Plan the city before you detail its buildings: choose its character and site, reserve landmark locations, connect them with main routes, mark districts and plots, then test the outline in the world. A grid, an irregular street pattern, or a terrain-following plan can all work; the right choice depends on the city you want to build and the land available.
1. Decide what city you are building and where it will go
Start with a broad identity: a compact town, a modern grid, a medieval settlement, or another idea. Then choose a site that can support the intended scale. If you are building on existing terrain, note coastlines, rivers, steep slopes, and other natural barriers before drawing routes. Do not begin by assigning every building a precise footprint. First establish the city’s broad character and the area it needs; the outline can change as you test it.
2. Reserve locations for the landmarks
Mark a few features that will organize the city: perhaps a town center, station, harbor, civic building, or prominent landmark. Decide where these anchors belong before filling the site with smaller buildings. These locations give your main streets somewhere to lead and help the districts relate to one another. Keep the selection to the features that genuinely define this particular city; there is no required landmark count.
3. Choose a street pattern that fits the city
A grid is straightforward to block out and repeat. An irregular plan can suggest a settlement that grew over time or one shaped by natural features. Neither is a universal standard: choose based on the look, navigation, terrain, and fictional history you want. These are design trade-offs, not measured performance results. A hybrid can work too: use a planned center and let outer streets adapt to a river, coast, or slope.
4. Draw the main routes, districts, and plots
Sketch a few primary streets or paths linking the anchors. Then mark broad district boundaries and building plots in relation to those routes. Separate districts by use or architectural identity where it makes the city easier to read; for example, a civic center might have a different character from a harbor or residential area. Make transitions visible with signs, walls, changes in paving or other materials, or a shift in architecture. The markings are there to communicate the plan—not to lock you into a permanent map.
5. Test the outline before building façades
Walk or fly the proposed routes and check whether the plots fit the buildings you have in mind. Look for disconnected streets, awkward turns, blocked views, and places where the city needs room for a connection or later expansion. If the plan feels cramped or confusing, revise the marks now rather than moving finished buildings later.

Minecraft’s official mega-build guide recommends using real-world inspiration, sketching an outline with coloured wool, shaping terrain, and making a three-dimensional skeleton before detailing. Its advice is about mega-bases rather than city planning, but the same low-cost sequence is useful for testing a city’s shape and scale (Minecraft: How to Build a Mega Base). Once the rough plan works, build one representative structure or block to check the architectural language and relative scale before repeating it across the city.

Vanilla outline
A map sketch or temporary block markers are enough to lay out routes and district boundaries. Coloured wool can make an outline easy to see in the world, while a simple three-dimensional skeleton lets you judge shape before adding detail, as described in Minecraft’s mega-build guide (Minecraft: How to Build a Mega Base).

Bedrock Editor
For supported Bedrock workflows, Microsoft documents multiblock selection, brush tools, undo and redo, and clone or transform features on its Creator Tools page. Microsoft Learn explains coordinate-based marquee selections, resizing, filling, and transformations in the Editor commands documentation. These features can help mark, alter, or repeat large areas, but they do not prescribe a city-planning method; check the current documentation for your setup.
WorldEdit
WorldEdit’s official quick start describes selecting a cuboid by setting two points. Whether you need permissions or cheats depends on your server or single-player configuration, so check the instructions for your exact game version and mod loader (WorldEdit quick start).
Survival terrain work
Minecraft’s mega-build guide describes terraforming with WorldEdit in a Java/creative context and notes that a hollow shell can be used for a similar shaping step in Survival. These approaches are not identical, so choose the one that fits your world and play style (Minecraft: How to Build a Mega Base).
7. Compare an open site with a terrain-following plan
An open, relatively flat site can make routes and blocks easier to lay out, while a terrain-following plan can make rivers, slopes, and coastlines part of the city’s character. Consider how much terrain work each option requires, whether the landform helps create the look you want, and whether routes remain understandable. Neither approach is categorically better; test the outline against the actual site before committing.
