What Happens to Premier League Clubs After a Financial-Rules Breach? Points Deductions, Appeals and Expulsion Explained

Premier League financial breaches do not bring a fixed automatic penalty. Here is how PSR decisions and appeals worked, what happened in key cases, and what replaces PSR from 2026/27.

A Premier League financial-rules breach does not trigger an automatic points deduction or expulsion. Under the Profitability and Sustainability Rules (PSR), an independent Commission decided whether a breach had occurred and what sanction was appropriate; an appeal could then change that decision or penalty. From the 2026/27 season, PSR has been replaced by Squad Cost Ratio (SCR) and Sustainability and Systemic Resilience (SSR), although earlier PSR cases can still be enforced.

What happens after an alleged breach?

The Premier League Board can investigate a suspected breach. In a PSR case, it could refer the matter to an independent Commission, which decided whether the rules had been broken and, if so, what sanction to impose. A club might admit a breach, dispute the calculation or jurisdiction, or challenge only the proposed penalty; those are different issues and can lead to different outcomes.

Proceedings were held privately, but the Commission’s final decision was published. The League’s stated sanction range includes fines, points deductions and other sporting sanctions. There was no fixed points tariff that applied to every PSR breach.

Are points deductions automatic?

No. A deduction was possible, not automatic, and the sanction depended on the individual decision. The published cases below show why it is unsafe to infer a standard penalty or a points-per-pound formula from a few prominent examples.

Nottingham Forest, period ending 2022/23 Forest admitted exceeding its applicable £61 million threshold by £34.5 million. Its Championship seasons reduced the threshold. An independent Commission imposed an immediate four-point deduction after an expedited hearing.

These decisions are examples, not a statistical sample. The official material does not establish an average deduction or a general likelihood of success on appeal.

How could a club appeal?

A party could challenge a Commission decision under Section W of the Premier League Rules. An independent Appeal Board could dismiss or allow an appeal, or make another order it considered appropriate, including varying the sanction. An appeal did not necessarily dispute whether a breach occurred: Everton’s first case shows that a club could accept the breach while contesting the penalty.

Appeal timing and effect were not universal. The League adopted Standard Directions for certain PSR cases to seek resolution during the complaint season and before the following Annual General Meeting. That does not establish that every appeal automatically suspends a deduction or will be decided before a particular match. The Leicester jurisdiction case followed a different timetable because the club had been relegated before those directions came into force.

How did the PSR threshold work?

For the PSR era, the League assessed a club’s aggregate Adjusted Earnings Before Tax over the relevant assessment period. The Premier League’s published explanation stated a maximum threshold of £105 million, reduced by £22 million for each season the club had spent in the Championship during that period.

Forest illustrates why the headline £105 million figure was not every club’s applicable limit: its Championship history brought its threshold down to £61 million. Its case therefore cannot be accurately described as a £34.5 million excess over a £105 million allowance.

Why do Leicester’s cases need to be kept separate?

Leicester’s alleged Premier League PSR case for 2022/23 ended on a jurisdiction issue, not with a Premier League PSR penalty. The Commission rejected Leicester’s jurisdiction challenge, but the Appeal Board upheld the club’s appeal; the League said it could not act for exceeding the threshold in the relevant periods.

A later Leicester decision concerned a different competition and rule set. It was an EFL Profitability and Sustainability (P&S) breach for 2023/24. A Commission recommended a six-point deduction, and the Appeal Board upheld that recommendation in April 2026 after promoted-club rules brought the matter into the Premier League process. It should not be described as a new Premier League PSR breach.

Can a club be expelled?

Expulsion is an extreme possible sanction for a serious Rule Book breach, not the normal or expected result of a financial breach. The Premier League’s governance explanation says expulsion has never occurred in the competition’s history. That broad statement does not mean that a PSR or current financial-rules breach automatically carries an expulsion risk; points deductions, fines and other sporting measures are distinct possible outcomes.

What rules apply from 2026/27?

PSR no longer applies to seasons from 2026/27 onward. The current framework uses Squad Cost Ratio (SCR) and Sustainability and Systemic Resilience (SSR). The League’s transition explanation preserves its ability to initiate or continue PSR enforcement for periods ending in 2025/26 or earlier, so a current-season rule change does not erase legacy cases.

Squad Cost Ratio (SCR)

SCR focuses on on-pitch spending. Its green threshold is 85% of football-related revenue plus net profit or loss on player sales. Clubs also receive a multi-year allowance that sets a higher red threshold; the League’s 2026/27 explanation describes an initial allowance of up to 30% above green. Under the rule mechanics, a club above green but below red through the applicable tests can face a levy, while crossing red can lead to a sporting sanction. SCR includes in-season monitoring.

Sustainability and Systemic Resilience (SSR)

SSR assesses liquidity, future financial information and equity. If a club is non-compliant, it must show how it will return to compliance through a business plan. If the plan is not satisfactory, the Board may impose defined measures, including approval requirements for registering new contracts, spending limits, or disciplinary powers under Rule W.3.

How to read a financial-rules decision

To understand what a reported case means, identify the assessment period and rule set first, then check the club’s status during that period. Next, distinguish what was admitted or disputed—breach, calculation, jurisdiction or sanction—and compare the Commission’s original decision with any appeal outcome. A deduction reported at the start of proceedings may not be the final penalty.
