An NFL emergency third quarterback can enter only when both quarterbacks on the game-day active list are unable to play because of injury or disqualification. A coach cannot use the rule to replace a healthy starter for poor performance. Since a 2024 bylaw amendment, a bona fide quarterback may also be elevated from the practice squad an unlimited number of times for this emergency role; older explanations that describe only a 53-player-roster option are incomplete.
When can the emergency QB enter?
The NFL’s emergency-quarterback Q&A says the two active quarterbacks must be unable to play because of injury or disqualification. The rule can apply while QB2 is being evaluated for an injury, even if the evaluation has not yet resulted in a final diagnosis.
The trigger is not a coach’s preference. If the starter is healthy but playing poorly, the emergency quarterback cannot replace him under this exception. An equipment problem alone also does not qualify; the NFL’s example says the club may instead use another active-list player at quarterback or take a timeout.
Can a practice-squad quarterback be the emergency QB?
Yes. In 2024, NFL clubs adopted a bylaw amendment allowing a club to elevate a bona fide quarterback from its practice squad to the Active List an unlimited number of times for emergency-third-quarterback use. The amendment is summarized in the NFL’s approved 2024 rules, bylaws and resolutions.

The NFL’s detailed Q&A, published in the context of the original rule, describes an emergency quarterback on the club’s 53-player roster. That older description should not be read as the only current route after the adopted 2024 amendment. The amendment summary establishes the practice-squad elevation option, but does not provide a consolidated account of all current-season elevation mechanics. The 2026 NFL Rulebook landing page does not expose the relevant roster bylaw.
What counts as a bona fide quarterback?
The NFL’s Q&A defines a bona fide quarterback as a player who wears a jersey number authorized for quarterback and meets either of these tests:
- He is an established quarterback who customarily played the position in past professional or college seasons.
- He takes regular-season practice snaps only at quarterback for at least three consecutive weeks, including the week he is designated as the emergency quarterback.
Does the emergency QB count toward the active roster?
The game-day active list is generally 47 players, or 48 when a club carries eight offensive linemen, according to the NFL’s 2025 Record & Fact Book. The emergency quarterback is a designated player who may be inactive until the qualifying trigger occurs; for the practice-squad route, the 2024 amendment says the player is elevated to the Active List. The fact book’s older description of the inactive-player pathway predates that amendment, so it should not be treated as a complete statement of today’s options.
What happens when the emergency quarterback enters?
The player must report to the referee when entering or re-entering. The NFL Q&A says the referee confirms with the head coach that the two active quarterbacks cannot participate, then the referee or crew notifies the opposing coach and makes a public announcement. The referee is not responsible for judging whether an injury or medical examination is legitimate.

While in the game, the emergency quarterback must line up under center or in shotgun and take the snap. No other player may take a snap while he is in the game. He may quick-kick, but cannot line up as the punter or play on special teams. The Q&A says violations of these procedures result in an unsportsmanlike-conduct penalty.
He may take part in official team warmups. The club may choose whether to designate him as one of its three offensive Coach-to-Player communication users; if it does not, the play call must reach him by another means.

Yes. If QB1 or QB2 is medically cleared to play, that quarterback may return after reporting to the referee. The emergency quarterback must then leave and cannot continue playing quarterback or another position. If another qualifying injury or disqualification emergency occurs later, the emergency quarterback remains eligible to re-enter.
