There is no objective canon for the best video game character arcs. This ranking favors characters whose change is visible, psychologically credible, shaped by the story as well as the player, and given a meaningful payoff. It weighs authored stories and player-influenced role-playing games on the same terms: agency matters, but it is not a substitute for well-earned development.
The order is an editorial judgment, not a measured consensus. Some picks unfold over one game; others depend on multiple entries. Spoilers follow for the games and arcs discussed.
How this ranking weighs character arcs
A strong arc is more than a character becoming kinder, tougher, or more powerful. The ranking considers four connected questions:
- Change: Does the character’s outlook, conduct, or relationship meaningfully shift?
- Credibility: Does that shift follow from the pressures and choices the story presents?
- Player involvement: Does the player witness, influence, or reflect on the change? A fixed story can still be powerful; branching choices are not an automatic advantage.
- Payoff: Does the ending make the change matter emotionally or thematically?
The ten selections below are an argued shortlist, not a definitive industry ranking. The Last of Us, Red Dead Redemption 2, and Mass Effect 2 appear in broad narrative-game coverage, but that context does not establish a consensus about character arcs.

The 10 best video game character arcs
1. Joel Miller — The Last of Us
Joel’s arc is often reduced to a simple lesson about learning to care. The more compelling version is about a bond taking shape under pressure—and the moral test that bond creates. Hired to smuggle 14-year-old Ellie out of a quarantine zone, Joel begins a cross-country journey with someone he initially treats as a responsibility. The official premise sets up a relationship that changes through shared danger rather than a sudden conversion.
Writer and director Neil Druckmann described the game as a story that introduces a character and watches a bond evolve. He also said, “If we never do a sequel we’re ok with it, because we told the story we needed to tell.” The ending makes that completed story difficult: Joel’s attachment to Ellie does not resolve neatly into redemption. It forces the player to reckon with the values and loyalties the relationship has built. That uneasy payoff is why the arc ranks first.
Druckmann’s 2013 PlayStation.Blog interview discusses the story’s development. PlayStation’s The Last of Us Part I page describes Joel’s assignment and the journey that follows. PlayStation attributes more than 200 Game of the Year awards to The Last of Us; that is the publisher’s figure, not an independently audited count or a measure of arc quality.
2. Arthur Morgan — Red Dead Redemption 2
Arthur’s story earns its place through the friction between the life he has lived and the person he might still become. He is not simply handed a clean slate: his loyalties, habits, and place in a deteriorating gang make change costly. The arc’s force comes from watching him assess what those loyalties have produced and decide what, if anything, he can do with the time and choices left to him.

Player decisions can shape how that reckoning feels, but the possibility of influence is not the whole achievement. Arthur’s development works because the story gives his choices consequences and makes the ending answer to the character’s history. His arc is a strong example of a player-shaped story that remains anchored in a defined person.

3. Ellie Williams — The Last of Us Part II
Ellie’s arc in Part II is not a straightforward story of recovery or moral improvement. The game follows her through grief, pursuit, and the damage that violence does to the person carrying it out. Its divided perspective makes the player confront the consequences of revenge rather than allowing identification with one character to settle the moral question.
NPR’s 2021 discussion interprets the shifting perspective as an invitation to contend with violence and vengeance. That is an analysis of the game’s structure, not a claim about every player’s response. The arc’s power—and its divisiveness—lies in asking the player to inhabit a course of action, then reconsider what that involvement means.

4. Commander Shepard — Mass Effect trilogy
Shepard’s arc spans three games, which makes continuity its main strength and its main complication. Across the trilogy, a player can shape relationships and decisions while Shepard remains the central figure facing an escalating responsibility. The arc is therefore partly authored and partly player-directed: its specifics vary, but the recurring pressure to lead, choose, and live with consequences gives the journey a throughline.
That flexibility is not proof of superior writing by itself. Shepard ranks highly because the trilogy gives choices a continuing context; the character’s development is experienced across commitments and consequences, not just selected from a menu. The relevant entry point is the Mass Effect trilogy, rather than one isolated game.

