To earn the Cheydinhal Mages Guild recommendation in The Elder Scrolls IV: Oblivion Remastered, speak with Falcar, get the well key from Deetsan when Falcar is away, recover the Ring of Burden from the flooded well, then find the Black Soul Gems in Falcar’s room and give them to Deetsan.
Start the quest with Falcar
Go to the Cheydinhal Mage’s Guild and speak with Falcar about the recommendation. He starts the quest. Bethesda Support identifies Falcar as the quest’s starting point.
Get the well key from Deetsan
Speak with Deetsan while Falcar is not nearby. She gives you the well key and a Buoyancy scroll, and warns that Falcar may be trying to get rid of you, according to GameSpot’s Oblivion Remastered walkthrough.
Retrieve the Ring of Burden from the well

Prepare for the flooded area with Deetsan’s scroll or another suitable means of breathing underwater. GameSpot reports roughly 30 seconds of breath in the well; treat that as the guide’s estimate, not a guaranteed timer.

Search the well floor for Vidkun’s body and take the Ring of Burden. GameSpot reports that the ring weighs 150 pounds. Once the quest updates after you find it, you can drop it instead of carrying it out.
Search Falcar’s room for the Black Soul Gems
Return to the guild and speak with Deetsan. Then search Falcar’s basement room. Pick the locked drawers beside his bed to find two Black Soul Gems, as described in the GameSpot walkthrough. Keep the gems for this objective rather than spending them first.
Give the gems to Deetsan
Bring both Black Soul Gems to Deetsan. She offers to write the recommendation, completing the Cheydinhal quest. The recommendation quests are steps toward access to the Arcane University.

If the quest gets stuck
Bethesda’s published troubleshooting advice is to save at the problem location, fully quit the game, reload that save, and check that the game is fully patched.
