All six Buddha’s Eyeballs are in Fright Cliff in Chapter 2’s Yellow Wind Ridge. Follow the route from Valley of Despair through Squall Hideout toward Rockrest Flat, interacting with each chanting, glowing Buddha head. Then take the six eyes to the faced boulder by the Stone Vanguard arena entrance to summon Shigandang.
Where to start the search
After the King of Flowing Sands and his Son encounter, reach the Valley of Despair Shrine. Cross the bridge opposite the shrine, pass through the large doors, and continue toward Squall Hideout. Several heads are in the area around that shrine; the remaining ones are along the route toward Rockrest Flat.
Nearby Buddha heads chant and glow. Interact with each one to collect its eye. The guides differ on the ordinal numbering of some heads, so use the landmarks below rather than relying on a numbered list from another walkthrough. Gamer Guides; PC Gamer; PowerPyx.

On the path to Squall Hideout
Between the large doors and Squall Hideout Shrine, look to the side of the path for a Buddha head. If you are standing at the shrine and retracing your route toward the doors, it is on your right; from the opposite direction, it is on your left.

At the altar behind the statue
At Squall Hideout, face the shrine and take the cave doorway to its left. Follow the path to the statue among the rocks, then go left behind it. The head is at the base of an altar. Enemies may ambush you as you approach.
By the wall beyond the arch
Return to the statue and take the other path, through the archway. Just beyond the arch, turn left and check along the wall. Ranged enemies may attack from across the chasm.

At the top of the wooden scaffolding
From the head by the wall, climb the wooden stairs and scaffolding. Watch for enemies firing projectiles; the next head is at the top, near some pots.
Outside the Mother of Stones area
From Squall Hideout, take the route past the statue toward Rockrest Flat. Unlock Rockrest Flat Shrine on the way if you have not already. Continue up the rising path toward Mother of Stones; the head is outside the boss area, to its right. Gamer Guides says defeating Mother of Stones is not required to collect this eye.

Left of the path from Rockrest Flat
From Rockrest Flat Shrine, follow the path forward and look to the left for the final head. An ambush may occur as you approach.
Where to use the six eyes
From Rockrest Flat, head toward the large boss arena associated with Stone Vanguard. Near the entrance, interact with the faced boulder and choose the option to deliver all six eyes. This summons Shigandang.
The guides describe the relationship between Shigandang and Stone Vanguard differently. Gamer Guides says the two bosses can fight if Stone Vanguard is still alive; PC Gamer recommends defeating Stone Vanguard first and says it cannot vouch for how the encounters interact. Treat a fight between them as a possible interaction, not a guaranteed tactic. If you would rather avoid uncertainty, clear Stone Vanguard before activating the boulder.
