How NFL Inactive Lists and the Emergency Quarterback Rule Work

NFL teams activate 47 or 48 players for a game. Here’s how the inactive deadline and emergency third-quarterback conditions work.

Before an NFL game, teams name inactive players and set a smaller game-day Active List. That list holds 47 players, or 48 if the team has at least eight active offensive linemen. A separate rule lets a team designate one emergency third quarterback, but it can be used only when one of the first two active quarterbacks cannot play because of injury or disqualification.

How many players are inactive for an NFL game?

The regular-season and postseason Active/Inactive List contains 53 players. For a game, the Active List can hold 47 or 48 players, according to NFL Football Operations. The 48-player limit applies only when the club has at least eight active offensive linemen—centers, guards or offensive tackles. With fewer than eight, the limit is 47.

In practical terms, five or six of the 53 players are inactive for that game, before accounting for players elevated from the practice squad. Being inactive is a game-specific status; it does not itself remove a player from the club’s 53-player Active/Inactive List.

When are inactive players announced?

Teams establish the game-day Active List by notifying the referee of their inactive players 90 minutes before kickoff. This timing appears in the bylaw language reproduced by NFL.com and in its 2023 rule-change coverage.

What is the NFL emergency quarterback rule?

A club may designate one emergency third quarterback from its 53-player Active/Inactive List. The bylaw language reproduced by NFL.com excludes players elevated under the ordinary practice-squad procedure from this designation.

The emergency quarterback may be activated during the game only if one of the team’s first two quarterbacks on the game-day Active List cannot participate because of injury or disqualification. A coach cannot activate the emergency quarterback simply to bench an active quarterback for poor performance or conduct.

What happens if an injured quarterback returns?

If medical staff clear the injured quarterback to return, the emergency quarterback must leave the game. The emergency player cannot then keep playing at quarterback or switch to another position. If another qualifying emergency arises later, that player may return as quarterback.

How can a practice-squad quarterback serve as the emergency third quarterback?

A 2024 bylaw change created a specific exception: a club may elevate a bona fide quarterback from its practice squad an unlimited number of times to serve as its Emergency Third Quarterback, as summarized in the NFL’s 2024 approved-bylaws summary. This is distinct from ordinary practice-squad elevations. A practice-squad player elevated through the ordinary procedure is not automatically eligible for emergency-quarterback activation.

What is established for the 2026 season?

The NFL’s 2026 approved-rules and bylaws summary lists that season’s approved changes but does not list a change to inactive-list or emergency-quarterback procedures. The roster figures above are described by NFL Football Operations as 2026 guidance. The emergency-quarterback conditions are based on bylaw language reproduced by NFL.com; the 2026 summary does not republish the full bylaw text.
