The NFL’s emergency third-quarterback rule lets a team dress a designated quarterback without using a regular game-day active-list spot—but only under specific roster and injury-related conditions. It is not a free option to replace a struggling starter: the first two quarterbacks must be unable to participate because of injury or disqualification (or, under the NFL Record & Fact Book description, while one is undergoing a medical examination). An already-active player at another position can also take quarterback snaps, but that does not make that player the designated emergency third quarterback.
What the emergency third-quarterback rule does
Introduced for the 2023 season, the procedure allows a club to designate a bona fide quarterback from its 53-player roster as an inactive/emergency third quarterback for a regular-season or postseason game. The NFL’s official Q&A describes the designation, while its 2023 approval announcement explains the roster conditions.
The designation allows that player to be dressed as an emergency option without using one of the ordinary game-day active-list places described in the 2023 announcement. At that time, the announcement described a 47- or 48-player active list, with 48 available when the club carried eight offensive linemen. Those counts are season-specific, not a permanent description of current roster limits.
When may the emergency quarterback enter?
The emergency player may be activated if the first two quarterbacks on the game-day active list cannot participate because of injury or disqualification. The NFL’s Q&A says a coach cannot use the procedure simply to remove a quarterback for performance or conduct reasons. The NFL Record & Fact Book also describes activation while one of the first two quarterbacks is undergoing a medical examination.

In practical terms, a coach cannot turn to the emergency quarterback just because the starter is playing poorly, nor use the designation as a routine depth-chart substitution. It is an injury- or disqualification-related contingency.
Who is eligible for the designation?
- The emergency player: A bona fide quarterback on the club’s 53-player roster. The NFL’s 2023 explanation says an elevated practice-squad player is not eligible for the designation.
- The first two quarterbacks: Both must be bona fide quarterbacks on the 53-player roster and on the game-day active list.
- The active-list requirement: The club must have two bona fide quarterbacks on its game-day active list to designate the emergency third quarterback.
These conditions distinguish the designated emergency player from whoever happens to be third on a team’s depth chart. “Third quarterback” here means the player designated under this procedure, not necessarily the next quarterback listed by the team.

Can a running back or tight end play quarterback?
Yes. The NFL’s Q&A says an active-list player at another position may play quarterback, and gives a tight end as an example. That player is not automatically the specially designated emergency third quarterback. Positional flexibility and emergency designation are separate matters: a non-quarterback can take snaps if the team uses them there, but cannot thereby bypass the designation’s roster requirements.

In 2024, the NFL approved a proposal to allow a bona fide quarterback from the practice squad to be elevated an unlimited number of times to serve as the emergency third quarterback. NFL.com later reported that the NFL Players Association vetoed the change and that the procedure reverted to the 2023 parameters. The NFL Operations page links the 2026 NFL Rulebook and lists its 2026 rule changes, but its surfaced page text does not reproduce this emergency-quarterback bylaw. The procedural explanation above therefore follows the NFL’s specific Q&A and the NFLPA-veto report, rather than treating the rulebook landing page as proof of every detail in the current text.
