The answer depends on where the property is, what kind of solar installation it is, and which planning rules apply. Planning approval and private legal liability are also separate questions: a planning authority may assess glare without deciding whether one neighbour is legally liable to another.
What does “responsible” mean in a glare complaint?
Responsibility can refer to more than one issue. A planning authority may consider glare when deciding whether a particular development needs approval or meets planning conditions. A separate private dispute asks whether someone has a legal duty or liability to a neighbour. The UK planning sources discussed here describe planning controls and assessment; they do not establish a general civil-liability rule or decide an individual dispute.
The available examples are from the UK, and the rules differ by jurisdiction and development route. They do not establish the law in other countries. Even within the UK, the installation’s location, type and planning status matter.
Why the installation and location matter
Solar panels are designed to absorb sunlight, but reflections can still occur at certain angles. UK draft energy infrastructure policy distinguishes glint—a momentary flash from direct reflection—from glare, a continuous source of excessive brightness experienced by an observer in the path of reflected sunlight. Nearby homes can be relevant receptors in an assessment. The draft EN-3 policy describes mapping receptors and deciding whether further assessment is needed; it is draft policy, not a final binding rule.

Where an assessment is warranted, the relevant questions may include whether the reflection is geometrically possible, its angle and intensity, how long it lasts, and whether it impairs the affected receptor. Technical advice for nationally significant solar projects similarly describes mapping potentially sensitive receptors and using modelling where glare potential is identified. Factors can include panel height, direction, type, location and extent, as well as the identity of affected receptors. Planning Inspectorate technical advice addresses that project context; it should not be treated as a universal procedure for every domestic installation.

What to do if glare is affecting your property
- Identify the jurisdiction and installation. Establish the country and local authority, and whether the panels are on a home or other building or form part of a standalone development. Rules can differ across those categories.
- Keep a factual record. Note when glare occurs, where it appears, how long it lasts, and which rooms or outdoor areas are affected. This is practical documentation, not a legal requirement.
- Check the planning record. Ask the local planning authority about the relevant planning decision, prior-approval documents or permitted-development conditions. The England Order and Welsh guidance illustrate why the exact route matters; neither creates one complaint process for every case.
- Ask what assessment applies. If a planning assessment is relevant, useful information may include the location and direction of the panels, panel type, reflection geometry, timing and duration, intensity, and the affected receptor locations. A qualified professional familiar with local planning rules may help assess technical questions.
- Keep planning and private claims distinct. A planning review may address development controls, but the sources do not say that a local authority will resolve a private nuisance claim. Avoid assuming who is liable until the applicable law and case facts have been assessed.