5. Cloud Strife — Final Fantasy VII
Cloud’s arc is built around the gap between the identity he presents and the person beneath it. His development gains force as the story puts that self-image under pressure and makes the truth matter to his relationships and sense of purpose. The payoff depends on revelation, but it is not only a twist: it changes how the player understands earlier behavior and what Cloud must do next.
Cloud ranks below characters whose change is more consistently expressed through ongoing choices, but his story remains a notable example of identity and memory driving character development. The arc is most fully understood through Final Fantasy VII’s central story.
6. Kratos — God of War (2018) and Ragnarök
Kratos’s later arc is about trying to relate to his son without repeating the violence and emotional distance that defined his earlier life. God of War (2018) makes that effort concrete in the way he speaks, teaches, and responds to Atreus; Ragnarök continues the conflict as the boy’s growing independence tests Kratos’s desire to protect him.
The change is compelling because restraint is difficult for Kratos, not because his past simply disappears. The arc spans both games: the 2018 entry establishes the father-son relationship, while Ragnarök develops the consequences of trying to guide someone who must make his own choices.
7. Lee Everett — The Walking Dead
Lee’s arc is shaped by a relationship and a limited stretch of time. As he protects Clementine, the player sees a man’s past collide with the example he wants to set for a child. The emotional question is not whether he can erase what came before, but what he can teach and do now.

Player choices make the relationship feel participatory, yet the fixed limits of the story keep the focus on responsibility rather than wish fulfilment. Lee ranks here for the clarity of that bond and the way the ending gives it weight.

Clementine’s development gains its meaning from continuity: the child Lee tries to protect grows into someone who must make difficult decisions for herself and others. Across the series, the player watches her move from dependence toward leadership, while earlier experiences remain part of the person she becomes.
Her arc is less concentrated than Lee’s because it unfolds across multiple games and changing circumstances. That breadth is also its appeal: the series lets a player see how survival, care, and the example of others can shape a character over time.
9. Tidus and Yuna — Final Fantasy X
Final Fantasy X’s character development is strongest when viewed through Tidus and Yuna’s relationship. Tidus enters a world he does not understand, while Yuna carries a mission whose costs are woven into her responsibilities. Their developing bond brings those different perspectives together and changes how they face the story’s demands.
This is a paired arc rather than one protagonist’s transformation. It ranks below the most fully sustained individual journeys here, but the contrast between the characters gives their relationship and its emotional payoff much of the game’s force.

10. Kim Kitsuragi or Harrier “Harry” Du Bois — Disco Elysium
Disco Elysium makes character development unusually dependent on the player’s interpretation and choices. Harry begins in a state of personal collapse, and the player decides how he approaches the investigation and the people around him. Kim, by contrast, is a steadier presence whose relationship with Harry develops through their work together.
Either character could anchor a case for inclusion: Harry offers a player-shaped portrait of possible change, while Kim’s arc is quieter and relational. They share the final place because the game’s distinctive strength is how personality and partnership emerge through play rather than a single fixed transformation.

For Joel and Ellie’s story, PlayStation’s US storefront lists The Last of Us Part I Standard Edition as a PS5 disc game. PlayStation describes Part I as including the complete single-player story and Left Behind, which explores events in Ellie’s life with her friend Riley. The publisher recommends experiencing the main single-player story first.

Why this order is debatable
Rankings change with the criteria. A player who values branching agency most may put Shepard or Harry higher; someone who prioritizes a tightly composed relationship story may favor Joel, Lee, or Kratos. A multi-game arc has room for long-term continuity, while a single-game arc can deliver a more concentrated payoff.
The order here gives the most weight to earned change and thematic consequence, while treating player agency as one way—not the only way—to make a character’s development matter. Public discussion uses questions such as “Which game has the best character arcs?” and “What game had the best character development?” Those are useful prompts, not evidence of a universal answer.
