistent across its global regions. Its networking pricing states that the first 10 TB per month of public internet egress is free and intra-region data movement is free. That allowance is for eligible egress, not a free always-on machine, storage, IP address or complete streaming architecture. Charges beyond the allowance and charges for other services depend on the setup; check Oracle’s OCI pricing and networking pricing for current rates.
Oracle’s pricing page gives an example of $340 for 50 TB per month of public bandwidth transferred out, based on published pricing as of December 5, 2024. It is an illustrative comparison, not a personalized quote or a Mumbai-versus-Hyderabad price difference. Do not use it as a forecast for your own stream.

Plan recovery instead of assuming 24/7 availability
For a single-region deployment, document how the encoder restarts after a process failure, host interruption or lost network connection. Keep persistent state and stream-key secrets handled deliberately, set up monitoring and alerts, and rehearse the recovery procedure. A second fault domain can help with some hardware-level failures, but it does not remove the single-AD or end-to-end service risks. A tested backup publishing plan is especially important if viewers depend on the channel staying live.
Do not confuse OCI Media Streams with a YouTube live encoder
Oracle documents Media Streams for packaging stored video for delivery from OCI or through a CDN: its described workflow uses video in Object Storage, Media Flow to create variants and HLS playlists, and Media Streams to ingest a valid HLS master playlist for packaging. That documented role does not establish Media Streams as the standard encoder for sending a live feed to YouTube. Oracle marks its sample workflow demonstration-only, not production use.
