Best Leaders for Beginners in Civilization VII: Who to Choose First

Choose a Civilization VII leader by the campaign you want to learn: river development, expansion, resources, Science, or military timing. Recommendations and bonuses are dated, not a current strength ranking.

There is no single proven best leader for every new Civilization VII player. For a first campaign, choose by the playstyle you want to learn: Hatshepsut offers a clear river-and-trade direction, Augustus rewards expansion, Amina focuses on resources and Gold, Benjamin Franklin supports Science, and Charlemagne leans into Cavalry and Celebrations. These recommendations come from a February 2025 beginner guide, not a current strength ranking; leader balance has changed since then.

How leader choice works in Civilization VII

You choose a leader separately from your civilization. As 2K explains in its Civilization VII changes guide, the campaign progresses through Antiquity, Exploration, and Modern Ages, with an Age-exclusive civilization in each. Some elements carry over from earlier play, but your leader choice does not lock you into one civilization for the whole campaign.

That makes a leader a useful way to set a campaign’s direction, rather than a guarantee of a particular result. Map terrain, your preferred strategy, and the game’s current balance all affect how well a recommendation fits.

Best first leaders by playstyle

The bonuses below are those reported by Gameranx’s February 18, 2025 beginner guide. Treat them as dated descriptions, not a verified account of every ability in the October 2026 build.

Leader Best fit Reported bonus and setup
Hatshepsut River development and trade Gameranx (February 18, 2025) reports 15% Production toward Buildings and Wonders in Cities adjacent to Navigable Rivers, plus +1 Culture per imported resource. The Production bonus depends on settling by the relevant rivers; the Culture bonus rewards trade.
Augustus Expansion into more towns Gameranx (February 18, 2025) reports +2 Production in the Capital for every town and support for buying Culture buildings in towns. Expansion still calls for managing town growth and Happiness.
Amina Resource-focused economy Gameranx (February 18, 2025) reports +1 Resource Capacity in Cities and +1 Gold per Age for each of those Resources in assigned Cities. The guide also reports +5 Combat Strength for units in Plains and Deserts, so that military benefit depends on terrain.
Benjamin Franklin Science and production buildings Gameranx (February 18, 2025) reports 50% Production toward Production buildings and +1 Science per Age on those buildings in Cities. It also describes Science from active Endeavors Franklin started or supported.
Charlemagne Military learning run Gameranx (February 18, 2025) reports Happiness from Military or Science buildings placed next to a Quarter, two Cavalry units on entering a Celebration, and +5 Cavalry Combat Strength during Celebrations. The benefits depend on building placement and triggering Celebrations.

Choose Hatshepsut if you want a visible early plan

Her reported bonuses point toward two actions a new player can understand: settle near Navigable Rivers to improve construction, and trade for imported resources to gain Culture. That makes her a practical first choice if your map gives you suitable river sites and you want to connect settlement, production, and trade.

Choose Augustus if you want to grow your empire

Augustus is the expansion pick in Gameranx’s guide: each town reportedly adds Production in the Capital, while his kit also supports buying Culture buildings in towns. Pick him if you want to practice adding settlements and developing them; town growth and Happiness remain management tasks, not automatic benefits.

Choose Amina for a resource-and-Gold game

Amina’s reported Resource Capacity and Gold bonuses reward assigning resources in Cities. Her Plains and Deserts Combat Strength bonus adds a terrain-sensitive military edge, but the economic direction is the clearer reason to choose her.

Choose Benjamin Franklin to emphasize Science

Franklin’s reported bonuses reward Production buildings with both faster construction and Science, while his Endeavor-related Science gives another reason to engage with active Endeavors. This is a good fit if you want to learn a science-oriented campaign without ignoring production.

Choose Charlemagne if you want to learn military timing

Charlemagne’s reported Cavalry benefits are tied to Celebrations, and his Happiness effect depends on placing Military or Science buildings next to a Quarter. He suits a player willing to pay attention to timing and placement rather than expecting a constant combat bonus.

Other leaders for peaceful, diplomatic, or mixed campaigns

Gaming.net’s guide, published February 17, 2025 and updated April 26, 2026, broadens the choices. Its recommendations are that publication’s characterizations, not official rankings or proof of a consensus on the strongest leader.

Use these alternatives to narrow down the kind of campaign you want, especially if the five starter suggestions do not match your preferences. For a more forceful military focus, the guide points to Xerxes or Napoleon; for peaceful culture, Himiko; for diplomacy with defense, Harriet Tubman; and for combinations of approaches, Friedrich, Confucius, or Ashoka.

Why older leader recommendations need a date

Leader balance is not static. In its September 30, 2025 patch notes, 2K described a full rework of Napoleon and changes that removed direct percentage Yield bonuses from Leader Attribute Trees in favor of static bonuses. The notes also warn that some new effects may not appear in existing saves until a new game or the next Age. Those changes are a reason not to treat a February 2025 list—or any reported bonus from it—as timeless.

The cited guides do not establish the complete abilities or comparative beginner strength of every named leader in the October 2026 game build. If an exact bonus will determine your choice, check the leader’s current in-game ability description and the applicable patch notes before starting a campaign.

A simple way to make your choice

  1. Pick the campaign you want to learn. Choose expansion for Augustus, resource income for Amina, Science for Benjamin Franklin, river-and-trade development for Hatshepsut, or a Celebration-linked military approach for Charlemagne.
  2. Check whether the map can support it. Hatshepsut’s reported construction bonus depends on Navigable Rivers; Amina’s reported combat bonus applies in Plains and Deserts. Terrain-sensitive benefits matter only when the map gives you opportunities to use them.
  3. Decide how much setup you want to manage. Augustus asks you to handle town growth and Happiness; Charlemagne’s described benefits depend on placement and Celebrations. If those conditions sound like extra tasks rather than appealing goals, choose a different direction.
  4. Verify the current ability text. Read the in-game description and relevant patch notes if the reported numbers are central to your decision, since the dated guides are not a complete current-build reference.
