A Rising Tide sends you through Buried City and Dam Battlegrounds in a five-objective sequence: reach the foreman’s barricaded apartment south of Piazza Roma, access his digital logbook, visit the Power Generation Complex, enter the Controlled Access Zone, and inspect its office whiteboard. The apartment is reached from above; once inside, interact with the computer at the back of the room.

1. Find the foreman’s barricaded apartment in Buried City
Head to the apartment buildings south of Piazza Roma, within the Piazza Roma area. The target is partway up the northern of the two buildings. You cannot simply walk through the barricaded entrance: approach the apartment from above and drop into it.

One route described by PC Gamer starts on the eastern rooftops. Take the zipline between Piazza Roma’s two towers, then drop onto the platform to the right. Stairs and a drop onto a platform between the buildings are also described as part of the rooftop approach.

Fifth-floor jump
Alternatively, Shacknews describes starting from the southern building’s fifth floor. Move into an open room across the gap, then jump across to the target apartment. Choose the approach that matches your position; these guides present route options, not a measured fastest or safest route.
2. Access the foreman’s digital logbook
Once inside the apartment, go to the back of the room and interact with the computer or terminal. That interaction accesses the foreman’s digital logbook and completes the Buried City portion, directing you to Dam Battlegrounds.
3. Reach the Power Generation Complex
Travel to the Power Generation Complex in Dam Battlegrounds. Arrival completes this objective; the walkthroughs do not list a separate item to collect or interaction to perform here. This is its own quest step, before entering the Controlled Access Zone.
4. Enter the Controlled Access Zone
The Controlled Access Zone lies below the Complex’s upper area. The precise approach depends on where you arrive, and the walkthroughs describe several ways down:
- From the Complex, cross a southern metal walkway.
- Use a ladder in the southeast area above the Zone; PC Gamer describes a ladder southwest of the Complex.
- Take the lower walkways or drop through a hole in the grating above, as described by GamesRadar+.
These are alternative entries rather than a required sequence. Look for a route into the lower Controlled Access Zone from your current side of the Complex.
5. Find the reconstruction clue on the whiteboard
Look for the office overlooking the central room ringed by stairs. From the upper floors, work past the bank of windows toward the office, or reach the overlooking office above that stair-ringed area. Interact with or photograph the whiteboard when prompted. This is the final quest objective.

What the clue reveals
The quest’s fictional dialogue says the foreman was recruited after Project Heartwood was cancelled and put in charge of a reconstruction project. His logbook connects him to expansion of the Power Generation Complex. The completion line, transcribed by the community wiki, reads: “This… Looks like the entire Dam got rerouted to power the construction of the Spaceport, instead of people’s houses.” This is in-game story dialogue, not a real-world statement.
