You can run recorded news clips as a continuous YouTube livestream by sending a scheduled playlist or playout feed through a software or hardware encoder connected to YouTube Live. First clear the rights to every clip and its audio, then verify the channel can livestream, configure the feed, test it in YouTube Studio, and monitor it while it is live. A 24-hour broadcast also needs an archive plan: YouTube says streams under 12 hours are automatically archived, so do not assume a full-day stream will be saved as one video.
Before you set up the stream, clear the clips
Recorded does not mean cleared. For each clip, confirm that you have permission for the planned live transmission and any archive or replay, in every territory where viewers can access it. Check the footage and any embedded music, photographs, graphics, or other protected material, and follow any attribution or licensing conditions.
YouTube’s livestream terms say: “You represent and warrant that you have all necessary rights for the exploitation of the Live Content on the Google Services throughout the world.” See YouTube’s Livestream terms and conditions.
YouTube scans live streams for third-party content, including other broadcasts. A match can prompt a warning and, if the content remains, a temporary interruption or termination. If you have a licence, ask the rights owner whether they need to add your channel to their Content ID allowlist; having permission alone does not guarantee the stream will avoid an automated interruption. Check channel eligibility and choose a playout method
YouTube requires a verified channel with no live-stream restriction in the preceding 90 days. The first livestream activation can take up to 24 hours, and YouTube’s help page sets a minimum age of 16 to livestream. Check eligibility and enable live streaming before your planned launch date: Get started with live streaming.
The broadcast path is an encoder sending a feed to YouTube. YouTube documents both software encoders and standalone hardware encoders; it does not require a particular playlist scheduler or encoder for a 24/7 recorded-clips setup. For higher-production-value events, YouTube recommends professional-grade hardware, but that is not a requirement for this use case. Compare the practical trade-offs before choosing:

For either route, the encoder or playout system must keep producing a continuous feed from your programmed clips. Check its documentation for playlist scheduling, transitions, audio handling, and recovery after a fault; YouTube’s encoder instructions explain how to connect a feed, not how to automate a 24/7 playlist. Set up and test the YouTube Live connection
- Build the playlist or playout feed. Add only clips cleared for the intended live and archive use. Configure the order, transitions, graphics, and audio in the playout application or production system. Confirm that the feed continues into the next item rather than stopping at the end of a file or playlist.
- Create or schedule the broadcast. In YouTube Studio, select Create → Go Live, then create or schedule the stream in Live Control Room. Set the intended title, visibility, and other stream details there.
- Connect the encoder. Copy the stream URL and stream key from YouTube Studio into the encoder’s connection settings. The stream key is a credential that lets YouTube accept the encoder feed; keep it private and do not put it in public documentation or overlays. Follow YouTube’s encoder instructions for the applicable encoder workflow.
- Preview before going live. Check the Live Control Room preview, then confirm the public watch page is accessible as intended. Watch and listen for missing clips, black frames, audio problems, abrupt transitions, and playback stalls.
- Test recording, archive, and failover. Verify any local recording or archive files are being created and growing as expected. If you have a backup encoder, deliberately test the handoff before relying on it. YouTube advises creators to monitor quality and test backup-encoder failover in its livestreaming tips.
Keep a 24/7 broadcast monitored and plan its archive
Unattended playback is not the same as a monitored broadcast. Check the live signal, picture and sound, playlist progression, and encoder or network status. Have a named person and a restart procedure for playback faults, dropped connections, and copyright warnings. YouTube’s live-copyright guidance explains that detected third-party content can interrupt or end a broadcast; monitoring does not replace rights clearance.

YouTube says streams under 12 hours are automatically archived. That does not establish that a 24-hour run will be preserved as one complete automatic archive. Decide how you will retain the program—such as by scheduling shorter broadcasts or keeping a separate recording—and verify the resulting archive rather than assuming it exists in full. Check YouTube’s current encoder and stream guidance before choosing a workflow.
Copyright permission and monetization are separate questions
Permission to use a clip does not automatically make a channel eligible for monetization. YouTube applies its monetization policies to livestreams and may treat republished material with little original commentary or substantive modification as reused content, even if the creator has permission. Give the program clear original value—for example, reporting, context, analysis, or substantial commentary—rather than simply looping clips. That may help distinguish the program, but it does not guarantee monetization approval. See YouTube’s channel monetization policies.

YouTube’s policy page says its July 15, 2025 update renamed “repetitious content” to “inauthentic content” to clarify how repetitive or mass-produced work is treated; it also says the reused-content policy did not change. Treat lightly transformed clip programming as a monetization risk, not as an automatic copyright finding.

- The channel cannot go live: verify the channel and check for a live-stream restriction. If livestreaming was just enabled, allow for activation, which YouTube says can take up to 24 hours.
- YouTube does not receive the encoder feed: compare the stream URL and stream key in the encoder with the current values in Live Control Room. Check that the encoder is sending and that its connection settings match YouTube’s instructions. Keep the key private.
- The stream is interrupted after a copyright warning: stop the unlicensed material and resolve the rights issue before restarting. For content you are licensed to use, contact the owner about Content ID allowlisting; do not assume a licence prevents automated matching.
- The playlist stops or repeats incorrectly: inspect the playout application’s schedule, file availability, and end-of-playlist behavior. Test a complete cycle before launch and ensure there is a recovery procedure for a stalled player.
- Picture or audio degrades, or the feed drops: check the encoder and network status, then inspect the preview and recording. Use YouTube’s recommended monitoring practices and test any backup-encoder failover rather than assuming it will work.
- The full-day archive is missing or incomplete: do not rely on automatic archiving for a broadcast lasting 24 hours. Verify the archive workflow and retain a separate recording or divide the schedule into shorter streams if that meets your needs.
- The channel is not monetized despite having clip permissions: review the reused-content policy separately from copyright. Permission does not replace the need for original commentary, substantive transformation, or clear audience value.
